Mayor Menino and Commissioner Davis Announce New Public Safety Strategy for Summer. http://www.bpdnews.com/2013/05/23/mayor-menino-and-commissioner-davis-announce-new-public-safety-strategy-for-summer/ http://www.bpdnews.com/2013/05/23/mayor-menino-and-commissioner-davis-announce-new-public-safety-strategy-for-summer/#comments Thu, 23 May 2013 20:40:13 +0000 communitynews http://www.bpdnews.com/?p=31822 meninoMayor Thomas M. Menino joined his summer safety team, including Boston Police Commissioner Edward F. Davis, Public Health Commissioner Dr. Barbara Ferrer and Chief of Human Services Daphne Griffin, to announce a comprehensive, proactive violence prevention strategy as summer approaches. A cross-City collaboration, the strategy will emphasize “more”: more outreach, more engagement, more officers, more collaboration and more technology.

“This summer we’re focusing on being more proactive, visible and available than ever before,” Mayor Menino said. “We will not tolerate anyone trying to disrupt summer in Boston with violence. We just won’t let it happen.”

More Outreach
• In June, Violence Intervention & Prevention (VIP) teams will begin a door-knocking campaign to raise awareness of summer programming and positive youth development opportunities available to residents.
• Neighborhood Watch groups and Police Community Service Officers will conduct new “Flashlight Walks” to bring residents out together in their neighborhoods in the evenings.
• Boston Centers for Youth & Families will introduce a new Streetworker Outreach Team to respond to all crises related to incidents of violence outside of BCYF’s normal Streetworker hours.
• School Police Units and Boston Public Schools will engage students who live in hot-spot areas with programming and support. Boston Public Schools this year have 11,000 summer school enrollees.

More Engagement
• Through the Mayor’s Summer Jobs program, the City will put 10,000 young people to work this summer.
• Neighborhood Watch Units will host events in each of the 10 identified hot-spots throughout the City, including activities like Movie Nights in the Park, sports tournaments, exercise and nutritional sessions and flashlight neighborhood walks.
• This summer, the Boston Public Health Commission will serve 147 youth from Boston between the ages of 14 and 18 through three programs: the Boston Area Health Education Center, the Peer Leadership Institute and the Start Strong Initiative.
• Boston Centers for Youth & Families will sponsor its first Girls’ Night IN, an overnight event targeting 50 girls ages 13-15 to engage on topics of health, safety and empowerment.
• Residents are encouraged to use BPD’s Party Line (617-343-5500) to assist law enforcement in preventing late night disorderly behavior and reduce the incidents of possibly further criminal conduct. The location of house parties and after-hours parties – particularly those in hot-spot areas – will be closely monitored and creative strategies will be employed to shut them down.
• On August 6, the City will host the 30th annual National Night Out. With more than 1,000 Boston residents expected to attend, National Night Out is the nation’s premiere crime prevention event to promote involvement in crime prevention activities, police-community partnerships, and neighborhood camaraderie.

More Officers & More Enforcement
• Neighborhood Response Teams and Boston Police will conduct walk-throughs of hot-spot areas by the end of June to assess and address technology needs, disorder and quality of life issues.
• BPD’s current class of recruits will be deployed to targeted areas upon graduation in July.
• BPD will increase walking and bicycle beats during June, July and August with a goal of conducting 45,000 walking and bicycle beats, primarily in high-crime areas.
• Two new Safe Street Teams will be added in July in the Harvard Avenue area of District B-3 and the Newbury Street area of District D-4.

More Collaboration
• Working with the community and City partners, work of the Problem Properties Task Force will continue and move to evict problem tenants from residential neighborhoods.
• BPD this week completed Operation H, a long-term plainclothes and surveillance investigation targeting drug distribution and other crime in Roxbury. As of 3 p.m. Tuesday afternoon, 75 individuals were facing charges. The Youth Violence Strike Force will continue Ceasefire work this summer in an effort to stem gang activity.
• YouthConnect services will play a vital role in follow-up to sweeps, connecting family members of those arrested with needed services and follow-up visits.
• A half-day forum on youth violence prevention hosted by Boston Centers for Youth & Families will raise awareness and inform more than 100 direct service practitioners, youth, and law enforcement personnel representing local youth serving agencies and organizations.
• Information on hot-spot areas will be shared with clergy and other faith-based partners with the recommendation that they focus their street outreach and ministry in these areas.

More Technology
• Throughout the summer, BPD will sync 100% of all surveillance cameras with the City’s DVTEL, BRIC and emergency services systems such that any camera within 1,000 feet of an incident will automatically turn in the direction of the incident.
• More than 100 new mobile devices will be distributed to Boston Police officers to allow them instant access to critical databases.

75 Facing Charges after Police Crackdown on Gang Activity & Drug Distribution in Roxbury

75 Facing Charges after Police Crackdown on Gang Activity & Drug Distribution in Roxbury

Boston Police Boston Mayor Thomas Menino, Boston Police Commissioner Edward F. Davis and Suffolk County District Attorney Daniel F. Conley today announced the results of Operation ‘H’ – a long-term plainclothes investigation – targeting drug distribution and other crimes in Roxbury. As of 3:00pm, today (Tuesday, May 21, 2013) 75 individuals are facing charges.

Said District Attorney Dan Conley, “Today, the partnership of Boston Police and Suffolk prosecutors has taken dozens of offenders off the street and made Roxbury a safer place because of it. It shouldn’t matter whether you work on Commonwealth Ave or Humboldt Ave – every person in Boston deserves a safe, stable neighborhood to live and raise a family.”

Conley continued, “Last month, well before this morning’s sweep, multi-disciplinary Ceasefire teams engaged these defendants and others. They were offered every service they might need to lay down their arms, renounce their rivalries, and stem the flow of deadly drugs into this neighborhood. To put it bluntly, they rejected the carrot and today they’re getting the stick.”

Conley concluded, “And I want to make one final point. The warmer weather is here. Summer is right around the corner. Let this morning’s events set a tone for the months to come – we’re not going to tolerate violent crime and drug feuds on Boston’s streets. If you pick up a gun, if you sling dope, if you bring chaos to your community, we’re coming for you, and we’ll use every tool at our disposal to take you out of the game. Thank you.”

Dozens Charged After Long-Term H-Block Investigation http://www.bpdnews.com/2013/05/21/dozens-charged-after-long-term-h-block-investigation/ http://www.bpdnews.com/2013/05/21/dozens-charged-after-long-term-h-block-investigation/#comments Tue, 21 May 2013 20:13:54 +0000 communitynews http://www.bpdnews.com/?p=31790 Boston Mayor Thomas Menino, Boston Police Commissioner Edward F. Davis and Suffolk County District Attorney Daniel F. Conley today announced the results of Operation H, a long-term plainclothes and surveillance investigation targeting drug distribution and other crime in Roxbury. As of 3:00 this afternoon, 75 individuals are facing charges. Of that number, 33 suspects are under arrest and approximately 38 others are either already in custody on other matters or have been arraigned. The sweep began before dawn and is ongoing.

“Once again, I’m proud of our men and women of the Boston Police Department, our law enforcement partners and the work they do to make our neighborhoods safer,” Mayor Menino said. “While the rest of the City is asleep, they’re out doing their job and protecting us. They’ll never hear ‘thank you’ enough.”

“This operation demonstrates the police department’s commitment to getting dangerous criminals and drugs off the streets. Boston Police Commissioner Ed Davis said.” Over the past several months, detectives videotaped the suspects selling illegal drugs to undercover officers from various locations. The suspects were openly plying their drug trade, victimizing the community and creating an atmosphere of fear- today’s arrests will give residents back their neighborhoods.

“Whether you work on Comm Ave or Humboldt Ave, you deserve a safe and stable neighborhood to live, work, and raise a family,” District Attorney Conley said. “This operation makes Roxbury – and all of Boston – safer for residents and visitors alike.”

Based on evidence developed between January and May of this year, defendants were indicted May 15 by the Suffolk County Special Grand Jury.

An additional 45 defendants have been charged in Roxbury District Court and an additional four defendants have been charged in the US District Court for Massachusetts. The charges are based on controlled buys and extensive surveillance between January and May 2013 in the area known as “H-Block” and several surrounding streets.

Investigators launched the operation in January in an attempt to identify the individuals associated with the area’s drug distribution and violent crime. After success by the Boston Police Drug Control Unit in making purchases and undertaking surveillance on an almost daily basis and even in broad daylight, Suffolk prosecutors assigned to the DA’s Gang Unit began presenting operation-related evidence before the Suffolk County Special Grand Jury.

The Special Grand Jury is a second grand jury, unique to Suffolk County, created in 2007 specifically to hear evidence in complex gun, gang, and homicide investigations.

Because of the large number of arrests, the defendants’ arraignments are expected to continue into tomorrow. The results will be announced at that time.

–30–

All defendants are presumed innocent until and unless proven guilty beyond a reasonable doubt.
