DEATH INVESTIGATION AT 5 GARLAND STREET IN JAMAICA PLAIN

Tonight at approximately 6:53pm, officers from District E-13 (Jamaica Plain) responded to 5 Garland St. in Jamaica Plain for a person stabbed.

On arrival, officers located a male victim suffering from multiple stab wounds. The victim was transported by ambulance to Brigham and Women’s Hospital with life threatening injuries where he later succumbed to his injuries.

Officers arrested the victim’s roommate on scene and he will be charged appropriately.

The Boston Police Department Homicide Unit is actively investigating the facts and circumstances surrounding this incident and asks that anyone with information regarding the incident contact them by calling them at (617) 343-4470. CHECK PRESENTATION CEREMONY TO PROMOTE THIS YEAR’S NATIONAL NIGHT OUT CELEBRATION

WHAT: Last year, during the 2007 National Night Out celebration, a number of area businesses, including Target, provided varying degrees of much needed and greatly appreciated support. It’s generally recognized and well understood that the success of this year’s National Night Out celebration will once again depend on the generous contributions from the city’s business community. In an effort to jumpstart this year’s fund raising efforts, representatives from Target’s South Bay store will present city officials with a monetary donation.
This year’s National Night Out celebration, which will mark the 25th anniversary of the annual event, will once again be held at the Franklin Park Zoo on Tuesday, August 5, 2008. The National Night Out celebration promotes and encourages the concept of crime fighting through community building. Last year’s celebration attracted over 7,000 community members.

UPDATE TO MULTIPLE CAR ACCIDENT ALONG COMMONWEALTH AVENUE

At about 7:17am, on Thursday, May 8, 2008, officers from Area D-14 (Brighton) responded to a radio call for a motor vehicle accident in the area of Commonwealth Avenue and Babcock Street. On arrival, officers located two accident scenes: the first one at Commonwealth Avenue and Babcock Street, the other at Commonwealth and Brighton Avenues.

The investigation shows that one motor vehicle (a white truck) was responsible for the damage caused at both locations. At the first scene, at the intersection of Commonwealth Avenue and Babcock Street, the white truck struck five motor vehicles. The truck then continued down Commonwealth Avenue where, at the second scene, it struck three additional motor vehicles at the intersection of Commonwealth and Brighton Avenues. At this point, after bursting into flames, the white truck came to a stop. In total, nine motor vehicles (including the white truck) were involved in this incident.

Upon closer inspection of the white truck, it appeared that the truck was carrying medical supplies. Given the potentially hazardous nature of the cargo, the Boston Police Hazmat team was dispatched to the scene. In short time, the Hazmat team was able to determine that the cargo was neither dangerous nor hazardous. Three individuals (including the operator of the white truck) were transported to area hospitals where they were treated for non-life threatening or minor injuries.

After an extensive investigation, the operator of the white truck, Timothy Newton, 38, of Revere, is facing the following charges: Leaving the Scene of an Accident (Property Damage), Leaving the Scene of an Accident (Personal Injury), Driving to Endanger. Moreover, Mr. Newton’s license to operate has been suspended.

MULTIPLE CAR ACCIDENT ALONG COMMONWEALTH AVENUE

BOSTON POLICE DEPARTMENT REVIEWS 911 RESPONSE TO RECENT ELDERLY ASSAULT

On April 20, 2008 a 76-year-old male was assaulted and robbed at Braeburn Road in Hyde Park. A robbery suspect approached the victim and struck him with a blunt object causing injury. A concerned citizen, who was assisting the victim at the scene, dialed 911 requesting a police response. Boston Police arrived on the scene 35 minutes after the original call due to a priority coding error made by the call taker and the neglect of the dispatcher to properly re-evaluate the gravity of the incident.

A preliminary review of this incident has resulted in the immediate re-training for the call-taker and dispatcher involved, who will receive further instruction on Standard Operating Procedures and performance expectations. The call taker and dispatcher will also receive reprimands.

Commissioner Ed Davis stated, “Our community members deserve and require exemplary 911 service. Rest assured that the Boston Police Department is taking every step necessary to ensure that individuals in crisis receive efficient, timely and customer-friendly police response.” Commissioner Davis added, “On behalf of the department, I would like to once again extend my apologies and regret to the victim of this troubling incident.”

The police department is taking the following immediate steps to improve 911 response:

Expedite a previously schedule ‘Value Training’ course for all 911 call-takers and dispatchers. The continuing education seminar re-enforces the guiding principles of 911 response speaking specifically to topics such as; priority coding correctly, properly verifying addresses, customer service, call handling, stress management, critical thinking and practical application.

Upgrade our existing ‘Quality Assurance Monitoring Program’ by conducting a comprehensive performance review to identify and address any improvement areas.

Conduct research of best practices of 911 call centers nationwide to determine if there any additional elements that the Boston Police should implement into our current policies and procedures.

Expand our current technology so that members of the Boston Police Command Staff in addition to Operations Supervisors can monitor 911 calls in ‘real-time’ as an extended measure of quality control.

The Boston Police Operations Center receives upwards of 600,000 calls per year. It is the mission of the department to consistently strive to deliver model service worthy of the citizens and guests of this great City.

The suspect involved in this tragic incident remains at large. He is described as a black male in his late 20’s and was last seen wearing a ¾ length black leather jacket and green pants. Oakcrest Road Homicide Victim Identified

On Friday, May 2, 2008 at approximately 7:10am, officers from Area E-18 (Hyde Park) responded to a radio call for person shot in the area of 19 Oakcrest Road. On arrival, officers located a black male suffering from an apparent gunshot wound. The victim was pronounced on the scene and subsequently identified as Daron Lee Ellison, 29, of Jamaica Plain.

OPERATION PAWS (Proactive Warrant Service) LANDS 43 BEHIND BARS

Multi-Agency Effort Removes 43 Fugitives From City Streets Including One Suspect On The Lamb for 18 Years

On Friday, May 2, 2008, members of the Boston Police Youth Violence Strike Force and the Boston Police Fugitive & Apprehension Team, in collaboration with the Massachusetts State Police, US Marshall’s Office and the District Attorney’s Office, initiated Operation PAWS. The operation, a proactive warrant sweep, enabled officers to effect 43 arrests. The goal of Operation PAWS is to send a clear message to individuals involved in gang-related activities in neighborhoods throughout our city. By locating and arresting such individuals on outstanding warrants, the department also seeks to reduce gang violence and augment the level of intelligence necessary to prevent future gang-related hostilities.

Of the 43 arrests made, the arrest of Domingo Martinez, 39, of Boston, is especially note-worthy. Martinez, who was arrested in Roslindale, escaped from the Suffolk County House of Corrections some 18 years ago. A partial list of other arrestees is listed below.

Commendation Ceremony

MAYOR THOMAS MENINO AND COMMISSIONER ED DAVIS PROVIDE SPECIAL COMMENDATION TO OUTSTANDING OFFICERS AND CITIZENS

Today Boston Police Commissioner Ed Davis, joined by Mayor Thomas Menino, were pleased to celebrate the fourth commendation ceremony of his administration to recognize the exemplary work of members of the Boston Police Department (BPD). Today’s ceremony is particularly special as it recognizes not only sworn and civilian members of the BPD, but also outstanding community members and a local organization for their commitment to public safety.

Honorees receiving a Commissioner’s Commendation include members of the renowned advertising corporation, Hill, Holliday, Connors, Cosmopulous, Inc., for their instrumental work on the enormously effective CrimeStopper’s Text-a-Tip Program. Other recipients include five Boston Police sergeants, who were recognized for their commendable work with the BPD’s cornerstone community policing initiative, the Safe Street Teams. Several Shattuck Award recipients were included in today’s acknowledgments as well as outstanding community member, Matt Wolf, recognized for his dedication to local youth and the creation of the remarkably successful program known as the Red Auerbach Future Stars Sports and Leadership Camp.

In addition, the Federal Bureau of Investigation (FBI) presented Boston Police and Boston Housing Authority detectives with special recognition.

Commissioner Davis stated, “Today’s commendations highlight the excellent work of a remarkable group of individuals. Mayor Menino and I are so pleased to have the opportunity to properly recognize each of them for their commitment and dedication to public safety and the City of Boston.”

In June 2007, the Boston Police Department launched the Text-A-Tip Program – an anonymous text messaging tip initiative. In 2007, we received 523 text tips. Over the past 3 months, we have received an additional 138 text tips. These tips have led to drug, gang and violent crime arrests. This program was made possible by the generosity and creativity made available to us by the incredibly talented staff at Hill Holiday.

Mary Ryan, Director of BPD Payroll Unit
Mary Ryan, a civilian employee of the Boston Police Department, was recently recognized by the Boston Municipal Research Bureau as the recipient of the Shattuck Award for Public Service. We would like to recognize Mary within the Department as well. The Shattuck Award reads, Mary is intelligent, creative and conscientious and someone who sets a demanding benchmark for her work. Mary will not accept inaccuracy and abuse because it amounts to waste and a violation of the public trust. Her suggestions have identified reforms that generated tens of thousands, if not hundreds of thousands, of dollar savings to the City.

Boston Police Detective Cecil Jones
Detective Cecil Jones was recently recognized by the Boston Municipal Research Bureau as the recipient of the Shattuck Award for Public Service. We would like to recognize Detective Jones within the Department as well. The Shattuck Award reads, Boston is better, safer and stronger as a result of the work of Officer Jones with the Boston Police Department. Throughout his 24 year career with BPD, Jones has brought people together in alliances that promotes and supports various charitable and community based organizations and that have helped produce a better quality of life for residents. His numerous charitable endeavors have raised significant donations for local youth.

Safe Street Team Sergeants
Safe Street Teams were created to reduce crime, reduce the fear of crime and to improve the overall quality of life in neighborhoods that have experienced the most violence.

Since their inception, they have been extremely successful in achieving their overall mission. We are here today, to acknowledge the outstanding efforts of 5 Sergeants who lead Safe Street Teams in the following neighborhoods: Orchard Gardens, Codman Square, Bowdoin & Geneva, and Eagle Hill. They include:

Eileen Walsh, BPD Forensic Division
This is a letter written by Boston’s ATF Special Agent in Charge Andy Anderson to Police Commissioner Davis:

“Recently, it has been brought to my attention by a number of ATF Agents working in the Boston Field Office that a particular employee of the Boston Police Department, Senior Criminalist Eileen Walsh in the Crime Lab has played an instrumental role in supporting the federal prosecution of a number of the City of Boston’s most violent offenders. Ms. Walsh’s efforts in the area of firearm serial number restorations have been a valuable asset and a key component to the identification of individuals trafficking firearms into Boston.”

In one particular case, the investigation by ATF and the Boston Police Special Investigations Unit into firearms trafficking by Robert M. Evans, could not have been successful, or even initiated, absent the efforts of Ms. Walsh. The entire three-year investigation began with the successful serial number restoration of a firearm with an obliterated serial number recovered by the Boston Police and subsequently restored by Ms. Walsh. ATF then traced the firearm to Evans. As the investigation continued, ATF learned that Evans, a former Boston resident, was a Sergeant with the George Mason University Police Department.

Matt Wolf, Founder of Red Aurebach Youth Foundation
In 2007 Matt Wolf contacted Police Commissioner Davis about starting a program (similar to one in Lowell) for Boston’s youth, funded by the Red Auerbach Youth Foundation, and aptly named, the Red Auerbach Future Stars Sports and Leadership Camp.

This free summer camp aimed to develop young leaders and provide a safe and healthy alternative to gang involvement for at risk youth in Boston. The curriculum incorporated guest speakers, group discussions and sports activities. 150 youth campers, age 8 to 14, participate in extensive sports, leadership training and gang prevention activities during a four week program. Its objectives are to increase involvement of at risk youth in sports, leadership and recreational activities, to increase team building skills and collaboration between youth from different cultures and to reduce violence and conflict between youth.

The program first started with youth from one specific area of Dorchester, experiencing a high level of gang activity and violence. The program continues to expand to this day.

Matt has done a tremendous job in launching both the Lowell and Boston programs. His efforts have helped steer hundreds of young people on a better path and away from the dangers of guns, drugs, gangs and violence. Because he took the time to step in, youth in both cities have been able to experience something very special and can look to a brighter future.

Robin Hunt and Staff, BPD Human Resources Division
Earlier this month a national group, Employer Support for the National Guard and Reserve visited the Police Commissioner and presented an award to the BPD, based on the assistance that the BPD provides to it’s members serving in the armed forces. Robin Hunt and her staff are point on processing all military related administrative tasks and for assisting returning veterans. The nomination for award for the BPD was submitted to ESGR by a Boston Police Officer on active duty.

A special acknowledgement was given to Detective Fratalia and Detective Monteiro by FBI Special Agent in Charge Warren Bamford. The award recognized their hard work and commitment that led to the capture of fugitive Nardo Lopes. Lopes was wanted for the homicide of Robert Mendes.

UPDATE: BOSTON POLICE INVESTIGATE ASSAULT AND ATTEMPTED RAPE OF ELDERLY WOMAN
DETECTIVES SEEK ASSISTANCE FROM THE PUBLIC

This morning around 5:15am, Boston Police officers from District E-18 (Hyde Park) responded to a radio call for an elderly person assaulted.

Upon arrival, officers located an 88-year-old female victim who was suffering from various injuries as a result of a recent assault. Investigators determined that the actual incident most likely occurred around 4:00am. A relative of the victim contacted authorities at approximately 5:15am.

The victim was physically assaulted. It has also been determined that the elderly woman was a victim of an attempted rape.

There were no immediate signs of forced entry or items stolen. Detectives from the Sexual Assault Unit along with crime scene technicians are processing the crime scene to determine the facts and circumstances surrounding this tragic incident.

The location of this incident is a very active crime scene, and detectives are canvassing the surrounding area to locate any evidence that may be helpful such as surveillance footage.

Preliminary information suggests that the suspect is described as follows: a black male with a slight build, wearing all black clothing and a black knit cap.

Boston Police will increase patrols to the area and are working closely with the BHA police on security measures. Officers from the CrimeStoppers Unit are distributing ‘Text-A-Tip’ brochures throughout the neighborhood.

On April 20, 2008 an 86-year-old male was assaulted and robbed at Braeburn Road in Hyde Park. The victim stated that as he was walking home from Cleary Square, where he noticed the suspect was following him. The suspect approached the victim and struck him with a blunt object. The suspect then reached into the victim’s pocket and stole a small amount of cash. The suspect is described as a black male in his late 20’s and was last seen wearing a ¾ length black leather jacket and green pants. Police are investigating the possibility of a connection between these two incidents.

Boston Police Investigate Sexual Assault on Elderly Victim- Police Seek Assistance from the Public

This morning around 5:15am, Boston Police officers from District E-18 (Hyde Park) responded to a radio call for an incident relative to an elderly person having been assaulted.

There, officers spoke to an 80 year old victim (CORRECTION 88 years-old) and determined that the actual incident occurred around 4:00am. Based on information gathered at the scene, investigators believe that the victim was physically assaulted, but are concerned about the possibility of a sexual assault. Detectives from the Sexual Assault Unit are actively investigating the facts and circumstances surrounding this incident.

The location of this incident is a very active crime scene, and detectives are canvassing the area to locate any evidence that may be helpful.

UPDATE TO DEATH INVESTIGATION AT 68 BOWDOIN AVENUE

On Wednesday, April 16, 2008, at around 4:38pm, officers from District C-11 (Dorchester) responded to a radio call for a person shot at 68 Bowdoin Avenue in Dorchester.

On arrival, officers located a black male in his 30’s suffering from multiple gunshot wounds. The victim was transported to Boston Medical Center where he was later pronounced. The victim has since been identified as Bernard White, 38, of Dorchester.

PRE-MARATHON CEREMONY TO HONOR CHILDREN OF NEW HAMPSHIRE OFFICER WOUNDED IN IRAQ

WHO: Mayor Thomas M. Menino, Police Commissioner Edward F. Davis, Family of Chief Jose Pequeno of the Sugar Hill Police Department (New Hampshire), Boston Police Marathon Team, Los Angeles Police Marathon Team, members of Operation Progress

WHAT: Members from both the LAPD and BPD Marathon Teams, with donations provided by Operation Progress, will present scholarship checks to the children of Chief Jose Pequeno. Chief Pequeno, a Sergeant in the National Guard, was seriously injured serving his country in Iraq. While on patrol in Ramadi in May of 2006, Chief Pequeno sustained severe head trauma when a roadside bomb struck his Humvee. As a result of the accident, Chief Pequeno is presently being treated at the Walter Reed Hospital in Washington, DC.

Operation Progress was founded in 2000 by a group of LAPD officers assigned to the Youth Violence Strike Force. Since its creation, Operation Progress has awarded numerous scholarships to high school students in both Los Angeles and Boston. Members of both the LAPD and BPD Marathon Teams will be running this year’s race to raise donations for Operation Progress.

Boston Police Commissioner Ed Davis and Mayor Thomas Menino Encourage Everyone to Enjoy a Safe Marathon Monday

The Boston Marathon and other Patriot’s Day festivities are an exciting time for the City of Boston. There is always an atmosphere of celebration throughout the City for residents and guests watching one of our most cherished traditions. Mayor Menino and Commissioner Davis would like to take this opportunity to remind everyone to celebrate responsibly to ensure a safe and trouble free environment.

The Boston Police Department will be taking steps to increase patrols along the marathon route and at local drinking establishments. Our priority will be to ensure the safety of our community. Our intent is to encourage people to celebrate responsibly while strictly adhering to all alcohol laws. Remember that public drinking will not be tolerated. We will not allow a few excessive revelers to ruin the festivities for those individuals celebrating responsibly.

Taxis and public transportation offer inexpensive and smart alternatives to drinking and driving. Please take advantage of them. A designated driver is also a smart alternative. DUI enforcement will be a priority and we will have officers on duty specifically focused on this effort. Do not ruin your celebration by hurting yourself or others.

It is our hope that residents and guests alike will enjoy themselves this Marathon Monday. We expect that the City will be peaceful and without incident. Have fun and be safe!

DEATH INVESTIGATION AT 68 BOWDOIN AVENUE

On Wednesday, April 16, 2008, at around 4:38pm, officers from District C-11 (Dorchester) received a radio call for a person shot at 68 Bowdoin Avenue in Dorchester.

Upon arrival, officers observed a 38 year-old male suffering from multiple gunshot wounds being treated by EMS. The victim was transported to Boston Medical Center where he was later pronounced.

For whom: All children between the ages of 5 and 18 enrolled in any school, community center, library, before and after school program, or any adult coordinated youth activity program/group in the City of Boston are eligible.

Theme: "Text for Peace." In 2007, the Boston Police Department introduced the ability to allow anyone to send in 100% anonymous tip to us by texting the word "Tip" to 27463. The mission of the Neighborhood Crime Watch Unit is to deter crime and reduce fear. UPDATE TO RECENT SOUTH BOSTON FIRE

Office of the Chief Medical Examiner Determines
Cause and Manner of Death For Acia and Sophia Johnson

On Sunday, April 6, 2008 at approximately 3:15am, officers from Area C-6 (South Boston) responded to 154 W. 6th Street for a building fire. Upon arrival, officers found the front of the residence engulfed in flames which were rapidly spreading to adjacent dwellings. On scene, officers were alerted to the possibility of a person or persons trapped inside the building.

Once the fire was extinguished, Boston Fire personnel alerted officers that two deceased victims were located trapped under debris in a rear upper room of 154 W. 6th Street. The victims were transported by EMS to Boston Medical Center.

As a result of the autopsies performed, the Office of the Chief Medical Examiner (OCME) has determined the cause and manner of death for both victims.

The OCME has determined that the manner of death is homicide, caused by smoke inhalation and thermal injuries. The victims, both identified as a result of dental comparisons, have been officially identified as 14 year-old Acia Johnson and 2 year-old Sophia Johnson, both of South Boston.

DEATH INVESTIGATION AT DALE STREET

At about 10:00am, on Monday, April 8, 2008, officers from Area B-2 (Roxbury) responded to a radio call for a body found inside Malcolm X Park in the area of 100 Dale Street in Roxbury. On arrival, officers located a black male suffering from apparent head trauma. The victim was pronounced on the scene. The autopsy report from the Office of the Chief Medical Examiner determined the cause of death came as the result of multiple gunshot wounds and the manner of death deemed a homicide.

The victim has been identified as Dion Campbell, 22, of Roxbury.

UPDATE TO MISSING PERSON: ROC SANON

On Monday, April 7, 2008, the body of Roc Sanon was located in the area of Route 138 and Interstate 93. Family members had reported Mr. Sanon missing on Wednesday, April 2, 2008. At this time, the death does not appear to be suspicious. Cause of death is being investigated by the Medical Examiner’s office.

OPENING DAY WARRANT SWEEP TARGETS ILLEGAL GAMBLING RING-STATE’S LARGEST SEIZURE OF ELECTRONIC EVIDENCE

BOSTON, April 8, 2008—Suffolk County District Attorney Daniel F. Conley today announced the largest seizure of electronic evidence in Massachusetts history as more than two dozen search warrants were executed at locations throughout Boston and across Massachusetts as authorities took down an organized gambling syndicate conservatively estimated to be in excess of a million dollars per year.

Joined by representatives of the Boston Police Department, Massachusetts Attorney General’s Office, Massachusetts State Police, United States Secret Service, Immigrations and Customs Enforcement, Internal Revenue Service, and Federal Bureau of Investigation, Conley announced the execution of Operation Barbershop – the culmination of a 15-month investigation into an underground gambling ring with franchises in a dozen Massachusetts businesses.

“Make no mistake: this was not a harmless neighborhood lottery or sports book,” Conley said. “It was a gambling enterprise where the game was rigged in favor of the ring and it was fraught with violence and corruption. Every dollar that went into this ring was a dollar stolen from the Commonwealth and its residents. Not only did its principals deprive the state of tax revenue on more than a million dollars a year, they regularly deprived players of their winnings when it suited their purposes.”

Targeted in the investigation were the gambling syndicate’s alleged ringleader JESUS REYNOSO, aka MARCOS, age 44, of Roslindale and his alleged enforcer, VICTOR ROSADO, aka MORENO, age 39, of Mattapan. Both were arrested without incident this afternoon after Massachusetts State Police effected motor vehicle stops on their cars, which had been tracked by hidden GPS devices. Each faces 15 years in state prison and fines of up to $10,000 on charges of organizing a gambling syndicate.

Beginning at 2:30 p.m., Conley said, 15 teams of local, state, and federal law enforcement agencies fanned out to executed simultaneous warrants on multiple locations including Reynoso and Rosado’s homes and vehicles. Also targeted were nine commercial establishments in Dorchester, East Boston, Jamaica Plain, Roslindale, and Roxbury, as well as businesses in Lawrence, Leominster, and Worcester. Each business allegedly served as a front for Reynoso and Rosado’s syndicate, with individual operators allegedly paying 60% of their gambling profits to the ringleaders.

Evidence developed in the course of the investigation suggests that Reynoso and Rosado provided their franchisees with laptop computers and printers that allowed them to take and record wagers. Investigators obtained search warrants for each computer, which will be seized and subjected to a forensic examination by qualified technicians from Attorney General Martha Coakley’s office, the United States Secret Service, Immigrations and Customs Enforcement, the Internal Revenue Service, and the Federal Bureau of Investigation.

Suffolk prosecutors and members of the Boston Police Department Special Investigations Unit launched the investigation in the aftermath of a January 2007 armed robbery at one of the targeted venues. The extensive surveillance that followed revealed a network through which flowed more than a million dollars per year.
“Forensic technicians have already begun the work of analyzing seized computers and cell phones to determine their prior criminal use,” Conley said. “At a Secret Service command post just a few blocks from here, state and federal investigators are turning those hard drives into hard evidence.”

All defendants are presumed innocent until and unless proven guilty in a court of law.

Human Trafficking Unit Launches New Blog

The Boston Police Human Trafficking Unit has recently implemented a new tool to assist in their investigations of missing persons in the city of Boston. The Human Trafficking Task Force blog is a tool that will provide a useful mechanism to circulate photos of missing people, getting crucial information out to the public, in hopes of bringing these potential victims home.

Human trafficking is defined as the use of force, fraud or coercion to obtain or maintain someone in sexual service, as well as the use of a minor for commercial sexual activity. There are several forms of human trafficking, including sexual exploitation, child sex tourism, labor exploitation and servile marriages. There are approximately 17,000 victims of human trafficking annually in the United States.

The Boston Police Department is the leading law enforcement agency in the Boston Anti-Human Trafficking Task Force, put into operation in January 2005 as one of the forty-two task forces in the nation funded by the United States Justice Department. Over thirty separate agencies work collectively to support this initiative. The Boston Anti-Human Trafficking Task Force combats trafficking by rescuing and supporting victims, investigating perpetrators, and ultimately prosecuting human traffickers and their co-conspirators.

With the public’s assistance, the Human Trafficking Task Force blog will provide an additional valuable tool in the Boston Anti-Human Trafficking Task Force’s mission to end human trafficking in the City. ONGOING INVESTIGATION LEADS TO ARREST IN ’07 MURDER

BOSTON, April 4, 2008—Boston Police Commissioner Edward F. Davis and Suffolk County District Attorney Daniel F. Conley today announced the arrest of a suspect in the homicide of Richard Stroman in his Elm Hill Avenue apartment last October.

LARRY NELSON, 50, is expected to face arraignment on a murder charge this afternoon in Roxbury District Court. Investigators obtained a warrant for Nelson’s arrest in the midst of an ongoing probe by Boston Police homicide detectives and Suffolk county prosecutors that included DNA analysis of biological evidence at the scene; he surrendered himself to Boston Police late this morning.

Davis stated, “This arrest is an excellent example of what our investment in forensic science can yield. I commend the collaborative effort of our crime lab technicians, homicide detectives and Suffolk County prosecutors.”
“The investigation into Mr. Stroman’s death made use of high technology and shoe-leather detective work,” Conley said. “We use every available resource when we approach our task, and that determination paid off.”

Shortly after noon on Oct. 12, 2007, Boston Police assigned to Area B2 responded to a radio call to investigate the premises at 62 Elm Hill Ave. in Roxbury. On arrival, they located the victim, later identified as Stroman, suffering from multiple trauma in his first floor apartment. Stroman was pronounced dead at the scene and his death was ruled a homicide.

Evidence suggests that Stroman had suffered multiple stab wounds some time prior to the officers’ arrival and had been dead for several days.

Nelson is the fourth murder suspect arrested this week and the third to be arrested for a 2007 murder. THOMAS MANNING, 22, was arrested Monday for the March 31 shooting death of Luis Ortiz in Allston, while SHAWN “SHANKS” DAUGHTRY (D.O.B. 5/14/80) and DEMETRIUS “DEMEET” WARDSWORTH were arrested Tuesday for the Sept. 20, 2007, shooting death of Urel Duncan in Roxbury.

All defendants are presumed innocent until and unless proven guilty in a court of law.

PROTESTERS ARRESTED

Tuesday, April 1, 2008, around 9:06am, officers from District 4 (Back Bay/South End) received a radio call for a protest at 557 Boylston Street.

Upon arrival, officers observed four females in front of the Bank of America. The four females were seated and blocking the bank entrance door, prohibiting the public as well as employees to enter or leave the bank.

After refusing to disperse, the following individuals were taken into custody: Adrienne Naylor, 23, of Dorchester; Elise Ansel, 20, of Sunderland, MA; Laila Murad, 17, of Brighton and Candace Bollinger, 27 of Hicksville, NY. All will be charged with Resisting Arrest, Trespassing & Disturbing the Peace and arraigned in Boston Municipal Court.

TWO IN CUSTODY FOR '07 ROXBURY MURDER

BOSTON, April 1, 2008—Boston Police Commissioner Edward F. Davis and Suffolk County District Attorney Daniel F. Conley today announced the arrests of two men in connection with the murder of 29-year-old Urel Duncan last year.

SHAWN “SHANKS” DAUGHTRY, 27 (D.O.B. 5/14/80), and DEMETRIUS “DEMEET” WARDSWORTH, 19 (D.O.B. 12/26/88), both of Roxbury, were identified as suspects in Duncan’s Sept. 20, 2007, shooting death in the course of an extensive investigation by Boston Police homicide detectives on the street and Suffolk prosecutors in the Grand Jury.

Boston Police executed arrest warrants today and both men are expected to be arraigned tomorrow in Roxbury District Court on murder and related charges.

“These arrests are the direct result of police and prosecutors working hand in hand to build strong and ethical cases that will stand up in court,” Conley said. “Mr. Duncan’s family will never forget his loss, and neither will we.”

Commissioner Davis stated, “Random acts of violence have a debilitating effect on our community. A combination of hard work from the initial responding officers, steadfast detective work, the assistance of prosecutors and invaluable community cooperation led to the successful capture of the perpetrators responsible for Mr. Duncan’s death. Davis added, “Today’s arrests are evidence that people responsible for senseless acts of violence will be held accountable.”

Shortly before 9:30 on the night of Sept. 20, Boston Police responded to 60 Codman Park for a report of a person shot. On arrival, they located Duncan and a 19-year-old male suffering from gunshot wounds. Both were transported to Boston Medical Center, where Duncan succumbed to his injuries. The second victim survived with injuries that were not life-threatening; authorities are withholding his identity.


HOMICIDE UNIT APPREHENDS LINDEN ST. MURDER SUSPECT

On Saturday, March 29, 2008 at approximately 2:00am, officers from District D-14 (Allston/Brighton) responded to 29 Linden Street for reports of a person shot. On arrival officers located a male victim suffering from an apparent gunshot wound. The victim, Luis Ortiz, 25, of Brighton, was transported to Beth Israel Hospital by ambulance where he later succumbed to his injuries.

After an exhaustive investigation surrounding the facts and circumstances of Mr. Ortiz’s murder, detectives applied for an arrest warrant yesterday charging Thomas Manning, 22, of Allston with Murder and Possession of a Firearm. Soon after police secured the warrant, Manning surrendered himself to authorities.

This investigation was led by the Homicide Unit, with extensive co-operation from the Suffolk County District Attorney’s Office officers and detectives of District D-14.

Manning was arraigned today at Brighton District Court for Unlawful Possession of a Firearm and Murder.

On arrival, officers located a 25 year-old Hispanic male suffering from an apparent gunshot wound. The victim was transported to the Beth Israel Hospital where he was later pronounced.

At approximately 2:30pm today, Wednesday, March 26, 2008, the victim was visiting the Boston Public Library in Copley Square with a group of other special needs individuals when he wandered from the group and never returned. The victim has very limited mental capacity and is mute.

Boston Police Seek Public's Assistance in Locating Bank Robbery Suspect

The Boston Police Department is currently investigating four different bank robberies which have taken place between February 25, 2008 and yesterday, March 25, 2008. These bank robberies have occurred in both the South End and Downtown areas of Boston between the hours of 10am and 3pm. Based on a preliminary investigation, the incidents appear to be related.

Incident Description:

• 2/25/08 @ 10:55am, Sovereign Bank located at 67 Beacon Street
The bank is robbed by a suspect passes a note. The suspect is described as a white, non-Hispanic male with slim build approximately 30 years old with slim build about 5’10” in height who flees the bank in a blue sedan after getting an unspecified amount of cash..

• 3/14/08 @ 3:12pm, Citizens’ Bank located at 560 Commonwealth Avenue
The bank is robbed by a suspect who passes a note alleging that he has a gun. The suspect, similarly described as the above suspect, except for the fact that he is said to have clear tape on his fingers, receives money from the clerk and flees the bank.

• 3/22/08 @ 12:56pm, Citizen’s Bank located at 607 Boylston Street
The bank is robbed by a suspect described as a slim, white, non-Hispanic male in his late 30’s demands money from the bank clerk and threatens possession of a gun. The suspect receives an amount of cash and flees the bank.

• 3/25/08 @ 1:00pm, Mercantile Bank located at 1320 Washington Street
The bank is robbed of an unspecified amount of money by a suspect described as a white male, age 30-35, slim build, standing about 5’7” in height with fingertips covered with clear tape. The suspect robs the bank by passing a note suggesting that he has a gun and demands money. The suspect receives the money and flees the scene in a blue colored sedan.

Honor Good Samaritan

Today Mayor Thomas Menino and Police Commissioner Ed Davis recognized the bravery of local citizen, Mr. Juan Santiago. Mr. Santiago’s invaluable assistance to the Boston Police Department and led to the quick capture of a dangerous suspect.

Mayor Menino stated “Mr. Santiago’s bravery and commendable leadership led to the safety of the victim and the capture of the suspect. His actions exemplify how a simple act can serve our city and today we are proud to honor him.”

Commissioner Davis commented “On behalf of the Boston Police Department, we are grateful for the courageous actions of Mr. Santiago. His heroism clearly demonstrates that Bostonians are willing to ‘get involved’ when they witness a crime and for that Mr. Santiago deserves to be applauded.”

Incident Description:
On Friday, March 07, 2008 at about 5:45 PM at West and Hyde Park Avenue, a local teen got off the MBTA bus alongside another passenger. At that time, the young teen was approached by the other passenger and asked to see the teen’s I-Pod. The victim said no, became suspicious and started to back up to leave. That is when the suspect made a motion lifting his jacket displaying what appeared to be a firearm.

Simultaneously stopped at a red light at the intersection of Hyde Park Avenue and West Street was Mr. Juan Santiago Jr. with his wife and young daughter in his car. Mr. Santiago was observing the two young men on the corner and stated to his daughter and wife that boy was being robbed. Mr. Santiago then observed the suspect grab the victim and go through his pockets. Mr. Santiago observed the victim trying to pull away and leave.

Mr. Santiago was about to exit his vehicle when he observed the suspect lift his coat and display what appeared to be a firearm. The suspect then took something from the victim and fled up Hyde Park Avenue towards Metropolitan Avenue.

Mr. Santiago pulled his vehicle with his family inside up to the young victim. Mr. Santiago asked the victim if he had just got robbed, to which he said yes. Mr. Santiago told the victim to get into his car with his family, which he did. Mr. Santiago then dialed 911 and attempted to try and follow the suspect with his motor vehicle but lost sight of the fleeing suspect.

Mr. Santiago contacted Boston Police 911 and relayed the information about the incident and the suspect’s description and direction of flight. Mr. Santiago maintained constant contact with the dispatcher in an attempt to locate the fleeing suspect.

Mr. Manuel and his family attempted to calm the young victim and had him call his parents and advise them that he was safe and in Mr. Santiago’s car at the corner of West street and Hyde Park Avenue.

Detectives from District E-18 arrived on scene and spoke with Mr. Juan Santiago and the victim. They gathered a good description and immediately broadcast the description over the police radio. Shortly thereafter additional officers observed the suspect fleeing up Hyde Park Avenue from Metropolitan Avenue.

Officers stopped the suspect who was found to have the stolen I-Pod. The suspect was then positively identified by the victim and he was subsequently placed under arrest.

On Wednesday, March 19, 2008 around 12:03am, officers from District C-11 (Dorchester) responded to 3 Upham Avenue in Dorchester (Cataloni’s Bar) for a person shot.

On arrival, officers found a 22-year-old male victim suffering from multiple gunshot wounds outside of 3 Upham Avenue. OPERATION COMMON CURE LANDS SIX BEHIND BARS

On Monday, March 17, 2008, officers from Area A-1 (Downtown) and members the Area A Neighborhood Drug Units conducted Operation Common Cure, a police initiative designed to address and remedy various quality of life concerns (emphasizing drug-related activities) adversely effecting the Boston Common. As a result of today’s operation, officers arrested the following six suspects:

· Marques Brown, 32, of Roxbury for Possession & Distribution of Class B Drugs.
· Anthony Hill, 23, of New Bedford for Possession & Distribution of Class B Drugs.

The Boston Police Department is seeking the public’s assistance in locating an elderly female who has been missing since Tuesday, March 11, 2008. The victim, an elderly female, was last seen on Tuesday near her home at 20 East Lennox Street in Roxbury. The victim, according to family, has early signs of dementia.

CALL FOR SHOTS FIRED IN HYDE PARK LANDS FIVE CHILDREN IN DSS CUSTODY

At about 8:14pm, on Thursday, March 13, 2008, officers from Area E-18 (Hyde Park) responded to a radio call for shots fired in the area of Hyde Park Avenue and Grantley Street. On arrival, officers spoke to witnesses who stated that they saw a kid, approximately 15 years old, lighting off fireworks. Witnesses further stated that they saw the juvenile run into a residence at 5 A Street. As a result, officers approached the residence and knocked on the door. In short time, a juvenile, matching the description provided by witnesses, answered the door. When asked if he had been setting off fireworks, the suspect stated, “Yes.” When asked if there were any fireworks on the premise, the suspect stated yes and, then, proceeded to lead officers inside the location. Once inside, officers were able to locate and recover the fireworks. While confiscating the fireworks, officers were able to hear the sound of babies crying. When asked about the crying babies, the suspect told officers, “I was supposed to be watching them.” A search of the residence enabled officers to locate five children. The children ranged in age from infant to 9 year-old. All of the children were ill clothed and smelled of urine. Further, officers observed feces on the children, on the floor and on the walls.

Boston EMS responded and transported the five children to Children’s Hospital for evaluation purposes. Officers also located a room full of cats. The cats were malnourished and the room was filled with animal feces. Animal Control responded and removed the cats.

Approximately 15 minutes later, the parents of the children showed up on the scene. When asked to explain their absence, the parents stated that they had left their 15 year-old son in charge of watching the children. Additionally, the parents stated that the children’s grandparents were also in the home to watch the children. Officers were able to confirm the presence of the grandparents. Due to the uninhabitable conditions of the premise, Inspectional Services responded to the scene and condemned the location. A 51A form (a report filed when officers encounter or observe neglected children under 18) has been filed with the Department of Social Services. While DSS conducts its investigation, the children will remain in DSS custody.

DOWNTOWN STABBING LANDS TWO IN POLICE CUSTODY

On Thursday, March 13, 2008, around 4:20pm, officers from Area A-1 (Downtown/Beacon Hill) received a radio call for a stabbing at One Cambridge Street.

Upon arrival, officers observed a male in his late teens/early twenties with a stab wound to the arm being treated by EMS. The victim was transported to a local hospital with a non-life threatening injury.

Officers apprehended two individuals in conjunction with the incident. Taken into custody were Juan Chavez, 18, of East Boston and a 15 year-old juvenile. Chavez will be charged with Assault & Battery with a Dangerous Weapon and Affray. The juvenile will be charged with Disturbing the Peace and Affray. Both suspects to be arraigned tomorrow (Friday, March 14, 2008) in Boston Municipal Court.

NEIGHBORHOOD DRUG UNIT MAKES MAJOR BUST IN SOUTH BOSTON

At about 7:10pm, on Monday, March 11, 2008, members of Area C Neighborhood Drug Unit executed a search warrant at 142 N Street in South Boston. During the search, officers recovered over 150 pills (white, yellow, blue, green, pink in color), over 200 grams of cocaine, an undisclosed amount of crack cocaine, an undisclosed amount of marijuana, 3 firearms (2 pistols and an AK-47 machine gun), ammunition and a stun gun. As a result of the items found, officers arrested Rick Joyce, 37, of South Boston and charged him with Trafficking Class B Drug, Possession with Intent to Distribute Class B, C and D Drugs, Possession of Machine Gun, Unlawful Possession of a Firearm (2 counts), Possession of Ammunition and the Possession of a Stun Gun. Officers also arrested James Joyce, 44, of South Boston and charged him with Possession with Intent to Distribute Class C & E Drugs.

UPDATE TO HOMICIDE INVESTIGATION AT MELNEA CASS BOULEVARD AND WASHINGTON STREET

At about 4:20pm, on Thursday, March 7, 2008, officers from Area B-2 (Roxbury) and Area D-4 (South End) responded to a radio call for a fight at the intersection of Melnea Cass Boulevard and Washington Street in Roxbury.

On arrival, officers located a male, in his late 30’s, suffering from an apparent stab wound. The victim was transported to the Boston Medical Center where he was later pronounced. That victim has since been identified as Yiovany Gazmey, 37, of Boston.

Shortly after the incident, officers received information that the suspects had boarded an MBTA bus. Officers soon located the bus and apprehended a male and female suspect. Officers arrested Juan Ramirez, 25, of Boston and Aida Rodriguez, 29, of Boston. Ramirez was charged with Murder while Rodriquez was charged with Assault & Battery with a Dangerous Weapon.

Update to 689 Washington Street Homicide Investigation

After a thorough and exhaustive investigation, detectives from the Boston Police Homicide Unit assisted by officers from District B-2 (Dorchester and Roxbury) and D-4 (South End) arrested suspect, Jose Torres, 26, of the South End and charged him with Murder relative to the homicide that occurred at 689 Washington Sreet in Dorchester.

The victim of that homicide has been identified as Melissa Santiago, 29, of Dorchester.

Homicide detectives, almost immediately after responding to the incident, determined that the suspect, Santiago, was a person of interest and followed up this determination with further investigation. After further examination and investigation, officers, in conjunction with the Suffolk County District Attorney’s Office, placed the suspect under arrest. Suspect was arrested late this afternoon, Sunday, March 9, 2008, and is being booked on the charge of Murder. He will be arraigned at Dorchester District Court on a charge of Murder tomorrow, Monday, March 10, 2008.

THREE ARRESTED FOR MARIJUANA POSSESSION ON DUNLAP STREET

On Thursday, March 7, 2008, at around 2:39pm, officers from District B-3 (Mattapan/Dorchester) received information that there were individuals acting suspiciously and, possibly, smoking marijuana inside a motor vehicle in the area of 15 Dunlap Street in Dorchester.

On arrival, officers observed a red motor vehicle bearing the logo of the Boston Fire Department. While approaching the vehicle, officers were able to detect and smell a strong odor of marijuana emanating from the car. While speaking to the suspects, officers also observed bags of a green leafy substance believed to be marijuana.

As a result of these observations, officers arrested and charged all three occupants of the motor vehicle with the Possession of Class D Drugs (marijuana). Richard Jackson, 43, of Mattapan; Anthony Gaston, 47, of Dorchester and Andre Knox, 41, of Dorchester will be arraigned in Dorchester District Court on Monday.

BOSTON POLICE ARREST HOMICIDE SUSPECT AFTER BUS STOP STABBING

On Thursday, March 7, 2008, around 4:20pm, officers from District B-2 (Roxbury) and District D-4 (Back Bay/South End) responded to a radio call for a fight at the intersection of Melnea Cass Blvd and Washington Street in Roxbury.

Upon arrival, officers observed a male, in his late 30’s, with a stab wound being treated by EMS. The victim was transported to Boston Medical Center where he was later pronounced. A female victim was also transported to Boston Medical Center where she was treated for non-life threatening injuries.

After the incident, officers received information that the suspects had boarded an MBTA bus. A short time later, officers located the bus and apprehended a male and female suspect.

Boston Police Investigate Residential Thefts in South Boston
Officers Warn Vigilance and Offer Safety Tips

Boston Police are investigating an increase in residential thefts in South Boston. Between September 1, 2007 and February 29, 2008, there have been 120 burglaries reported compared to 71 from 2006-2007.

In the majority of these incidents, items such as jewelry, flat screen TVs and other electronic devices have been stolen.

District C-6 has contacted its partners in the community in an effort to address these crimes. Detectives and patrol officers have canvassed the affected area and are asking for the community’s help. In nearly half of the breaks no sign of forced entry was noted. The suspects are taking advantage of inadequate door locking devices and in some instances the doors were not locked.

The Boston Police is asking that the public contact 911 if they observe any suspicious vehicles or persons during the daylight hours.

The Boston Police Department is actively investigating the facts and circumstances surrounding these incidents. Anyone with information is strongly urged to contact Detectives at Area C-6 (South Boston) at 617-343-4742.

IMPORTANT SAFETY TIPS

· Keep your doors locked at all times, especially when you are alone, sleeping, or the residence is unoccupied (even if only for a few moments).

· If you return home and something looks questionable (e.g. a slit screen, broken window, or open door) do not go inside. Call 911 from a safe location.

· Be sure you have blinds or curtains on your windows to discourage people from looking into your home. Always keep your windows covered at night and leave lights on in a few rooms.

· Keep an updated inventory of your valuables by writing down serial numbers and a description of each item. If possible, photographs or video should be taken of all valuables. Keep this information in a safe place.

· Place items of value out of sight and in locked areas. Do not leave valuables unattended in such common areas as living rooms and lounges.

· Be sure all outdoor lighting fixtures are in working condition. If they are not, ask your landlord to make immediate repairs.

· Turn outdoor lights on from dusk to dawn to make your property more visible. All entrances should be well lit.

· Trim and maintain shrubbery on your property.

· Collect your mail daily. Remove newspapers, advertisements, and trash promptly. Litter implies that the occupant is out of town.

· Don’t display packaging of expensive new items in your trash.

· Never hide spare house keys outside of your home or loan them to maintenance workers.

· Know your neighbors. Start a crime watch and make sure you can easily contact neighbors when you need to. While away, arrange for mail/newspaper pickup, snow removal, or grass mowing.

BOSTON POLICE FOLLOW TRAIL TO LOCATE MISSING PERSON

NICHOLAS SOVA FOUND

Thanks to the thorough and exhaustive work on behalf of Boston Police detectives, participating media outlets and concerned citizens, officers have located NICHOLAS SOVA.

On Friday, February 8, 2008, family members reported NICHOLAS SOVA missing from 97 Hillside Street in Roxbury. According to family members, the victim, a Northeastern University student, disappeared from his home on Monday, February 4, 2008. Family members told police he had not been seen or heard from since that date.

Boston Police detectives ran down several crucial leads, which enabled investigators to locate Mr. Sova in Paris, France. Mr. Sova has contacted his parents to inform them that he’s doing fine.

The Boston police Department would like to thank the media for their assistance and attention to this matter.

DEATH INVESTIGATION AT 25 WAINWRIGHT STREET

At 2:33pm yesterday, Monday, February 12, 2008, officers from District C-11 responded to 25 Wainwright St. in Dorchester for a person shot.

On arrival, officers located a young black male suffering from a gunshot wound. The victim was transported to Boston Medical Center via ambulance where he was subsequently pronounced. The victim has been identified as Kendell Floyd, 17, of Dorchester.

Shortly after officers responded to the shooting incident, the Boston Police Homicide Unit along with officers and detectives from District C-11 took on a joint investigation under the direction of the Suffolk County District Attorney’s Office. As a result of that investigation, officers were quickly able to gather sufficient evidence and affect an arrest. Based on that evidence, officers arrested suspect, Rashard Monroe, 17, of Dorchester and charged him with Manslaughter, Unlawful Possession of a Firearm, and unlawful Possession of Ammunition

HOMICIDE VICTIM FROM NASSAU STREET IDENTIFIED

At about 1:40pm, on Sunday, February 10, 2008, officers from Area A-1 (Downtown) responded to a radio call for a person stabbed at 1 Nassau Street. On arrival, officers located a 27 year-old white male suffering from an apparent stab wound. The victim was pronounced on the scene. The victim has been identified as Edward Quiles, 28, of Boston.

As a result of a swift, complete and thorough investigation, detectives from the Boston Police Homicide Unit, in conjunction with officers from Area A-1 (Downtown), were able to identify and apprehend suspect, Anthony Chambers, 51, of Boston in connection with the above homicide.

The victim’s identity is being withheld pending family notifications and a medical autopsy.
