Suspect Arrested For Intimidating A Witness Within The Courtroom
On Tuesday, March 10, 2009, Several BPD officers, attending various court cases at Boston Municipal Court, were made aware of an individual intimidating a witness in a case he was being charged with.
Officers learned that this suspect, later identified as: Daniel Vellucci, was in one of the BMC courtrooms waiting for the case against him to be heard. While waiting, the suspect continued to stare at one of the witnesses in his case and relocated his seat, so he was directly in front of the witness. The suspect then gestured with his hand in a threatening manner, eluding it was a firearm and stated, “Mark my words”. The suspect was also observed following the witness around the courthouse.
Officers arrested Daniel Vellucci, 38 of Boston on the charges of Intimidation Of a Witness.
Auto Service Center Cited for Issuing Inspection Stickers At Inflated Prices
Within recent time, BPD officers assigned to Area B-2 (Roxbury), received information that Anthony’s Auto Repair, 120 Blue Hill Avenue, was issuing Massachusetts Inspection Stickers at inflated prices to vehicles that would not normally pass the typical inspection process.
Based on this information, The BPD, in conjunction with the Registry of Motor Vehicles, launched an investigation targeting Anthony’s Auto Repair Service.
On Tuesday, March 10, 2009, an undercover BPD officer went into Anthony’s Auto Repair Service posing as a customer in need of an inspection sticker for her Dodge Caravan. Prior to entering the target location, the vehicle was inspected and it was determined that it did not qualify for a valid Massachusetts inspection sticker due to the dark tint of its windows.
The owner of Anthony’s Auto Service, Rafael Encarnacion, inspected the undercover officer’s vehicle and informed her that it would not pass because of the dark window tint and a faulty horn. The undercover informed Mr.Encarnacion that she really needed the car to pass the inspection. Mr. Encarnacion then informed the undercover that he would give the vehicle a sticker if she agreed to pay Eighty-Dollars ($80). The state fee for a Massachusetts inspection sticker is Twenty-Nine-Dollars ($29). The undercover agreed to pay the $80 and was given an inspection sticker in return without any work being done on the horn or the window tint being removed.
Rafael Encarnacion, 25 of Boston was informed by officers that he was going to be summonsed into Roxbury District Court on the charge of Larceny under $250. The Registry of Motor Vehicles also suspended Mr. Encarnacion’s permit to issue Massachusetts inspection stickers.

COMPLIANCE CHECK

The Boston Police Department will be conducting Minimum Age Purchase Law Compliance Checks throughout 2009.
The undercover checks are conducted to ensure that businesses selling alcohol and/or tobacco are following the laws regarding the age for purchase of such products, and that businesses are following the proper protocol of checking identification to prevent the sale of alcohol or tobacco to minors.
Adherence to these laws is vital to the prevention of underage drinking, and underage purchase of tobacco products. The checks are an important part of enforcing compliance

UPDATE: DEATH INVESTIGATION AT 18 TROTTER COURT

Homicide Victim Identified
On February 11, 2009 around 8:11pm, officers from District D-4 (South End) responded to 18 Trotter Court in the South End for a person shot.
On arrival, officers located a black male in his late thirties suffering from a gunshot wound inside the first floor hallway. Boston Health and Hospitals EMTs responded and pronounced the victim on scene. The victim has been identified as Thomas Speed, 38, of Quincy.
The Boston Police Homicide Unit is actively investigating this incident, and urge anyone with information about this incident to contact their office by calling (617) 343-4470. DAILY INCIDENTS FOR WEDNESDAY, JANUARY 28, 2009
POLICE ARREST ONE FOR BREAKING INTO CARS IN THE SOUTH END

On Wednesday, January 28, 2009, at approximately 2:02am, officers from Area D-4 (South End) were patrolling in the area of Washington Street when they observed an individual fitting the description of a B&E suspect broadcast earlier in the evening.
As a result of their observations, officers stopped the individual in order to establish his identity. While speaking to the suspect, officers observed his clothing to be covered with chards of glass. Officers also recognized the individual given the fact that they had dealt with him in prior incidents. A search of the suspect enabled officers to locate and take possession of a GPS device. When asked how he came to possess the device, the suspect stated, “I was in a car up by the CVS in Copley Square.” Suspect further stated, “I was with a guy that threw a brick through the window of a silver Mercedes on Newbury Street.” The suspect admitted to the officers that he entered the vehicle.Officers conducted an investigation and located the owner of the silver Mercedes who was able to identify his stolen GPS device.
Officers arrested James Watson, 43, of Boston on the charges of Breaking & Entering a Motor Vehicle a Night and Receiving Stolen Property.
ONE FOR THE ROAD IS ONE TOO MANY
On Tuesday, January 27, 2009, at approximately 1:54am, officers from Area A-7 (East Boston) observed a blue Jeep fail to stop for a stop sign at the intersection of Ford and Boardman Streets. Officers then attempted to stop the vehicle in the area of 15 Boardman Street. The vehicle then pulled over and parked in a manner that was blocking traffic. When officers asked the operator to produce a license and registration, the operator, while looking in the same pocket several times stated, “I don’t have it, I must have lost my wallet.” Officers then pointed out that the operator’s wallet was in her rear pocket.
While speaking to the suspect, officers detected an odor consistent with that of an alcoholic beverage. The suspect was then asked to conduct several sobriety tests. The suspect had difficulty following the instructions as well as performing them. Given the suspect’s slurred speech and inability to stand on her feet, officers determined that the suspect was under the influence of alcohol.
Officers arrested Darlene Ciulla, 44, of Revere and charged her with Operating a Motor Vehicle Under the Influence of Alcohol and Failure to Stop for a Stop Sign.
TWO ARRESTED AT BRUINS GAME
On Wednesday, January 27, 2009, at approximately 8:18pm, officers performing a paid detail at the Bruins game at the TD Bank North Garden (Area A-1) assisted security personnel in escorting two males from the property. Officers were informed that the two intoxicated males were creating a disturbance by yelling and swearing. Officers also learned that the fans, while attempting to obtain free t-shirts that were being thrown into the crowd, jumped on and pushed fans in their section.
While officers were removing the two fans from the building, the two continued to cause a disturbance. Officers, on several different occasions, warned the suspects that failure to discontinue their disruptive behavior could lead to their arrest. When the suspects refused, officers arrested the two suspects. While officers were in the process of arresting the suspects, one of the subjects attempted to burn the officers with a cigarette lighter.
Officers arrested Alex Delvecchio, 21, of Billerica and charged him with Disturbing a Public Assembly, Disorderly Conduct, Resisting Arrest and Assault by Means of a Dangerous Weapon (lighter). Officers also arrested Kile Burtman, 21, of Norwood and charged him with Disturbing a Public Assembly and Disorderly Conduct.

COMMUNITY ALERT

BOSTON POLICE INVESTIGATE ATTEMPTED ABDUCTION
On January 22, 2009, at approximately 9:06pm, officers responded to a radio call to take an investigate person report at a victim’s address in Roxbury. On arrival, the officers spoke with two victims, two girls ages 12 and 14. The victims stated that while walking on McGreevey Way they were approached by two suspects. One victim stated the suspect (operator of the motor vehicle) made threatening and sexual comments in an apparent attempt to lure the victims while banging the handle of a large knife on the outside of the driver’s door. The victims, still walking on McGreevey Way, ran to a neighbor’s house for help. The victims then stated that the suspects drove down McGreevey Way towards Parker Street, taking a right onto Parker Street and from there directions unknown.
Officers searched the area for the suspects, said to be operating a dark green older model Honda Accord with snow covering the license plate. A description of the suspects and vehicle was broadcast to the units. Victims stated they were not harmed but frightened.
Suspect Descriptions:
· Light skinned Hispanic male, approximately 20 years old, wearing a white and red hat, black jacket and carrying a knife with a black handle.
· Dark skinned Black male, approximately 20 years old, wearing a black hat and black jacket.
Suspect Vehicle Description:
· Dark green older model Honda Accord with snow covering the license plate
The Boston Police Department is actively investigating the facts and circumstances surrounding this incident. Anyone with information is strongly urged to contact the Detectives at Area B-2 (Roxbury) at 617-343-4275.
