SUSPECT CHARGED WITH JULISSA BRISMAN’S MURDER

Boston Police Commissioner Edward Davis and Suffolk County District Attorney Daniel Conley today announced the arrest of Philip Markoff, 23, of Quincy with the murder of Julissa Brisman at the Copley Marriott Hotel on April 14, 2009 and the armed robbery and kidnapping of an additional victim on April 10, 2009 at the Westin Hotel.

Markoff was taken into custody at approximately 4:00pm this afternoon and formerly charged this evening. The charges are based on forensic and electronic evidence developed during the around the clock investigation that continues tonight and will continue in the weeks and months to come. Markoff is expected to face arraignment in the Boston Municipal Court tomorrow morning.

Commissioner Davis and District Attorney Conley wish to thank the following agencies for their invaluable assistance during the course of this complex investigation: Warwick Police Department, Massachusetts Attorney General’s Office, Massachusetts State Police, Federal Bureau of Investigation, United States Secret Service, MBTA Transit Police, Boston University Police Department, US Marshals, Quincy Police Department and the New York Police Department.

Previously Released Information:

On Tuesday April 14, 2009, at approximately 10:13pm, officers from District D-4 responded to a report of an unconscious female at the Copley Marriott Hotel at 110 Huntington Ave. Upon arrival, hotel security updated the police that the unconscious female may have been the victim of an assault, possibly a stabbing. Officers observed Ms. Brisman suffering from what was determined to be multiple gunshot wounds to the torso.

Members of the Boston Fire Department administered CPR and EMS then rushed her to BMC where she was soon pronounced as a result of her injuries.

The preliminary investigation suggests Ms. Brisman was advertising masseuse services on Craigslist. Detectives believe that this incident was an attempted robbery. It appears that there was a struggle between the victim and the suspect in the threshold of the hotel room immediately prior to the shooting.

In addition, detectives believe that this incident is related to another recent incident which also occurred at a local hotel.

On April 10, 2009, at approximately 12:46am, officers responded to a robbery in progress at the Westin Hotel at 10 Huntington Ave. Officers received a report from a 29 year old female victim that she was robbed at gunpoint in her hotel room.

This general area is considered a high crime area regarding violent crime, including a recent homicide, a stabbing and numerous shots fired calls.

Shortly thereafter, Officers spotted the suspect vehicle traveling on Ruthven Street. Officers began to follow the vehicle when it abruptly pulled to the side of the street and two black males exited. The male suspects appeared to be startled by the officers’ presence and the passenger attempted to reach into the rear of the car. Officers approached and stopped him from doing so. Both parties appeared to be nervous and told inconsistent versions of their activities. A protective sweep of the area the suspect was reaching produced a large capacity Mossberg shotgun (loaded). Officers also located numerous rounds of ammunition.

Officers arrested Daquawn Tyrell Mitchell, 17, of Dedham and a Sixteen-Year-Old (16), black male of Boston on the charges of Carrying a Loaded Shotgun on a Public Way, Illegal Possession of a Firearm and Illegal Possession of Ammunition.

UPDATE

DEATH INVESTIGATION AT THE COPLEY MARRIOTT HOTEL
Boston Police Receive Over 150 Tips
Investigators Believe Warwick Incident Is Connected

The Boston Police Department continues to seek the public’s assistance for information related to the homicide that occurred at the Copley Marriott hotel on April 14, 2009. The victim has been identified as Julissa Brisman, 26, of New York City, New York.

Investigators are currently following up on more than 150 tips that have poured into the Boston Police Department. Due to the investigative nature of the information, the department is unable to disclose any specific details related to the tips received.

The Boston Police Homicide Unit is working closely with the Warwick Police Department relative to an armed robbery which occurred at the Holiday Inn Express in Warwick, Rhode Island on April 16, 2009.

Boston Police investigators have learned from Warwick authorities that at approximately 11:17pm on April 16, 2009 Warwick officers were dispatched to the Holiday Inn Express for a report of a robbery in progress.

There officers spoke with a 26 year old female victim, who indicated that she had posted an ad on craigslist advertising exotic dances to be performed in the hotel room. She stated that she had scheduled a meeting with a male who was to come to the hotel room. When the male arrived, whom she observed as a white male, approximately 6’3’’ tall with blonde hair wearing a black leather jacket, a pink dress shirt, a white T-shirt underneath, blue jeans and black dress shoes, he entered the room.

Shortly thereafter, this individual attempted to rob the victim at gunpoint. Information received indicates that the victim’s husband returned to the hotel room, proceeded to enter and caused the suspect to flee.

Currently, Boston Police detectives do believe, based upon a number of similarities, that there is a strong connection between the Warwick incident, the homicide at the Copley Marriott and the armed robbery at the Westin Hotel.

Boston Police continue to work closely with the Warwick Police Department. In addition, Boston Police investigators are aggressively following up on all information received from the community.

There is no additional images or information available to be released at this time. Boston Police Media Relations will continue to provide updates as appropriate.

OFFICERS LOCATE FIREARM ... FOUR ARRESTED AND CHARGED

On Friday, April 17, 2009, at approximately 2:22am, Officers assigned to Area A-1 (Downtown), responded to a fight-taking place outside of Club Mantra on Washington Street.

While en-route, Officers received updated information that one of the individuals was in a parking lot off of Washington Street. Officers located an individual, fitting the description given, with facial injuries. EMS was requested and treated the suspect. While doing so, three other individuals approached officers, inquiring as to the suspects’ status. Officers believed these men were the people involved in the fight at Club Mantra.

Officers recognized one of the suspects as being involved in previous gun-related incidents in the past. Officers also learned of a motor vehicle these men were utilizing after they “pointed it out” to them. Based on the knowledge the officers possessed of these individuals, it was decided to have an explosive detection K9 respond to the scene. Boston Police K9 “Roo” responded and conducted a cursory search of the parking lot and outside of the suspect’s vehicle. “Roo” alerted to the vehicle by showing “extreme interest”. Consent was then given to officers to search the interior of the vehicle. From within the vehicle, a loaded 9mm Luger firearm and four (4) plastic bags of Marijuana were located.

Officers arrested Roy Brown, 24 of Boston, Nackian Kennedy, 23 of Boston, Anthony Kennedy, 25 of Brockton and Joshua Thompson, 26 of Boston on the charges of Illegal Possession of a Firearm, Illegal Possession of Ammunition and Illegal Possession of a Class D Substance (Marijuana).

DETAIL OFFICER AIDS IN THE ARREST OF A PURSE GRABBER IN THE SOUTH END

At about 10:30am, on Thursday, April 16, 2009, officers from Area D-4 (South End) responded to a radio call for a larceny in progress in the area of 288 Newbury Street. On arrival, officers spoke to the victim who stated that she had left or hung her purse on the back of her chair inside the Expresso Royale. While sitting in her chair, the victim says she observed a black male (approximately 6'ft tall, about 40 years of age, wearing a brown vest, tan pants) exit the store while carrying her beige purse. Victim says she then observed the suspect enter a motor vehicle and flee the scene. Officers promptly broadcast a description of the suspect and the suspect’s motor vehicle over the police radio.

In short time, an officer performing a paid detail, in the area of Mass Ave and Washington Street, located the suspect’s motor vehicle parked illegally in a bus stop. As the detail officer was approaching the car, the officer observed the suspect rummaging through a bag. Upon reaching the motor vehicle, the officer asked the suspect to produce a license and registration. Officer further observed that the suspect appeared to be nervous due to the fact that his hands were shaking. Officer then observed a beige purse and personal papers strewn about the front seat of the motor vehicle. The purse matched the description of the one belonging to the victim. Upon closer inspection of the papers and the purse, officers were able to determine that the purse belonged to the victim.

After the suspect was positively identified by the victim, officers arrested Hakim Williams, 50, of Boston and charged him with Larceny and Operating a Motor Vehicle without a License.

Mayor Thomas Menino and Police Commissioner Edward Davis Honor Local Graphic Design Students for their Crime Prevention Efforts

Statistics Show 41% Decrease in Sidekick Theft Since October of 2008

Mayor Thomas Menino, Police Commissioner Edward Davis and MBTA Transit Chief Paul MacMillan honored 11 local graphic design students from the Boston Arts Academy for their efforts to assist with crime prevention. The students, enlisted by the Boston Police School Police, used their new-found graphic design skills to create posters to increase awareness of sidekick (cellphone) theft. The winning poster will be placed throughout Boston Public Schools and also on the MBTA.

The students who participated in this effort are learning Graphic Design in the 10th grade at the Boston Arts Academy. The students include: Joshua Pimental, Reginald Pinckney, Ricardo Reid (designed winning poster), Patricia Rizzo, Leah Robertson, Glendy Rodriguez, Yoselin Rodriguez, Samuels Takii, Jerome Shelton, Laura Tabares and Victor Trede.

“This partnership speaks to the essence of our community policing strategy,” Mayor Menino said. “Students are often the victims of these thefts, and I’m grateful that such a talented group of young people has stepped up to the plate to help the Police Department reduce these crimes. These creative posters will help send a message that such crime is not tolerated in the City of Boston.”

Police Commissioner Ed Davis stated, “The Boston Police Department is always looking for innovative and collaborative ways within our community to address public safety concerns. The collaboration with the talented students here today is a perfect example of those efforts. We greatly appreciate the time and creativity that the students gave to this initiative. We are confident that their work will have a valuable impact in our community.”

Boston Police statistics show that Sidekick thefts have decreased 41% since the department launched an aggressive crackdown in October of 2008.

Boston Police began the crackdown on cell phone robberies specifically Sidekicks as the result of an increase in incidents in 2008. Statistics indicated that in 2008 slightly more than 300 sidekick robberies occurred citywide. Sidekick robberies accounted for approximately 14% of all of the City’s robberies. Data also shows that the majority of these incidents occur either before or after school. In 2008 there was an average of 28 sidekick thefts a month. In 2009 through the end of March, there has been an average of 16 robberies per month. This represents a 41% decrease.

The Boston Police Department launched a multi-pronged effort to address this issue and prevent future robberies. Investigators have targeted stores suspected of purchasing stolen phones and then re-selling them, which is a violation of MA General Law Chapter 140: Section 55, Sale and Purchase of Secondhand Articles Without a License. In addition, the Boston Police School Police Unit worked closely with the School Department to raise awareness among students. Boston Police collaborated with these students to create an awareness poster to be distributed to students as part of ongoing prevention efforts.

POLICE ARREST TWO ARMED ROBBERS IN THE BACK BAY

At about 7:27pm, on Monday, April 13, 2009, officers from Area D-4 (South End) responded to a radio call for an armed robbery in the area of Charlesgate & Boylston Streets. While en route to the call, officers were told to be on the look out for two suspects. According to a witness, two black males (one wearing a gray hooded sweatshirt; the other wearing a black jacket with orange lining) had just robbed the victim and were walking away from the scene towards Mass Ave and Newberry Street. In short time, officers were able to locate the suspects. As officers were approaching, the suspects attempted to make good their escape. While officers were attempting to handcuff the suspects, officers observed the butt end of a firearm protruding form the suspect’s pocket. The suspect yelled, “It’s a toy!”

Officers spoke to the victim who stated the suspects approached him from behind, struck him in the head with a gun and took his wallet. After being positively identified by the victim, both suspects were arrested and charged. A search of the suspects enabled officers to recover the victim’s wallet.

DETAIL OFFICERS FOIL ATTEMPTED ROBBERY

This morning, April 14, 2009, at around 1:33am, an officer performing a detail at 12 Lagrange St. and an on duty officer were approached by a victim who stated to officers that someone had just tried to rob him on Essex Street. The victim reported that a 5’9” white male wearing a gray checkered jacket approached him near the intersection of Washington and Essex Streets and initially asked him for two dollars to board the train. The victim told officers that he refused to give the suspect any time and the suspect started yelling at him and demanding money. According to the victim, the suspect then put his hand in his pocket feigning like he was armed and told the victim, “You are not going anywhere!” while pushing him several times.

The victim then ran down Essex Street, having earlier seen officers there and knowing that they would be there. Officers, having heard the victim’s story, broadcast a description of the suspect and his direction of flight. Shortly after the broadcast, assisting officers located an individual matching the suspect description in front of 39 Boylston Street. The suspect was detained pending an identification process. The victim was brought to the suspect’s location and there positively identified the suspect.

The suspect, Douglas Murphy, 35, of Boston was arrested and charged with Assault with Intent to Rob and Assault and Battery.

At the booking desk, the suspect was combative and attempted to spit at officers and made threats against them after admitting to having yelled at the victim for money.

Suspect Arrested After Shooting at Officers

Last night around 8:15pm, officers from the District E-18 (Hyde Park) Drug Control Unit (DCU) initiated a drug investigation after making observations of a car, which were consistent with drug dealing in the area of River and Mattapoisett Streets. Officers followed the car to further investigate, and while doing so learned that the car had a revoked registration and no insurance. DCU officers alerted marked units to conduct a traffic stop based on this violation, and the suspected drug activities.

At the intersection of River and Gordon Streets, marked police units stopped the car due to the revoked registration and no insurance. During the traffic stop while officers were speaking to the occupants of the car, a passenger in the rear right side pulled out a handgun, pointed at officers on the passenger side and fired the gun through the rear passenger side window. One of the officers returned fire striking the vehicles left fender. Officers immediately entered the rear seat compartment of the car and engaged the suspect. After a violent struggle, officers were able to subdue the suspect, recover the firearm and place him under arrest before he could again fire at the officers.

The three other occupants of the car were detained and taken to be interviewed. Today at approximately 2:32pm, an elderly couple in Roslindale (District E5) received a knock on their door from a man claiming to be from the water department. The individual had an ID badge that said “Boston Water Department” with a picture but no name. He told the couple he needed to check the water in the house because they would be doing work on the pipes outside in the street.

Once inside the house, one of the victim’s took the suspect downstairs after he requested to see the boiler and washing machine. The suspect then turned the washing machine on and off, looked at the water meter and began to inspect the water heater. The answers at first sounded logical, however, the victim, being familiar with construction, asked more detailed questions that the suspect answered incorrectly.

As she began questioning the second suspect, she heard a noise coming from her bedroom which was adjacent to the kitchen and she observed a third suspect standing in her bedroom doorway. She then told the two suspects to leave and that she was going to call the police. As she picked up the phone one of the suspects yanked the phone cord out of the receiver.

Hearing the commotion upstairs, her husband told the suspect to leave and began pushing the suspect up the stairs. Upon reaching the top of the stairs, all the suspects fled out of the house.

The suspects are described as follows: #1: White Hispanic male, approximately 35 years old, 6’ tall, 175 pounds, medium build, wearing glasses, tan jacket, yellow shirt with a brown striped tie and tan pants. #2: White Hispanic male, 30-35 years old, 5’9” tall, heavy build, mustache and beard, wearing navy blue sweatshirt and blue jeans. #3: White Hispanic male, approximately 30 years old, 5’9” tall, wearing white button shirt and khaki pants.

IF YOU’RE GONNA THROW A HUGE HOUSE PARTY … YOU SHOULD PROBABLY RENT A HALL

SIX ARRESTED FOR BEING DISORDERLY

At about 1:15am, on Saturday, April 4, 2009, officers from Area D-14 (Brighton) responded to a radio call for a large, loud party in the area of 56 Ridgemont Street. On arrival, officers observed a large crowd of people inside and outside the above-mentioned address. Moreover, upon exiting their cruiser, officers could hear loud music coming from the location. As officers approached the location, officers observed several beer bottles get thrown from the 2nd floor porch into the front of the address. Upon entering the location, officers observed approximately ten people standing on the front porch. When asked if anyone lived at the location, all ten stated that they did not. When instructed to leave, however, eight complied, but two did not. The two who chose not to leave were later arrested. Officers arrested Richard Navin, 23, of Boston and Patrick O’Meara, 33, of Boston and charged both with Being Disorderly.

As officers attempted to enter the 2nd floor apartment, an individual, later identified as Jason Tucker, locked the door and refused to allow the officers to enter the apartment. When officers instructed the individual to open the door, the suspect laughed, turned his back on the officers and proceeded to go up stairs. At this point, officers yelled up to the 2nd floor and, again, asked to speak to the owner of the apartment. When the owner or owners refused, officers went around to the back of the home and were able to gain entry to the 2nd floor apartment. Once inside the apartment, officers observed approximately one hundred people inside the location. At this point, officers informed those in attendance that, due to noise complaints, the party was over and the apartment needed to be vacated. When one partygoer asked, “Why?” Officers explained that not everybody, in particular surrounding neighbors, was enjoying the party. Officers further explained when community members call 9-1-1 to complain about noise, officers are dispatched and obligated to investigate.

Despite the explanation, several partygoers still refused to leave. As a result, officers arrested Jason Tucker, 20, of Boston and Mike Arthur, 20, of Boston and charged both with Disturbing the Peace and Being Keepers of a Disorderly House.

Officers also arrested Mike McDonald, 19, of New York and Kyle Morin, 23, of Boston and charged both with Being Disorderly. All six suspects were transported to Area D-14 (Brighton) for booking.

OPERATION PAWS (Proactive Warrant Service) LANDS 51 BEHIND BARS

Multi-Agency Effort Removes 51 Fugitives From City Streets

On Thursday, April 2, 2009, members of the Boston Police Youth Violence Strike Force and the Boston Police Fugitive & Apprehension Team, in collaboration with the Massachusetts State Police, US Marshall’s Office and the District Attorney’s Office, initiated and conducted Operation PAWS, a proactive warrant sweep. The goal of Operation PAWS is to send a clear message to those individuals who choose to ignore their responsibility and answerability with respect to the judicial process. Operation PAWS also targets those involved in gang-related activities. By locating and arresting such individuals on outstanding warrants, the department seeks to reduce gang violence and augment the level of intelligence necessary to prevent future gang-related hostilities.

The operation enabled officers to effect 51 arrests.

Of the 51 arrests made, the arrest of Scott Riley, 39, of Boston is especially note-worthy or, at the very least, ironic when one considers the name of the operation: PAWS.
