Mayor Thomas M. Menino and Police Commissioner Edward F. Davis Announce Lifting of Sight-seeing License Moratorium.

Mayor Thomas M. Menino and Police Commissioner Edward Davis announce effective today that a moratorium on the issuance of any new sight-seeing automobile licenses, which was put in place in 1998, is hereby rescinded.

The moratorium on the issuance of licenses for sight-seeing vehicles was put in place in June of 1998 in response to concerns about the impact of such vehicles on traffic in the downtown area during the construction of the new Central Artery and Ted Williams Tunnel. With the conclusion of surface construction and time to evaluate the new traffic patterns, a moratorium is no longer necessary.

The Boston Police Department Hackney Carriage Unit will begin accepting applications immediately for the 2010 season which begins March 1, 2010. Additionally, since 2007 the BPD, in consultation with the Trolley industry, has been developing an improved rule regarding the licensing process and ongoing regulation of sight-seeing vehicles operating in Boston. Applications will be reviewed in accordance with the new rule.

Boston Police Investigate Man Posing as Movie Producer
Police Provide Important Internet Safety Tips
The Boston Police Department is investigating several reports from women who believe that an individual claiming to be a movie producer scammed them. This individual reportedly arranged meetings with these women, aspiring actors and models, over the Internet for the purpose of an audition in an upcoming movie role.
Below is a list of incidents reported to police. Investigators are also interested in speaking with any additional women who may have had a similar experience. Detectives have reason to believe that the same individual is involved in each incident.
Incident Descriptions:
Within the last week, a young female responded to an advertisement via the Internet for a role in an upcoming movie. The would-be actor agreed to meet with the “producer” at a downtown hotel for an audition. During the audition, the “producer” attempted to convince the female to conduct sexual acts on him in return for the part in the movie. The female denied his requests and reported the incident to the Boston Police Department.
In August 2009, the Boston Police Department learned of another female that had an interview with a movie “producer” at the same downtown Boston hotel for a role in an upcoming movie. It was learned that this “producer” solicited a local business, which is where he met the above female, and informed them that he was interested in using their location to shoot a scene in his movie.
In January 2009, a female had a conversation with a male individual who she made contact through the Internet in regards to obtaining an acting position. She agreed to meet the male at a downtown Boston restaurant. During the meeting, the “producer” convinced her to act out a seductive scene within the building’s elevator. After the meeting, the female became suspicious of the “producer” and informed the police of the situation.
The Boston Police Department is currently conducting an investigation into the above-mentioned incidents. Boston Police urge anyone interested or considering auditioning for acting roles posted on the Internet to exercise extreme caution.
If you have any information about the above-mentioned incidents or if you have experienced a similar scenario, please contact Area A-1 detective’s (617) 343-4248. You may also contact Lt. Charles Wilson at wilsonC.bpd@ci.boston.ma.us

TIPS FOR ENSURING PERSONAL SAFETY WHEN MEETING SOMEONE OVER THE INTERNET:
• Conduct your own research on the person / company you will be meeting with. This can be accomplished by conducting an Internet search or phoning people they have previously done business with.
• Only agree to meet in a public, heavily populated area.
• Never accompany a sole individual to an isolated place such as an elevator or rooftop.
• Keep your cellular phone with you at all times.
• Bring a family member or friend with you.
• Inform family members or friends of your whereabouts.
• Trust your instincts. If it doesn’t feel right, it probably isn’t.

COMMUNITY ALERT

IDENTIFICATION WANTED
Boston Police Seek Public’s Assistance to Identify Larceny Suspect

Boston Police are releasing surveillance images of an individual who may be involved in recent incidents involving larceny from motor vehicles at several area hospitals. Detectives are hoping community members will come forward with information about the individual pictured. Investigators are making every effort to identify and locate this person.

Incident Description:
On Thursday, September 3, 2009, at approximately 5:15pm, Boston Police Officers assigned out of Area B-2 (Roxbury), responded to the Children’s Hospital parking garage (1 Blackfan Circle) for a report of a breaking & entering into a motor vehicle.

Officers arrived on-scene and spoke with the vehicle’s owner who stated that her car had been broken into while she was in the hospital. The victim informed officers that two laptop computers were stolen as a result of the break in. She described one of the computers to be in a pink carrying case and the other to be in a black and orange carrying case. Officers observed the back window of her vehicle to be smashed and it was determined to be the point of entry.

Boston police officers consulted with hospital officers and learned that the general area was monitored by surveillance cameras. A search of the security cameras data base produced the image of a black male, wearing a New England Patriots hat, dark blue Adidas jacket with white stripes, blue jeans and black sneakers carrying a pink laptop bag through one of the stairwells around the time of incident.

Contact Information:
Investigators are interested in learning the identity of the individual pictured on the surveillance footage. Any community members who may recognize this individual or who may have information about this incident are urged to call B-2 (Roxbury) detectives at 617-343-4275. Individuals wishing to remain anonymous may do so by calling the CrimeStoppers Tip Line at 1-800-494-TIPS or texting ‘TIP’ to CRIME (27463). The Boston Police Department stringently protects the identity of those wishing to remain anonymous.

The Boston Police would like to take this opportunity to remind residents and visitors to our City that motor vehicle breaks can be deterred by following several simple preventive measures. These types of incidents are usually crimes of opportunity by individuals looking for unattended valuables.

Safety Tips:
• DO NOT LEAVE VALUABLES IN YOUR CAR WHERE OTHERS CAN SEE THEM. Valuable items, such as your laptop, Ipod and cellular phone should never be left in the passenger’s compartment of your vehicle. Always take your property with you or move them out of sight by securing them in the trunk.
• Always lock your doors and windows. Even if your window is only slightly open, it makes your car an easier target for thieves.
• Replace your standard door lock buttons with tapered ones. Tapered door lock buttons make it more difficult for thieves to hook a wire or device onto the door lock button to pop it open.
• Invest in an anti-theft device.
• If you observe any unusual activity or observe a car theft or break-in, immediately call 911.

Underage Drinkers Learn a Hard Lesson: Jail

Last night around 11:07PM, officers from District D-14 (Allston/Brighton) responded to 17 Highgate St. in Allston for numerous complaints of loud music.

As officers pulled up to the house while still in the street, they could clearly hear loud music and conversation coming from an apartment in the house. Officers entered the front door of the house and made their way to the door of the apartment 10, the source of the noise complaint. Officers knocked on the door and could clearly hear voices inside the apartment directing others to be quiet. After some time, someone came to the door and upon seeing officers attempted to quickly close the door on officers. Officers entered the apartment and asked to speak to the tenants of record all the while making observation that there were about twenty people inside the apartment drinking, most of whom did not appear to be of the legal drinking age limit. Officers inquired of the attendees if any of them were 21 years of age, and all admitted that they were not.

Based on the above circumstances, officers located the tenants of the apartment, none of whom were 21 years of age either, and placed them under arrest. Suspects, Jonah E. Pauloo, 19, Matthew S. Kenai, 20, and Daniel R. Solomon, 19, all of Allston were placed under arrests and charged with Disturbing the Peace, Minor in Possession of Alcohol, and Procuring/Furnishing Alcohol to Minors. Around 2:07AM, officers from District B-3 (Mattapan) responded to the intersection of Morton and Harvard Streets for a motor vehicle accident.

On arrival, officers learned that the operator of one of the cars had already been transported to the hospital by ambulance. Officers spoke to a witness on-scene who reported observing the operator of one of the cars exit the car and throw a forty ounce bottle of beer over a nearby fence before officers’ arrival. Officers then spoke to the operator of the car that had thrown the beer over the fence and immediately detected a strong odor of alcohol on his breath and his person, and observed him to be unsteady on his feet. Officers then attempted to administer sobriety tests to the suspect who admitted to officers that he was coming from a club and had consumed “a couple of drinks” but denied being too intoxicated to drive. Before administering the tests, officers attempted to explain the tests and demonstrate them to the suspect but the suspect had difficulty listening to officers and had difficulty following instructions. The suspect when he attempted to perform the sobriety tests was unsteady on his feet, and was unable to maintain his balance long enough to perform any of the tests.

Officers, after making note that the suspect was unable to perform the sobriety tests, looked over the fence and recovered the beer bottle that the suspect had thrown away before officer arrival. During an inventory search of the suspect’s car, officer found a cup of alcoholic beverage in the center console.

This morning around 4:26AM, officers from District B-2 (Roxbury) arrested suspect, Karl Magloire, 23, of Hyde Park and charged him with Unlawful Possession of a Firearm, Unlawful Possession of Ammunition, and Possession of a Loaded Firearm.

Officers were on patrol in the Grove Hall section of Dorchester when they conducted a random query of a car occupied by the suspect and another male. That query revealed the car to be unregistered, and as a result officers followed the car and conducted a traffic stop at the intersection of Blue Hill Ave. and American Legion Highway. Officers had a conversation with the operator of the vehicle and he stated to officers that he was not aware that the car was not registered. Officers told both occupants to exit the car and explained to them that the car could not be operated on a public way and was going to be towed. As the passenger exited the car, he stated to officers that he was in possession of a firearm. Officers immediately secured the firearm, and demanded a license to carry from the suspect which he exclaimed that he did not have.

The car was towed, the operator cited for driving an unregistered motor vehicle, and a rejection inspection sticker and the suspect arrested for the above charges and cited for Seatbelt Violation.

Two Young Children Left at Home Alone

Around 1:36AM today, officers from District B-2 (Roxbury) responded to 707 Shawmut Ave. for a three year old wandering the streets.

On arrival, officers found several witnesses with a three year old boy who was inappropriately dressed in light of the temperature and appeared to have some possible marks of injury around his mouth. Officers requested an ambulance to the scene to evaluate the young child and were able to find out from witnesses and nearby residents that the child lived at 40 Dewitt Drive.

Officers responded to that address and discovered the front door was open. Officers knocked and received no answer. After knocking several times, officers entered the apartment to conduct a protective sweep and ensure that no one was harmed inside the apartment. Immediately after entering the apartment, officers found a two year old child alone in the living room and subsequently determined that no adult was in the house. Protective sweep of the house revealed it to be in total disarray with rotting food, trash, conditions unfit for children, and evidence of drug use. While on scene, the children’s mother showed up and reported to officers that she had only left the children alone for ten minutes despite the fact that officers had located the young boy more than twenty minutes before the mother’s arrival.

The children were transported to Boston Medical Center for evaluation and treatment and Department of Children of Families notified regarding the children being left alone and the condition of the house. The Department of Children and Families effected an emergency order and took custody of both children. It should be noted that later on in the night that the mother of the children was also transported to the hospital.

This incident will be further investigated by district detectives and the Department of Children and Families.

Officers were initially dispatched to 360 Huntington Ave. for an assault and battery in progress. Officers responded to the scene and there met with three victims of the assault who were accompanied by Northeastern University police officers. Officers spoke to the victims who reported that they were stopped at a red light on Massachusetts Ave. when the vehicle in front of them refused to move when the light changed. The victims further reported that while sounding their horn, an individual walked out of a store and into the vehicle. The victims stated that they once again sounded their horn for the suspect vehicle to move and were confronted by the two occupants of the car who started yelling and swearing at the victims. The victims took off from the scene and were pursued by the suspects who followed them and blocked them in on St. Stephens Street. The victims then told officers that the two occupants then pulled out a gun and pointed it in their direction.

The victims, fearing for their lives, exited their car and fled from their car since they were blocked in by the suspects’ car. The victims luckily found some Northeastern police officers and explained what had just happened to them. The suspect motor vehicle was stopped a short distance away and detained pending identification by the victims but not before a struggle with the suspects. Benefit for Cops for Kids with Cancer

A Celtic Crossing Presents Pauline Wells in Concert
At Boston’s Historic Wilbur Theatre

“A 9/11 tribute to benefit Cops for Kids with Cancer”

September 11, 2009 will mark the 8th anniversary of a day in history hopefully none of us will ever forget. The attacks of 9/11 are the Pearl Harbor of our parents and grandparents lives. The events of this horrific day took many lives way before their time, husband’s wives, parents, grandparents, flight crews, and emergency responders including over 300 firefighters and 60 police officers.

This year “A Celtic Crossing” will present a magnificent musical 9/11 concert to be held at the Wilbur Theatre in Boston’s historic theater district. The proceeds going to benefit Cops for Kids with Cancer.

Headlining and hosting this event will be Pauline Wells of Milton. A fulltime Sergeant Detective in the major case unit of the Cambridge Police Department, Pauline began singing in Ireland in 2000 while on a trip with the Boston Police Gaelic Column of Pipes and Drums. Her distinct tone and melodic quality caught the attention of all; including Mr. Robert Honeysucker of the renowned Longy school of music who selected her as his student in 2004,

Shortly after the 9/11 attacks, Pauline began answering requests to sing the national anthem. In the years that have passed she has performed at dozens of venues in greater Boston including the State House, Faneuil Hall and Fenway Park.

Pauline is best known today as an Irish American folk singer. She often can be found making guest appearances at Mr. Dooley’s authentic Irish tavern with a local Irish show band DEVRI. Pauline takes no money for appearances and for the past three years has hosted a brilliant concert titled “A Celtic Crossing” at the Milton High School auditorium. Each year she has packed the 800 seat theater. All proceeds she gives to the Jimmy Fund through her involvement in the Pan Mass Challenge.

Her vocal success has caught the attention of many. When she was offered the Wilbur she wanted to make it a benefit for a charity she is very fond of and is directed by police officers, hence CFKWC.

Pauline Wells in Concert on 9/11/09 is an event not to be missed. Joining Pauline will be several celebrated musicians including DEVRI and the Boston Police Gaelic Column.
As a special feature of the night, 40 members of the legendary NYPD Emerald Society Pipes and Drums will be travelling to offer a special tribute.

He informed one administrator that he would return later in the day and shoot him in the face. He also stated, “I’ll be back and shoot the school up.”

Officers took custody of the firearm and upon further inspection determined it to be a pellet gun.

Officers arrested Ryan Beausoleil, 17, of North Reading on the charges of Possession of a Firearm on School Property, Threats to Commit a Crime (murder) and Disturbing a School Assembly.

Victim Robbed While Sitting in Movie Theatre

On August 31, 2009, at approximately 10:22pm, a young male and female were sitting in a movie theater awaiting the start of a film when they were approached by two black males and a black female. One of the black males stated to the male victim, “Give me that chain that’s around your neck”. He also asked where the victim was from and stated, “Do they have a hood there”? The suspect placed his hand over his pocket and stated, “I know you have a phone too…don’t make me reach into my pocket”. This comment led the victim to believe the suspect was in possession of a weapon and was in fear he would be harmed if he didn’t comply with the suspects’ orders. The suspect was also holding a cane and held it in a menacing manner. The victim then handed over his belongings to the suspect.

The victim exited the theater and phoned the police. Officers assigned to Area A-1 (downtown), responded to 164 Tremont Street to assist the victim. Upon their arrival, officers met with the victim who explained the series of events that had just taken place. A detailed description of the suspects was given and officers searched the theatre.

Officers illuminated the theatre and located a male and female that fit the description given by the victims. The victim’s stolen property was located on both parties and the male suspect was positively identified.

Officers arrested a black female juvenile (16), of Randolph on the charges of Juvenile Delinquency (t/w) – Receiving Stolen Property and a black male – Jeffrey Venter, (20), of Mattapan on the charges of Armed Robbery and Receiving Stolen Property.

Internal Memo From Police Commissioner Davis

SUBJECT: A MESSAGE FROM THE POLICE COMMISSIONER

I would like to take this opportunity to extend my deepest thanks and appreciation to the members of the Boston Police Department who worked several important and large-scale events over the last few days.

On Saturday, August 29th the Boston Police Department handled or assisted with three major events. The funeral services of Senator Edward M. Kennedy, the funeral services of Police Officer Michael Davey of the Weymouth Police Department and the annual Caribbean Festival. These simultaneous events tested our Department and challenged resources.

With only three days to plan for law enforcement presence at all events surrounding Senator Kennedy’s passing, Boston Police members reacted quickly and around the clock. We met on numerous occasions with our partners from the U.S. Secret Service, the Massachusetts State Police, the U.S. Capitol Police, Boston Fire and Boston EMS, and other local public safety and transportation agencies to develop a safe and comprehensive plan to handle the events honoring the Senator.

This was a historic day, not only in Boston, but across the nation. This city was host to a sitting President, 3 past Presidents, a sitting Vice President and 4 First Lady’s. Joining them, were heads of state, cabinet members and a massive contingent from the U.S. Congress, along with the Kennedy family. Security was obviously our responsibility.

Our members represented themselves, the Boston Police Department and the City of Boston with honor and distinction, that was evident nationwide. Special events planning of this massive scope, intelligence gathering and dignitary protection were tremendous. Special Operations escorts for motorcades and Police Officers from across the city who lined the streets on posts were skilled and impressive. Logistical support lent greatly to our success. The presence of the honor guard meant a great deal at the JFK Library. The members of this department stepped up and handled assignments with professionalism, expertise and dedication to duty.

While these plans were underway, the Weymouth Police Department was mourning the loss of Weymouth Police Officer Michael Davey, killed in the line of duty. I am proud of the assistance we provided to the Weymouth Police Department through the Boston Police Department’s Office of Family Assistance and the Peer Support Unit and the presence at the wake and funeral by numerous uniformed Boston Police Officers (about 160 Officers at the walk-by alone), Gaelic Column and honor guard duty and district supervisory and motorcycle escort assistance at the funeral services. Our members were of great service and support to the Weymouth Police Department and its members. You should take great pride in that.

The Boston Police Department extends its deepest sympathies to Officer Davey’s wife, his 3 young children, his family, friends and colleagues. Officer Davey was a 2nd generation Weymouth Police Officer. He was a man who served his country in wartime, his community, his department and his family bravely, with honor, commitment, pride and dedication. His service will not be forgotten.

In another area, Boston Police personnel planned for and successfully handled the Caribbean Festival in Boston. Beginning early on Saturday morning, continuing through the day and evening, residents celebrated this annual event. Planning for this event began weeks ago, in order to ensure for a safe and enjoyable public event and Officers on duty did a great job.

I would like to make special mention and thank each of the three sworn unions. The Boston Police Patrolman’s Association, the Boston Police Superior Officers Federation and the Boston Police Detective’s Benevolent Society Presidents were contacted earlier in the week. We conveyed to them the enormous task ahead of us and the significant challenges faced. Thank you for your personal attention to this undertaking.

I am extremely proud of these efforts which helped to successfully manage and assist with these events. Specifically, Senator Kennedy’s services were by far the most massive event ever planned in such a short period of time. I know that the Kennedy family, the Weymouth Police Department and the people of Boston truly appreciate all that was done during the most difficult of times.

With gratitude for your distinguished service and on behalf of Mayor Thomas M. Menino, thank you on a job well done.

Edward F. Davis
Police Commissioner
