Plain Clothes Officers Conduct Traffic Stop Leading to Dangerous Weapons and Drug Arrest

At about 9:57pm, on Friday, February 10, 2012, officers from District B-3 (Mattapan) observed a traffic violation (failure to signal when turn or stop) at the intersection of School Street and Bradlee Street.

Officers conducted a traffic stop and immediately smelled an aroma of raw marijuana emanating from the vehicle when the suspect rolled down his window.  As officers requested the suspect’s license and registration, the passenger provided officers with a grinder that contained loose raw marijuana inside.

While officers waited on the suspect’s information, the suspect’s behavior was extremely nervous and erratic.  The suspect was looking throughout the motor vehicle quickly and then began to reach all around in various areas.

Officers instructed the suspect cease the movement and suspect stated, “I need to find my license.”  The suspect grabbed two coats from the back seat, pulled them on his lap and was keeping his hands from officers’ view.

Officers could hear Boston Police Operations broadcasting coming from inside the motor vehicle as well. Officers requested the suspect to remove his hands from under the coats and the suspect refused and stated, “Looking for the license.”

Officers fearing the suspect may be in possession of a weapon, requested the suspect to exit the motor vehicle.  Officers performed a pat frisk of the suspect and the coats.  Officers observed a knife on the suspect’s waistband and brass knuckles inside the coat pocket.  Officers also frisked the area where suspect was seated and observed a clear plastic bag.  The plastic bag contained nine smaller plastic bags of marijuana.  The suspect immediately took ownership of the marijuana and stated, “I have a few bags in there.”

The male suspect, Dexter Winnie, 22, of Dorchester, was arrested for Dangerous Weapon Unlawfully Carried, Distribution of Class D with Intent Within 1000’ School Zone and was issued a citation for Failure to Signal When Turn or Stop.

Officers also seized the suspect’s cell phone that had a police scanner application in use.
