WANTED: Investigators Request Community Assistance to Locate Murder Suspect Wanted for Double Homicide on Harlem Street

The Boston Police Homicide Unit is asking for the public’s assistance to locate a murder suspect wanted in connection with the double homicide of two sisters, Stephanie and Judith Emile. Investigators are seeking to locate 30 year old Jean Weevens Janvier of Dorchester.

On November 14, 2011, at approximately 9:16am, officers responded to 50 Harlem Street in Dorchester for a report of persons shot. On arrival officers located two female victims suffering from fatal gunshot wounds. The victims were identified as 21 year old Stephanie Emile and 23 year old Judith Emile.

As a result of an ongoing investigation by members of the Boston Police Homicide Unit and prosecutors from the Suffolk County District Attorney’s Office suspect Janvier has been identified as the person responsible for the homicide of Stephanie and Judith Emile. This investigation has included numerous interviews, along with the recovery of forensic evidence, which ultimately led to the issuance of an arrest warrant for Janvier.

Police Officers Arrest One for Pick Pocketing Near Dudley Square

Officers Recover Victim’s Stolen Phone

 At about 2:28pm, on Thursday, February 9, 2012, plain clothes officers from District B-2 (Roxbury) were on patrol in the area of Dudley Bus Station when they observed a disturbance.

 Officers observed the victim feeling the pockets of the suspect.  Officers further investigated and it was revealed that the victim had just her cell phone stolen.  The victim stated to officers that while standing on the Silver Line MBTA Bus her cell phone was inside her jacket pocket. The victim stated to officers that when she exited  the bus, the phone was no longer in her pocket. Officers were advised that the victim followed and then confronted the suspect along with his acquaintances. 

Officers inquired if the suspect had the victim’s cell phone. The suspect and his acquaintances all denied having the phone.  While officers were attempting to gather more information, officers heard a noise at the suspect’s foot.  

 Officers then observed a black Samsung PCS cell phone in the gutter.  The victim immediately identified her cell phone.

 The male suspect, Jesse Cedrone, 28, of Brighton was arrested for Larceny From a Person (Pick Pocket).

Boston police would like to take this opportunity to remind community members to practice caution in such situations. If you are a victim of a robbery, police encourage you to call 911 immediately. Try to memorize what the robber looks like and what they are wearing.

Refusing to Stop is Never Smart

At about 10:42am, on Monday, January 30, 2012, an officer, performing a paid detail in the area of Blue Hill Ave and Jewish War Veterans Drive, observed and heard a motor vehicle screech its tires while travelling at a high rate of speed. Given the operator’s high rate of speed, as wells as, the loud noise produced by the screeching tires, the detail officer, wearing full uniform and his highly reflective yellow vest, attempted to wave the car over. After making eye contact with the officer, the operator of the car, refusing to stop, swerved around the officer and continued on his way. At this point, the detail officer broadcast a description of the car and incident over the police radio. In short time, officers were able to locate and stop the car in the area of Blue Hill Ave and Wales Street.

Officers arrested Keenan Guthrie Owens, 21, of Dorchester and charged him with Failure to Stop for a Police Officer.

Traffic and Parking Advisory: January 31 and February 1, 2012 – Services for Mayor Kevin H. White

The City of Boston Transportation Department is advising drivers that additional traffic and parking restrictions will be in place on local streets on Tuesday, January 31, and Wednesday, February 1, 2012 due to memorial services taking place for former Boston Mayor Kevin H. White.

A public viewing will be held at the Parkman House, 33 Beacon Street, Beacon Hill on Tuesday. On Wednesday, a procession through Downtown streets will proceed a funeral mass at Saint Cecilia’s Church on Belvidere Street in the Back Bay. This will be followed by a public reception at the main branch of the Boston Public Library on Boylston Street in the Back Bay.

The procession will begin at 10 AM on Wednesday at #33 Beacon Street. It will continue onto School Street, left onto Washington Street, right onto Water Street, left onto Congress Street and right onto North Street. At this point, there will be a pause at the statue of Mayor White in front of Faneuil Hall. Starting up again, vehicles will turn left onto Union Street, left onto Hanover Street, right onto Congress Street, left onto New Chardon Street, right onto Cambridge Street, left onto Charles Street, right onto Mt. Vernon Street where there will be another pause at the White family residence. The procession will continue left onto Brimmer Street, right onto Beacon Street, left onto Arlington Street, right onto Commonwealth Avenue, left onto Massachusetts Avenue, left onto Boylston Street, right onto Dalton Street, right onto Belvidere Street, ending in front of St. Cecilia’s Church.

To accommodate these proceedings, the following temporary traffic and parking restrictions will be implemented.

Temporary Traffic Restrictions

Traffic is expected to be heavy in the vicinity of the Parkman House, located adjacent to the Massachusetts State House on Beacon Street. If necessary, the Boston Police Department may close Beacon Street on Beacon Hill, westbound, between Park and Joy Streets, to vehicular traffic for periods of time throughout the day on Tuesday. Drivers are strongly cautioned to seek alternate routes.

Traffic is also expected to be heavy in the vicinity of St. Cecilia’s Church on Belvidere Street in the Back Bay. If necessary, the Boston Police Department may close Belvidere Street, in both directions, between Dalton Street and Massachusetts Avenue to vehicular traffic on Wednesday morning.

Temporary Parking Restrictions

“Tow Zone No Stopping Boston Police Special Event Tuesday & Wednesday” restrictions will be implemented as follows.

• Beacon Street, north side (Parkman House side), from Park St to Joy Street.

“Tow Zone No Stopping Boston Police Special Event Tuesday & Wednesday 8AM to 9PM” restrictions will be implemented as follows.

• Beacon Street, north side (opposite the Boston Common), from Joy Street to Walnut Street. South side (Boston Common side), Charles Street to Park Street.
• Joy Street, east side, from Joy Place (opposite number one) to Beacon Street.

“Tow Zone No Stopping Boston Police Special Event Wednesday 8AM to 2PM” restrictions will be implemented as follows.

• Belvidere Street, both sides, from Dalton Street to Massachusetts Avenue.
• Saint Cecelia Street, both sides, from Belvidere Street to Cambria Street.
• Cambria Street, both sides, from Boylston Street to Dalton Street.
• Scotia Street, both sides, from Saint Cecelia Street to Dalton Street.
• Mt. Vernon Street, even side, from Brimmer Street heading easterly to the first street light past #158

“Tow Zone No Stopping Boston Police Special Event Wednesday 9AM to 6PM” restrictions will be implemented as follows.

• Blagden Street, both sides, from Dartmouth Street to Exeter Street.
• Boylston Street, south side (Boston Public Library side), from Exeter Street to Dartmouth Street.

Youth Violence Strike Force Apprehends Two ‘Armed Career Criminals’ In Possession of Loaded Firearm

On January 29, 2012 at 11:57pm, members of the Boston Police Youth Violence Strike Force arrested 24 year-old Rayshod Taylor of Roslindale and 23 year old Tisean Jones of Boston for firearms and ‘armed career criminal’ violations at Columbia Road and Ceylon Street in Dorchester.

Officers were on patrol on Columbia Road near Ceylon Street and observed a black Honda Accord with tinted windows stopped at the red light on Ceylon Street facing Columbia Road. A vigilant officer observed the vehicle to be similar in description to a suspect vehicle which fled the scene from a prior shooting incident.

As a result of the similarities in description, an officer initiated a traffic stop of the Honda under the train bridge at Columbia Road and Columbia Terrace. Officers requested identification and registration from the occupants of the vehicle. Suspect, Rayshod Taylor, opened the center console and began pulling random papers out. An officer suggested to the occupants to check the glove compartment for the registration. Suspect Taylor then reached over and opened the glove compartment. At that time, am officer observed a small black firearm in the glove compartment. The officer opened the door, reached in and secured the firearm. Both occupants were removed from the vehicle and placed in handcuffs for officer safety reasons. Both occupants were asked by officers to produce a License to Carry permit and neither were able to do so.

Boston Police are seeking charges against 24 year-old Rayshod Taylor of Roslindale for Unlicensed Operation of Motor Vehicle, Unlawful Possession of Firearm, Unlawfully Carrying Loaded Firearm and ARMED CAREER CRIMNAL LEVEL 1.

Boston Police are seeking charges against 23 year old Tisean Jones of Boston for Unlawful Possession of Firearm/2nd & SUBSEQUENT, Unlawfully Carrying Loaded Firearm and ARMED CAREER CRIMNAL LEVEL 3.

This investigation is ongoing.

Poorly Chosen Canvas Lands One Wanna Be Picasso Behind Bars for Graffiti Vandalism

No Tagging Allowed

About 11:27pm on Friday, January 27, 2012, officers from Area B-2 (Roxbury) were on patrol in the area of 82 Hillside Street when officers observed an individual tagging property at that address. While approaching the intersection of Hillside Street & Calumet Street, officers observed the suspect moving in such a way as if to suggest he was spray painting the side of the building. When the suspect became aware of the approaching officers, the suspect stepped away from the wall, put what looked to be a can of spray paint into his pocket and walked into a store at that location. When the suspect moved away from the wall, officers were able to observe freshly sprayed spray paint on the side of the building. Officers further noted drip marks on some of the lettering indicating that the paint was still fresh and drying.

 Upon entering the store, officers located the suspect and asked to speak with him. While speaking to the suspect, officers observed a can of spray paint in the suspect’s back pocket. When asked where he had been prior to entering the store, the suspect admitted to being the person responsible for the graffiti on the exterior of the building. Officers further noted that the suspect had black paint on his hands and the color of the paint on his hands was consistent with the color of the paint used to apply the graffiti.  

Officers seized a can of black spray paint from the suspect. The suspect further stated that, although apologetic, he was addicted to tagging and graffiti and he couldn’t help but to do it. 

Officers arrested a 20 year-old male from Boston and charged him with Damage to Property by Graffiti.
