ATTORNEY GENERAL COAKLEY ANNOUNCES ARREST IN CONNECTION WITH HOAX DEVICES FOUND IN AND AROUND BOSTON TODAY

Tonight, Massachusetts Attorney General Martha Coakley announced the arrest of an Arlington man in connection with today’s discovery of numerous hoax devices in and around the city of Boston. Peter Berdovsky, age 27, is charged with placing a hoax device (Massachusetts General Laws, Chapter 266, Section 102A½), and disorderly conduct.

According to authorities, at approximately 7:50 a.m. today, MBTA employees at the Sullivan Square station in Charlestown observed a suspicious device on a stanchion. They immediately contacted MBTA Transit Police, who responded to the scene. Additional law enforcement agencies, including the Boston Police Department, and the Massachusetts State Police, all responded and together commenced an investigation into the suspicious device. Throughout the day, additional devices were found at various locations in the city of Boston, as well as in Cambridge and Somerville. Federal authorities and other local law enforcement also assisted in the investigation throughout the day.

Investigators believe that Berdovsky placed the suspicious devices, a number of which have been located and removed. At this time, the investigation into the circumstances surrounding the placement of the devices, including the involvement of the Turner Broadcasting Company and other groups or individuals, remains active and ongoing.

Berdovsky was placed under arrest without incident at 8:15 p.m. tonight in Arlington. He will be arraigned tomorrow at 9:00 a.m. in Charlestown District Court.

Mayor Menino's Statement on Turner Broadcasting

“It is outrageous, in a post 9/11 world, that a company would use this type of marketing scheme. I am prepared to take any and all legal action against Turner Broadcasting and its affiliates for any and all expenses incurred during the response to today’s incidents. Boston will look to coordinate our efforts going forward with Cambridge, Somerville and any other affected agencies.”

COMMISSIONER’S STATEMENT FROM TODAY’S PRESS CONFERENCE

Earlier today, a series of suspicious devices were discovered in different locations in the greater Boston area. As a result, the Boston Police Department, in conjunction with the State Police, MBTA Police, Homeland Security and other law enforcement agencies immediately responded to each location to investigate. At this time, the locations of the suspicious device are as follows:

1) Sullivan Square
2) Boston University Bridge
3) Stuart and Columbus Avenues
4) New England Medical Center
5) Longfellow bridge
6) Harvard Ave, Brighton
7) Washington and Water St., Boston
8) McCarthy overpass, Somerville
9) Memorial Drive / Mass Ave, Cambridge

Because of the number of suspicious devices found, the Boston Police Department activated the Unified Command Center immediately bringing together State Police, MBTA Police, Boston Fire, Boston EMS, the Mayor’s Officer of Emergency Preparedness, and the State Fusion Center to provide a unified response. Boston Police requested assistance for technical support from State and Federal agencies and this joint response allowed all involved agencies to share information and allowed for instant response and security of each scene. At this time the Boston Police Department and partner agencies are maintaining high visibility around numerous high profile locations, such as area hospitals, universities, bridges, and state and city buildings.

Information at this time suggests that the devices found do not pose a threat to public safety, the devices have been found to be inert. While the concern is lessened as a result of the investigation, I would like to remind citizens to treat any suspicious device with care, and to call 9-1-1 if any such device is found.

Message from the Commissioner

I would like to take this opportunity to recognize the outstanding job that has been done by members of this department. The men and women of the Boston Police Department continue to work extremely hard to keep this city safe. You have been ceaseless in your efforts to reduce crime and engage in true partnerships with key stakeholders in our neighborhoods.

Your work has earned the department an international reputation for its commitment to Community Policing. As I said at my swearing in, one of my goals is to build upon this commitment. Community Policing is a department-wide philosophy, not simply a strategy or unit within a department. In order for us to continue to be successful, we must be organized in such a way that the entire agency supports this philosophy.

The patrol force is the backbone of this organization. As Police Commissioner, it is my responsibility to put in place a command and accountability structure that supports this commitment to our patrol force. It is also my responsibility to ensure that every police officer- patrol officer, detectives, rapid response units, special operations units and their superiors- all operate with a Community Policing philosophy that focuses more on the prevention of crime than it does on the rapid response to it.

The Boston Police Department will soon implement a COMPSTAT process. COMPSTAT is a command and accountability system where the department commanders review crime patterns. The Boston Police COMPSTAT process will be a bi-weekly meeting among commanders and external partners, who will focus on geographical accountability coupled with intelligence-driven deployment. The goal of this process is to provide oversight to facilitate the effective deployment of resources, to create geographic accountability and to enhance cooperation and communication department-wide.

The department is making the following organizational changes to support the successful implementation of COMPSTAT and geographic-based policing.

  • Captains will be responsible for developing strategies to address crime and quality of life issues specific to their geographic command.

  • Captains will be assisted by one of three Deputy Superintendents tasked with prioritizing and allocating resources within a newly zoned area. Each Deputy will be responsible for one of three geographic zones. The new zones are as follows:

    Zone 1: District A1, A15, A7, D4 and D14
    Zone 2: B2, B3, C6 and C11
    Zone 3: E5, E13 and E18

  • As recognition that the Youth Violence Strike Force (YVSF) and the Boston Police School Police Unit are fundamentally patrol resources, both units will be moved from the Bureau of Investigative Services to the Bureau of Field Services.
The Youth Violence Strike Force will be located at 170 Hancock Street in Dorchester. They will report to a Deputy Superintendent. Utilizing tactics proven successful in the past, YVSF officers will conduct operations at the discretion of their commander. They will assist with visibility and proactive strategies to reduce gang violence.

Boston Police School Police Unit will continue to operate from their present location at Latin Academy. All patrol officers of this unit will now report in uniform.

  • District detectives will now be working under a central authority to coordinate a unified investigative response. The District detectives will be moved from their current location in the Bureau of Field Services and will be placed under the administrative command of the Bureau of Investigative Services. District detectives will maintain an operational responsibility to the District Captains.

  • The Tactical Mountain Bike Unit will transfer from Special Operations and will report to a Deputy Superintendent under the Bureau of Field Services. The Mountain Bike Unit will be housed at 170 Hancock Street in Dorchester. This unit will be deployed in various patrol assignments.

  • The Bureau of Internal Investigations and the Bureau of Professional Development will be combined to create the Bureau of Professional Standards and Development. This reflects the reality that training is vital to all aspects of Community Policing. In addition, a review of citizen complaints against officers indicated that many of the issues identified could be mitigated with training that is designed to prevent misconduct.

The Bureau of Professional Standards and Development will come under the command of Superintendent Robert Harrington. Deputy Superintendent Marie Donahue will be assigned to the Training & Education Division as Academy Commander.

  • Drug Control Unit resources will be reallocated so that each District will have dedicated DCU personnel.

  • Lastly, disorder control is a fundamental component of Community Policing. Captains are expected to place an emphasis on the individual needs of each neighborhood. To assist them with this requirement, I have appointed Deputy Superintendent Gladys Gaines to serve as a Liaison between the department and City Hall to focus exclusively on issues of neighborhood services and to lead the department’s response to the complex issue of homelessness.

By reaffirming our commitment to Community Policing and structuring our agency so it supports this mission at every level, we are giving this department the foundation it needs to drive down violent crime, adapt to emerging crime trends with innovative programs and make our city safe.

Ed Davis, Commissioner

Mayor's Cold Weather Advisory

Mayor Thomas M. Menino is urging residents to heed weather warnings and take extra precautions over the next few days with temperatures mostly in the 20s and 30s, with freezing wind chills and nights heading into single digits.

"We are particularly concerned about homeless individuals who may seek shelter in out of the way or isolated locations," Mayor Menino said. "My Emergency Shelter Commission is working with outreach providers, the Boston Police and Boston EMS to identify these locations and intensify our efforts to offer people shelter and safety. I ask all citizens who are aware of vulnerable individuals to be eyes and ears for us and to contact my 24-Hour Constituent Services line at 617-635-4500." If you encounter an individual that is having a medical emergency please call 911.

Street outreach teams will have extra vans out on the streets urging the homeless to stay in shelters; shelters will open earlier over the next few days and they will be open 24 hours a day in extreme weather. The Pine Street Inn is also putting additional vans on the street to assist people seeking shelter in the daytime. The city's Commission on the Affairs of the Elderly will be calling home bound seniors and privately run senior complexes to check on the elderly. The Commission has also held safety seminars for seniors the past few days.

If you are a tenant, your unit should be heated to 68 degrees during the day and 64 degrees at night. Alert your landlord first to correct any issues. If your landlord does not respond, the city's "No Heat" hotline number is 617-635-5300 or 617-635-4500 after hours. The city's Inspectional Services Department will investigate the situation and work with the landlord to get heat turned back on.

A MESSAGE FROM BOSTON POLICE COMMISSIONER ED DAVIS

Today the U.S. Attorney’s Office announced the indictment of Edgardo Rodriguez. At this time, Rodriguez has been suspended without pay from the Department. Through our continued federal partnerships and their willingness to support the Boston Police, we were able to cooperatively conduct a thorough and exhaustive investigation, resulting in today’s indictment.

In late July of 2006 following a joint investigation, three Boston Police officers were indicted for various offenses. As promised, we continue to work aggressively to uncover any form of criminal activity that may be conducted by members of this Department, sworn or civilian. Today’s announcement by the U.S. Attorney is an indication of those efforts.

This Department is committed to detecting, exposing and identifying any involvement in illegal substances, including steroids. In addition to our current policies and procedures relevant to substance abuse, I have instructed the Bureau of Internal Investigations to develop and conduct extensive training for all Boston Police supervisors to better enable them to detect, expose and identify illegal substance abuse.

It is a sad time for the department when an officer chooses to betray the trust and authority of his sworn duty. While unfortunately a select few have violated that trust, the remainder of the men and women of this department serve our citizens with honor and integrity everyday. The Boston Police Department will not stand for anyone who does not uphold their oath of office.

911 INTERRUPTION BRIEFLY EXPERIENCED IN EAST BOSTON

Today at approximately 12:40pm, the Boston Police Department (BPD) received notification that East Boston was experiencing a temporary interruption in 911 emergency services due to Verizon technical issues. As a result, BPD coordinated efforts with the City of Boston to quickly address this issue. Emergency service was soon restored.

The following measures were taken:

· Largely increased patrol vehicles throughout the community.
· Deployed numerous police resources from citywide locations to East Boston.
· Assigned Community Service officers to check in with neighbors and pay phones to investigate extent of interruption.
· Coordinated with all concurrent jurisdiction agencies including the MBTA Police, MA State Police, Massport Police, EMS and Boston Fire Department to unify a response.
· Developed a media response for distribution instructing residents on what to do when in need of emergency service.

In this particular incident, residents would be advised to use a cell phone to dial 911, which would go directly to the State Police. From a residential or business phone, individuals could also dial 617-343-4911, which will reach a BPD operator directly. From a residential or business phone, residents could also call District 7 directly at 617-343-4220.

INFORMATION ADVISORY

DISTRICT A15 (CHARLESTOWN) REPORTS INCREASE
IN MOTOR VEHICLE CRIME

From January 1, 2007 to present, statistics indicate that District A15 (Charlestown) is experiencing an increase in Motor Vehicle crime. The statistics include:

· Car Breaks: 13 incidents
· Auto Thefts: 16 incidents
· Vandalism: 28 incidents

The Boston Police would like to take this opportunity to remind residents that motor vehicle breaks are among the most easily preventable crimes. They are typically crimes of opportunity, committed by thieves looking for valuables left unattended. Taking a few simple steps can often discourage these thieves. Here’s how you can protect yourself against motor vehicle breaks.

DO NOT LEAVE VALUABLES IN YOUR CAR WHERE OTHERS CAN SEE THEM. Valuable items, such as your laptop, iPod, etc. should never be left in the front or back seat of your vehicle. Always take your valuables with you, or move them into the trunk.

· Lock your doors and windows. Even if your window is only slightly open, it makes your car an easier target for thieves. A thief will insert a wire into a slightly open window to pop up the door lock.

· Replace your standard door lock buttons with tapered ones. Tapered door lock buttons make it more difficult for a thief to hook a wire or device onto the door lock button to pop it open.

· Invest in an anti-theft device. When you buy a new or used car, checking to see if it has an anti-theft device is as important as checking the engine. If there isn't one, you should have one installed.

If you observe any unusual activity or observe a car theft or a break-in, call 911.

New Command Staff Deployments

Beginning last Friday, January 19, members of the Boston Police Command Staff are being deployed in every police district throughout the city. These deployments will occur every Friday, and all members of the Commanders Staff will be patrolling the city in uniform and in marked and unmarked vehicles.

This deployment is initiated in order to improve communication and access between residents of the city, line officers, and Command Staff personnel.

You will see Command Staff personnel individually and in pairs, on various shifts, visiting police stations, engaging residents and officers in conversation, riding along and walking beats with officers. The Command Staff intends to make itself accessible to you, to hear your concerns and issues and provide feedback and support. They also intend to keep you abreast of department policies and plans.

It is also my hope that this opportunity will allow Boston Police Superintendents and Deputy Superintendents to reinforce their views of current crime trends and patterns, quality of life issues, and business and resident concerns from a street-level perspective. The Command Staff, in collaboration with our District Captains, will engage residents and business owners in various forums to encourage dialogue and address topics of mutual concern.

Please note that Command Staff officers are not being deployed to take command of crime scenes, unless it is necessary, or it is dictated by department rules and procedures. Their primary purpose at crime scenes and other serious incidents is to observe and provide support and guidance, when requested.

I recognize and appreciate the hard work that is being performed day in and day out by the men and women of this department. I can tell you that this hard work is also recognized and appreciated by my Command Staff. It is our intention to meet our obligations to all department personnel by working closely with you. This initiative will provide the vehicle for us to acknowledge your efforts and provide the support you need to effectively perform your duties. It will also bolster our community policing efforts and give us the opportunity to interact with residents and business owners throughout the city.

A Message from Mayor Menino and Commissioner Davis

Mayor Thomas Menino and Boston Police Commissioner Ed Davis
Encourage Revelers To Celebrate Responsibly

It is exciting news that this Sunday the New England Patriots will play the San Diego Chargers at 4:30 p.m. in San Diego, CA. It will no doubt be a time for celebration throughout the City. Mayor Menino and Commissioner Davis would like to take this opportunity to remind sports fans to celebrate responsibly to ensure a safe and trouble free environment.

The Boston Police Department will be taking steps to increase patrols, focused not only calls for service but also on drinking establishments and large parties. Our priority will be to ensure the safety of our community. Officers will be conducting walk throughs of bars and city streets especially in areas highly populated with college students. Our intent is to encourage people to celebrate responsibly and to adhere strictly to all alcohol laws. We will not allow a few excessive revelers to ruin the afternoon for other fans. In addition, officers are working cooperatively with liquor establishments to be sure alcohol laws are strictly enforced. Public drinking will not be tolerated.

Taxis and public transportation offer inexpensive and smart alternatives to drinking and driving. Please take advantage of them. A designated driver is also an alternative. DUI enforcement will be a priority and we will have officers on duty focused specifically on this effort. Do not ruin your celebration by hurting yourself or others.

The BPD is also cheering for the New England Patriots and hopes for the win to go to the AFC championship! However, our prime focus is that all sports fans enjoy the game and that the City is peaceful and without incident. We are prepared to take any means necessary to ensure this. Have fun and be safe!

News Release

FEDERAL AND STATE CHARGES RESULT FROM BOSTON POLICE AND DEA'S MOBILE ENFORCEMENT TEAM FOCUS ON BOSTON GANG'S DRUG ACTIVITIES

United States Attorney Michael J. Sullivan; Edward Davis, Commissioner of the Boston Police Department; June W. Stansbury, Special Agent in Charge of the U.S. Drug Enforcement Administration in New England; Glenn N. Anderson, Special Agent in Charge of the Bureau of Alcohol, Tobacco, Firearms and Explosives in New England; and Daniel Conley, Suffolk County District Attorney, announced today federal and state drug charges against twenty-one individuals (eleven federal and ten state) from the Boston area.

Today’s charges are the result of a joint investigation conducted by the Special Investigations Unit and the Drug Control Unit of the Boston Police Department and the DEA’s Mobile Enforcement Team (“MET”) working in cooperation with the Bureau of Alcohol, Tobacco, Firearms, and Explosives since the summer of 2006 with a focus on drug distribution, particularly among gangs, in Boston.

“Today’s charges are a result of our continuing collaboration with the Boston Police, Suffolk County District Attorney and our federal partners,” stated U.S. Attorney Sullivan. “We remain committed to bringing federal resources to bear on community crime problems, particularly in the area of gangs, guns and drugs so that our neighborhood streets are safe for all law abiding citizens.”

“DEA is committed to work against drug dealing which holds our neighborhoods hostage - our citizens deserve better,” said DEA Special Agent in Charge Stansbury. “Together with our law enforcement partners we deployed with the mission to help bring stability and peace back to these communities by removing drug peddlers, whose tumultuous endeavors always take from a community.”

Boston Police Commissioner Ed Davis stated, “As Mayor Thomas Menino declared last evening in his State of the City address, we will continue to utilize every lever available to combat violent behavior on city streets. This effort is a result of investigators specifically targeting those known to be participating in violent behavior including gun activity.” Commissioner Davis added, “This investigation is a great example of the powerful impact cooperative law enforcement can have on protecting the quality of life for city residents and purging violent offenders from our community.”

Of the eleven federal defendants, six were arrested this morning. Two defendants were already in custody on unrelated charges. All those arrested will appear in federal court later today before a U.S. Magistrate Judge. Law enforcement personnel are seeking the arrests of the remaining three federal defendants.

All of the federal defendants are charged with one or more counts of distributing crack cocaine in Boston. Upon conviction, the maximum penalty for distribution of crack cocaine is 20 years in prison, to be followed by at least 3 years of supervised release, and a $1 million fine.

“The individuals taken off the streets today are believed to be players in a drug trade that threatens the health and safety of residents across Boston and the Commonwealth,” commented Suffolk County District Attorney Conley. “The U.S. Attorney’s Office and the Boston Police Department are invaluable allies in our daily effort to interdict their deadly stock in trade, and we thank them for their aid and assistance in bringing these defendants to justice.”

Six of the ten state defendants were also arrested today on drug charges. Three of the state defendants are juveniles. Two of the defendants, including one of the juveniles, were already in custody on unrelated charges. Law enforcement personnel are seeking the arrests of the remaining two state defendants.

The Mobile Enforcement Team program was created by the DEA in early 1995 to assist local law enforcement in responding to the overwhelming problem of drug-related crime that plagues neighborhoods and communities throughout the United States. The challenges facing law enforcement today are daunting. The increasing sophistication of drug-trafficking organizations make drug law enforcement more difficult than ever before. The MET program helps local law enforcement entities attack drug organizations in their neighborhoods and restores a safer environment for the residents of these communities.
MET Agents assist local law enforcement officers in the following ways:
-Identifying major drug traffickers and organizations.
-Collecting, analyzing, and sharing intelligence with state and local counterparts.
-Cultivating investigations against drug offenders and gangs.
-Arresting drug traffickers.
-Seizing the assets of drug offenders and gangs.
-Providing support to federal, state, and local prosecutors.

Local police chiefs, county sheriffs, and state and local prosecutors who feel that there is a need for MET assistance in their jurisdiction can submit a written request to the DEA Special Agent in Charge responsible for their particular area. Upon acceptance of a request, the MET in that jurisdiction sends a pre-deployment assessment team consisting of two to three agents to meet with the requesting official and other cooperating local law enforcement agencies in order to evaluate the problem. Upon approval, the entire MET is deployed to that city to begin investigative activity against the primary drug trafficking individuals and organizations identified in the pre-deployment assessment.

The investigations were conducted by the Special Investigation Unit, the Youth Violence Strike Force and the Drug Control Unit of the Boston Police Department; the U.S. Drug Enforcement Administration’s Mobile Enforcement Team; and the Bureau of Alcohol, Tobacco, Firearms and Explosives. The cases are being prosecuted by Assistant U.S. Attorneys in Sullivan’s Organized Crime Drug Enforcement Task Force Unit. The state cases are being prosecuted by Assistant District Attorneys in Suffolk County District Attorney Conley’s Office.

The details contained in the Indictments and Complaints are allegations. The defendants are presumed to be innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

Residents, particularly in the Dorchester community, will see an increase in police presence. In the coming days, we will work closely with our community partners as well as specialized police resources to mount a strong and coordinated response in our ceaseless efforts to end gun violence.” Commissioner Davis added, “It is astonishing to me that a 14-year-old has been murdered and individuals, who can identify the person responsible, have been unwilling to provide helpful information.”
