Three Bank Robbery Suspects Apprehended by Detail Officers

This afternoon around 4:20PM, a Boston Police officer performing a detail in the area of 5 Austin Street in Charlestown observed a black Lincoln Towncar travelling on Austin Street toward Main Street. The officer immediately recognized the car as the one that had been broadcast around 3:15PM as having been involved in a bank robbery in Somerville. The officer radioed and requested the previously broadcast plate of the car from Operations and received confirmation that the car was the same one that had been involved in the bank robbery.

The detail officer pursued the car on foot while updating fellow officers of the car and was able to catch up to the car due to the fact that it stopped at a red light. The officer approached the driver’s side door of the car, which had three passengers, just as fellow officers were pulling up. The detail officer then ordered the driver to stop the car and put up his hands. The driver followed the officer’s orders but the front passenger failed to heed the officer’s orders and fled from the car. The initial detail officer assisted by another nearby detail officer pursued the passenger suspect through several parking lots, across a couple streets, and over a few fences before apprehending the suspect at gunpoint.

Three suspects, James RIGANO, 42, of Malden, Terry DUNNELS, Jr., 29, of Cambridge, and Eric LEONARD, 20, of Everett were arrested and turned over to Somerville Police who then charged them with Bank Robbery. The three suspects are expected to be arraigned at Somerville District Court tomorrow, Wednesday, July 1, 2009.

DAILY INCIDENTS FOR MONDAY, JUNE 29, 2009

Two Arrested for B&E

Last night around 8:03PM, officers from District C-11 (Dorchester) responded to 16 Ridgewood St. in Dorchester for a breaking and entering in progress.

On arrival, officers secured the perimeter of the house in order to prevent the escape of the suspects. Shortly after securing the perimeter of the house while standing at the back door of the house, officers observed a suspect come running out of the rear door and attempt to jump over the porch banister. Officers were able to grab the suspect and detain him pending further investigation. Officers then entered the house and conducted a search for the other described suspect. Officers were unable to find anyone inside the other apartment s but detected some sound coming from the third floor porch. Officers then went to the porch and there another suspect hiding in the corner of the porch.

Suspects, Norman Leary, 29, of Dorchester and Israel Ruggs, 39, of Mattapan were arrested and charged with Breaking and Entering in the Nighttime. During a further search of the apartment, officers found empty alcohol containers, crack pipes, belts and spoons, trash and damage done to different parts of the apartment.

What Else Could Be Wrong?

At approximately 9:00PM on Sunday, officers from District B-2 (Roxbury) were on patrol when they observed a car fail to stop for a red light at the intersection of Blue Hill Ave. and Moreland Street. Officers followed the car and conducted a traffic stop on Malcolm X Boulevard.

Officers approached the operator and requested of him his license and registration. The operator responded to officers’ questions and stated that he had neither document with him. Officers queried the plate on the car and found out that it was attached and belonged to another car, and that it was not insured or registered. Officers then did a query of the operator’s information and found that he had no license, and that he had a couple of outstanding warrants.

The operator, Ricky Reid, 43, of Dedham was arrested and charged with the two outstanding warrants, Driving without Being Licensed, Attaching Plates, Operating an Uninsured and Unregistered Motor Vehicle, and Failure to Stop for a Red Light.

Another Gun Taken Off the Streets

Last night around 10:28PM, officers from District B-3 (Mattapan) arrested suspect, Troy Barnes, 17, of Dorchester and charged him with Unlawful Possession of a Firearm, Unlawful Possession of Ammunition, Possession of a Loaded Firearm and Trespassing.

Officers initially responded to the intersection of Evelyn and Norfolk Streets for a fight. On arrival, officers observed two individuals at that corner and attempted to stop them both for a threshold inquiry but one immediately fled. Officers provided a description of this fleeing individual along with the area that the suspect was last observed. Other responding units to the scene, shortly after hearing the description, observed three individuals coming from the area that the suspect was last observed. The suspect, who was amongst the three stopped individuals, was breathing heavily, shaking and had a rapid heart rate. In addition, the suspect’s clothing was inappropriate for the weather conditions, wearing a large winter coat, and the suspect’s answers to officers’ questions about where he was coming from were suspect. The suspect stated that he had not been walking with the other two people stopped whereas they said that they had been walking with him. During a pat frisk of the suspect, officers recovered contraband for which he was issued a civil citation.

Officers then retraced the suspect’s direction of flight to a back yard and there located a loaded semi-automatic gun hidden. The suspect was then arrested and charged accordingly.

At about 3:05pm, on Friday June 26, 2009, officers from Area D-4 (South End) responded to a radio call for a person or persons trespassing at 587 Beacon Street. On arrival, officers spoke to the building manager who stated that there was a female trespassing inside one of the apartments. According to the building manger, when he asked the female to vacate the premise, the female stated that she was renting the apartment. The female stated to the officers that she knew the owner of the building and he had rented the apartment to her. The female/victim further stated that she had given the owner/suspect a down payment on the apartment on Tuesday, June 23, 2009. At that time, the victim says she gave the suspect $300.00. The victim also showed officers a set of keys that the suspect had given to her.

The victim further stated that the suspect had agreed to rent the apartment to her for $700.00 per month. After paying the initial down payment, the victim also agreed to pay the suspect the remainder of the $700.00 on the day she was to move in. While officers were talking to the victim, the victim’s cell phone rang. The victim promptly stated to the officers that the call was from the suspect. Officers instructed the victim to set up a meeting with the suspect, during which the victim could pay the suspect the remainder of the money. As instructed, the victim asked the suspect to meet her in front of 587 Beacon Street. When the suspect showed up to claim his money, officers took the suspect into custody.

CAR STOP LEADS TO GUN ARREST IN ROXBURY

At about 2:54 am, on Thursday, June 25, 2009, officers from Area B-2 (Roxbury) while on patrol in the area of Warren Street observed a white motor vehicle fail to stop for a red light. As a result, officers activated their emergency equipment (lights & sirens) and stopped the car. Upon approaching the car, officers noted that the operator appeared to be nervous due to the fact he was fidgety and breathing heavy. When asked about the red light, the operator stated, “Sorry, I missed the light. I’m just trying to get home.”

When officers asked the operator to provide his license and registration, the operator stated that the car was a rental. When officers reviewed the rental agreement, officers noted that the operator’s name was not on the paperwork. Given the operator’s unlawful use of the motor vehicle, officers towed the car. Prior to towing the car, officers conducted a search or inventory of the car. While searching the car, with assistance from Boston Police K-9 units, officers located and took possession of a silver-colored firearm. When officers asked the operator to produce a license to carry a firearm, the suspect stated, “I don’t have one.” During the booking process, the suspect admitted to officers, “It’s my gun.”

Officers arrested Jesus Crawford, 18, of Everett and charged him with the Unlawful Possession of a Firearm, Unlawful Possession of Ammunition, Unlawful Possession of a Loaded Firearm on a Public Way and the Using a Motor Vehicle without Authority.

CALL FOR SHOTS FIRED LANDS ONE IN POLICE CUSTODY

While en route to the call, officers observed a large group of males hanging around outside 77-79 Fayston Street. The area around Fayston Street is well known to officers due to a large number of firearm-related incidents. As a result, officers stopped their cruiser and approached the group for the purposes of a threshold inquiry.

While to attempting to engage the group, officers observed a firearm lying under a parked car in the immediate vicinity of the group. The firearm was within lunging distance of one individual in particular. As a result, officers attempted to initiate a conversation with this one particular individual. While attempting to engage the suspect, officers called for backup units. Officers noted that the suspect intentionally ignored them and looked around nervously in such a way as if to suggest he was looking for a route of escape. With backup units on scene, officers took possession of the firearm. Officers asked the individual if he was in possession of a license to carry a firearm. To which, the suspect stated, “No.”

Officers arrested Nathaniel Kargbo, 20, of Boston and charged him with the Unlawful Possession of a Firearm, Unlawful Possession of Ammunition, Possession of Loaded Firearm and Carrying a Loaded Firearm on a Public Way.

SAFE ROADS ALLIANCE LAUNCHES PUBLIC SERVICE CAMPAIGN TO BAN TEXTING WHILE DRIVING

Campaign kicks off with event at City Hall Plaza on June 25, 2009 at 2:00 p.m.

BOSTON, MA (June 22, 2009) – Safe Roads Alliance, a non-profit organization dedicated to driver safety, is urging drivers to put down their cell phones when behind the wheel. The organization is running a public service campaign sponsored by Safety Insurance, a leading provider of property and casualty insurance in Massachusetts and New Hampshire, reminding drivers that Texting While Driving “may be the last thing they ever do.” The campaign will officially launch with a rally at City Hall Plaza on Thursday, June 25, 2009 at 2:00 p.m.

“Texting While Driving is a serious hazard, as underscored by the recent news stories concerning serious and deadly accidents around Massachusetts. A recent study found that Texting While Driving doubles the risk of a crash ,” said Jeff Larson, president of Safe Roads Alliance. “Furthermore, cell phone-related crashes cost an estimated $43 billion annually . Safe Roads Alliance supports legislative action to curb this dangerous practice, and we are dedicated to helping the public become aware of these risks.”

Currently, there are 15 proposed bills in Massachusetts that would impose bans on texting or limit the use of cell phones while driving.

Boston Police Superintendent Daniel Linskey stated, “Driving while using a wireless device can be a life-threatening public safety issue. It’s the number one source of driver inattention. Studies have shown that distraction from cell phone use causes drivers to have the same reaction time as someone operating a vehicle with a blood alcohol concentration of .08 percent – the legal limit here in Massachusetts.” Linskey added, “Even the most cautious drivers can become a danger on our road ways. Motorists using wireless devices are more likely to get into crashes. Those crashes oftentimes result in serious injuries, and in some cases can be fatal.”

“One in seven drivers, and half of all drivers between the ages of 18 and 24, admits to Texting While Driving ,” said George Murphy, vice president of marketing for Safety Insurance. “Even a brief distraction can cause a crash, and Safety Insurance is proud to be involved with such an important effort to make our roads safer.”

Massachusetts Secretary of Public Safety Kevin Burke, Senator Steven Baddour and Mayor Thomas Menino have been asked to speak at Thursday’s rally. Also invited are Representatives Joseph Wagner, Katherine Clark and Peter Koutoujian, the Massachusetts Joint Committee on Transportation, Boston Transportation Commissioner Thomas Tinlin and local police.

Nashua, NH-based GN Netcom is donating headsets and speakerphones at the event. GN Netcom will give away 150 Jabra headsets to attendees at the rally. Mayor Menino and the other speakers will also receive wireless headsets, while SP700 speakerphones will be given to In Control Advanced Driver Training, which will be demonstrating how Texting While Driving impairs drivers.

The Texting While Driving campaign will be communicated through ads on billboards throughout eastern Massachusetts and at bus stops around the City of Boston. To learn more about this campaign, please visit: www.SafeRoadsAlliance.org.

As officers were pulling up to the location, officers observed two suspects (two white males both wearing beige-colored hats and loose-fitting clothing) quickly exit the motor vehicle in an effort to flee the scene. After a brief foot pursuit and physical struggle, officers were able to subdue and apprehend both suspects. While officers were chasing the suspects, officers observed one of the suspects discard an object, which, once recovered, turned out to be a screwdriver. The screwdriver was recovered for evidentiary purposes. Upon a closer inspection of the motor vehicle, officers observed and made note of damage to the ignition, steering column and the passenger side door.

The black male then exited the conference room carrying a black bag and entered the men’s room. At this time, two Oasis employees entered the men’s room and confronted the unknown black male. The black male was in possession of a black bag containing a WII video game system, numerous video games and several controllers. Suspect Bites Officer After Conducting Drug Deal

On Tuesday, June 9, 2009, at approximately 11:29am, an officer assigned to Area A-7 (East Boston), was in the area of Border Street when he observed a white male making numerous pay-phone calls from the Mobil Gas Station. The white male suspect was acting in a suspicious manner by continuously looking around, in what appeared to be, in anticipation to someone’s arrival. This immediate area is considered a high crime area in regards to the recent sale / purchase of illegal narcotics. Through the officers training and experience, he believed there was a strong likelihood that the suspect was engaging in such behavior. The officer placed himself in a discrete location and monitored the suspects’ activities.

Approximately five-minutes later, a white Dodge Ram (operated by a Hispanic Male), arrived in the area and blew his horn in order to gain the attention of the waiting white male suspect. The white male suspect then ran to the parked vehicle and got into the passenger’s seat. The two were then observed to engage in a hand-to-hand exchange of unknown items. The white male suspect then exited the vehicle, placed an item in his pants pocket and ran to his parked vehicle and proceeded out of the area.

The officer called for back-up units to assist in stopping both parties for it was believed they had just engaged in an illegal drug transaction. Officers conducted a motor vehicle stop of the white male suspect. Officers approached the suspect’s vehicle and observed him place an item into his mouth and attempt to swallow it. This is a common trend for narcotic users / sellers to dispose of any illegal substance prior to law enforcement detection. A struggle then ensued between officers and the suspect. During the altercation, one of the officers was bitten on the hand. Once in custody, the suspect informed officers that he had swallowed Forty-dollar bag of cocaine.

Officers stopped the operator of the white Dodge Ram and he was asked how he knows the white male suspect. The Hispanic male operator stated, “I don’t know that guy, he wasn’t in my truck”. A subsequent computer search of the suspect showed his license status had been suspended. He was then placed into custody.

Officers arrested Todd Mason, 25, of Malden on the charges of Resisting Arrest, Assault & Battery on a Police Officer (injuries) and Operating a Motor Vehicle after License Suspension. Also arrested, Michael Nevarez, 29, of Chelsea on the charges of Operating after License Suspension.

TIPS TO PROTECT YOURSELF FROM POLICE IMPERSONATORS

Those who impersonate police officers call into question and undermine the public’s trust in law enforcement and endanger unsuspecting citizens. To safeguard yourself, there are measures to keep in mind when interacting with individuals you suspect of impersonating a police officer.

• Look for an official uniform. Make sure the uniform is consistent with the one worn by officers in your city. Look for official patches, jackets and other easily identifiable equipment utilized by Boston Police officers in the performance of their duties. Often those who impersonate police officers will wear ill-fitting uniforms or mismatched shirts and pants. Often the shoulder patch reads: ‘Security’ instead of ‘Police’.
• Take notice of the equipment worn by the offices. All Boston Police officers are issued and equipped with specific equipment like firearms, handcuffs and police radios. Often those who impersonate police officers are not in possession of these items.
• If the officer is in plainclothes, feel free to ask the officer to present his/her badge or identification card.
• If still uncomfortable, voice your concerns with the officer. Ask the officer to request a marked patrol unit or police cruiser to respond to the scene.
• If the officer refuses, call 9-1-1 to report the incident
