Making First Night 2007 a Safe Night for Everyone

Below is the text of Commissioner Ed Davis' comments at today's press conference outlining First Night 2007

First Night is a great Boston tradition. Not only is it one of our largest events, it is also one of our premier family events. We are expecting another large crowd this year, and the Boston Police are asking everyone to celebrate responsibly. New Year’s Eve is a time for celebration, and we expect everyone who comes into this city to celebrate peacefully and responsibly.

First Night is a family event. We are encouraging families to bring their children into First Night. And we are also telling everyone to leave the alcohol at home. If there are individuals who do not choose to celebrate responsibly, the Boston Police Department will be on hand, and we will have a zero tolerance policy toward any alcohol violation. That means no open containers, no underage drinking, and no unruly behavior on our streets.

The Boston Police will have a large, visible presence at all First Night events. There are at least 34 indoor events that will be held during First Night, as well as the many large, outdoor events and celebrations. You can expect to see uniformed Boston Police officers in locations such as the Back Bay, the Boston Common, Downtown and Waterfront areas.

This enforcement effort extends beyond the celebration in downtown Boston. Officers in all of our Districts will be on the lookout for loud party complaints and disorderly behavior in our neighborhoods.

We strongly encourage everyone to take public transportation into First Night. We will be diverting traffic at several events, such as the Grand Procession Parade in the Back Bay, and the fireworks displays at both the Boston Common and the waterfront.

There will also be a number of parking restrictions in place throughout downtown Boston. You can minimize the impact that this will have by leaving your car at home.

There are no specific threats of terrorism against the city of Boston or any of our celebrations. However, due diligence demands that we take special precautions whenever we have such a large numbers of people coming into the City.

We will be staffing the Unified Command Center at Boston Police headquarters, and we will be working closely with our public safety partners, including the Boston Fire Department, Transportation Department, MBTA Police, State police, and FBI.

We will also have Joint Hazardous Materials Teams operating in Boston, along with alongside Army Civil Support Teams. These are all standard precautions we take at any event of this scale.

Our goal is to make the 2006 First Night a safe night for everyone. There are a few basic steps that families can take to make sure that the enjoy First Night safely:

  1. Parents should not send their children into the city unsupervised, as we are expecting a very large crowd.

  2. Families should have a plan if members of their group become separated or lost. They should have an agreed-upon meeting place or a phone number of somebody they can call.

  3. Check the weather report before leaving your house, Dress appropriately.

I wish everyone a happy New Year, and, on behalf of the Boston Police Department, hope that everyone has a happy and safe First Night celebration.

The Giving Tree: A new BPD Tradition

In what is becoming an annual tradition, the Boston Police Department installed a Giving Tree in the 4th floor hallway of Boston Police Headquarters.

giving tree_3.gif

From the story of the giving tree:

“Their stories are heartbreaking; there are children with physical and mental handicaps, several this year have cancer, and we were given the names of several homeless children/families. Many of these children have parents who are ill or suffering from addiction, most are single parent families. Some have little to eat and wear the same thread born clothes day after day. The names of these less fortunate children have been provided by the Youth Service Officers at every district. If you could find it in your heart to help provide an article of warm clothing for one of these children who are not so fortunate, it would be deeply appreciated.”

Hung on the tree were dozens of paper ornaments, each listing the name and clothing sizes of a child. Dept members were invited to take one of these tags from the tree, and replace it with a wrapped present for the child.

As the above photo shows, the tree was soon surrounded by presents. The photo was taken last week. By yesterday afternoon, there were even more presents. In this Globe photo, officers are shown stacking some of the many gifts that were left under the tree. The presents will be delivered before Christmas.

The giving tree was highlighted in an article in today’s Boston Globe:

"Youth service officers from the Boston Police Department prepared to deliver an estimated 500 donated gifts to needy children yesterday. Along with other department employees, they participated in the "Giving Tree" program by plucking paper ornaments describing a child's age, specific needs, and clothing size from a 10-foot-tall tree.

...Captain Genevieve King said the program, launched last year, is helped by community agencies such as the Boys and Girls Club of Boston. Community organizations and youth service officers work together to identify the city's most impoverished children.

Thank you to Annie Wilcox, the Bureau of Field Services, and the Youth Services Officers for another successful giving Tree, and to everyone who donated.

Transcript: 12/13 Question and Answer Session

f_a2.jpg

Transcript of a question and answer session following the announcement by Boston Police Commissioner Edward Davis of a development in the Norfleet Homicide Investigation. Commissioner Davis was joined by Reverend Jeffrey Brown of Union Baptist Church, Reverend William Dickerson of Greater Love Tabernacle Church, and Reverend Darnell Williams, CEO of the Urban League of Eastern Massachusetts.

QUESTION ONE: You talk about a collaboration with the community. What role if any did that play in the arrest? You said that the arrests were based on a traffic stop. And a subsequent investigation led to the finding of the weapons, and the linking of the weapons to the Norfleet murder. What role did community involvement or community collaboration play in this arrest, if any?

ANSWER: The stop was made by several units of the Boston Police Department, but I think most notably one of the key individuals in this stop was a Boston Housing Officer. She has done a tremendous job in community policing outreach. She knows who the people are, in the areas of her responsibility, she knows them personally and that particular piece of information played a vital role in identifying the people responsible.

I also want to stress that I can talk a lot about the community side of this, and I can probably answer all questions that I can, but on the homicide side of things, that investigation is very active and ongoing, so I’m going to be limited in what I can say

QUESTION: Are these weapons linked in any way to any other shootings? Or anything… Are you looking outside the State?

ANSWER
(Rev Brown:) I want to answer the first question. I believe that the collaboration as relates to Reverend Brown, Rev Culppepper, and of the Urban League Reverend Darnell Williams and others… we will send a message: let’s work together, let’s not promote any more violence, let’s promote peace. Lets not rush to judgment. So that’s where the collaboration comes in because the Police Commissioner, not even the Boston Police can handle all of Boston residents as it relates to us getting out the message. So the more tight and consent our collaboration is, as it relates to a positive message, that will help, I believe, curtail some things. That’s what I believe our collaboration will help in this regard.

QUESTION: So in addition to forums like this, is that message being given personally, out on the street, and from pulpits, and meetings …

ANSWER
(Rev Brown): Exactly.

QUESTION: Commissioner, I know you can’t discuss an ongoing investigation, but it’s clear from the charges, that the shooter hasn’t been identified?

ANSWER:
Correct

QUESTION:And what about the weapons? Are you looking at the possibility of other crimes, maybe out of state --

ANSWER
I can’t comment about this specific investigation, but as a matter of protocol all the crime guns that we confiscate are tested against other crimes, so that’s part of every ongoing investigation.

QUESTION: When did the ballistic and fingerprint evidence come back? Late yesterday, or --

ANSWER
I can’t get into details of when exactly things happened, it is all part of an ongoing investigation.

QUESTION:Is there anything also that can be said about why he (suspect Jerome Brody) would be in possession of the guns that were used in the Norfleet killing but would not be considered a suspect?

ANSWER
I would not comment on that.

QUESTION: He’s from Everett. Do we know what his relationship to that neighborhood is, and his relationship to Norfleet?

ANSWER
I don’t know about if there’s any relationship with the victim. I can tell you that we have several addresses on this individual. Everett has been one that popped up most frequently… but he was found in Boston early this morning, so he moves around, I can't say exactly where he's from.

QUESTION: There’s no connection to that neighborhood? Had he lived there --

ANSWER
(Rev Williams): One of the reasons we were, that we stated is that we don’t want to focus on if he has or hasn’t a specific address. The reasons we’re being very specific about that is we don’t want people jumping to conclusions; that we're not saying he's from whatever or wherever. We don’t want people to read into anything, so that we can make sure we keep the peace, and we promote peace. Because if you say he’s from East Boston, then that raises the ire in East Boston. If you say he's from Jamaica Plain, that brings in another reaction. What we are trying to say, is we do know he’s from Everett, not from anyplace else at this point in time, because we're trying to scale it down, make sure that we work in collaboration with the police until this thing gets resolved. So that’s the reasons why we, why we're emphasizing that it's not where he's from or whatever- right now we know he's from Everett.

QUESTION:But there was concern about, you know, retaliations, between gangs in that neighborhood. You know, we keep focusing on ‘don't rush to judgment', and you’re saying he's not related to gang violence

ANSWER
(Rev Williams): All were saying is that we're trying to get on the front side of it, to tell everybody to take a chill pill, take a step back, not read into it, and as a result, that’s why the three of us are standing here saying that we're in partnership so you don’t have an issue of someone speculating or guessing. So what we do know is evident, and what we don’t know is that which we're going to leave as the investigation pursues onward.

QUESTION: Mr. Norfleet was known for his efforts to bring about peace, to try and maintain the truce. What the status of the truce? Is it a frazzled truce, is it in jeopardy, what’s the assessment about things?

ANSWER
(Rev Dickerson): The status of the truce is that it still ongoing. We simply don't know the circumstances around the death of Jahmol Norfleet. So as a result of that, we are looking at this community and police-driven justice approach, as a way to bring answers, and to bring some resolution to this issue. We cannot revert to street rationale or street justice at this point. Our communities are too fragmented by violence in order for us to try perpetuate that with speculation. We need to have community justice to prevail over street justice at this point. That’s the message we’re trying to get through.

QUESTION:What was Mr. Brody’s status in between December 4th and this morning - had he been released by police? Had he been in custody at any point prior to his -- ?

ANSWER
He was not in custody. He was released, due to the circumstances surrounding the … (unable to transcribe) However, evidence was developed to link him directly to the vehicle he was operating.

ARMED ROBBERY SUSPECT CAUGHT

Today the Brookline Police Department and the Boston Police Department are pleased to announce the arrest of 40-year-old Lee Hines of West Roxbury. Hines was arrested as a result of his connection to a series of recent armed robberies in Brookline as well as the West Roxbury, Roslindale and the South End area.

Boston Police Commissioner Ed Davis stated, “This arrest was the result of teamwork between the Boston Police Department and the Brookline Police Department. I would like to publicly thank officers from both agencies for their diligence, their hard work, and their follow-through. Because of their efforts, we have removed a dangerous armed criminal from our streets.”

Recently Brookline Police applied for and were granted an arrest warrant for Hines related to two armed robberies. Yesterday, Brookline Police and Boston Police District 5 detectives conducted surveillance on the suspect’s residence. The suspect was spotted and pursued. After a brief foot chase, officers apprehended Hines in the VA Hospital parking lot. Hines was arrested and transported to District 5 for booking. He was then transported to Brookline Police headquarters to face the charges related to Brookline. During the interview, Hines admitted his involvement in numerous armed robberies in the Boston and Brookline area.

In addition, Brookline and Boston detectives executed a search warrant at his residence located at 77 Keystone Street in West Roxbury. On scene, detectives recovered a loaded firearm and clothing associated with the robberies.

In the last several months, Boston experienced a series of commercial robbery incidents that appeared to be related. A black male suspect similarly described in appearance and motive targeted gas stations, convenience stores and coffee shops, all at gunpoint using a black handgun. The suspect was reported to cover his face with a mask or bandana, and has been known to order the clerks to the floor at gunpoint. Boston Police Announce Updates Related to Evidence Management Audit

Today the Boston Police Bureau of Internal Investigations (BII) announces developments related to the ongoing audit of the Boston Police central drug depository. As previously reported, then-Acting Police Commissioner Albert E. Goslin, in conjunction with the Commander of the Evidence Management Unit, Captain Francis Armstrong, requested a routine audit of the drug depository based on the sheer scope and volume of evidence maintained at the facility. The preliminary review indicated discrepancies and prompted a thorough and exhaustive investigation of the inventory.

Newly appointed Boston Police Commissioner Edward F. Davis stated, “Superintendent-in-Chief Al Goslin and Captain Frank Armstrong have worked in concert to uncover this problem. I have the utmost confidence in their handling of this investigation. Commissioner Davis added, “Earning public trust requires that we discharge our responsibilities professionally and with the utmost integrity. We will vigorously seek to identify and pursue any indicators of corruption or mismanagement. Effective community policing requires that we hold ourselves to very high standards to engender credibility with the communities we serve.”

As a result of new evidence uncovered, findings suggest that evidence tampering is not solely historical, but also current. BII will now take aggressive steps to move this investigation forward. At this juncture, the Boston Police Department (BPD) has requested the counsel of the Massachusetts State Police. The State Police have developed a recognized model for evidence management and the BPD will seek to replicate their practice. The BPD views the experience and input from the State Police as a major asset as this case moves forward.

In addition to working with the State Police, BII has also limited access of the facility to only those directly involved with the audit and investigative process. Lastly, all current personnel, who had access to drug evidence, will be temporarily transferred from the facility to an alternative assignment.

According to Superintendent-in-Chief Albert E. Goslin, “Due diligence requires that we transfer all employees with access to drug evidence. This step is necessary to both protect the investigative process and ensure the integrity of the current drug evidence. This in no way should be seen as compromising our original intent behind this investigation: to identify the person or persons responsible without compromising the professionalism and honor of others associated with the unit.”

A department dedicated to preventing and when necessary uncovering criminal activity is crucial to the establishment of an effective, credible and trustworthy police force. This department has zero tolerance for officers who undermine public confidence at the expense of those men and women who do their jobs faithfully and courageously every single day. We will continue to take all necessary measures to find the person or persons responsible and if identified, the case will be pursued aggressively.

Swearing in Ceremony for Commissioner Davis

The text of Police Commisioner Edward Davis is now availible.

"I am truly energized by the challenges this job presents. We are at a critical point in our City’s history. The successes of the 90’s - when crime, particularly the murder rate, was driven to historic lows - are behind us. While overall crime is still down (Part I crime is down 3%, according to preliminary numbers), violent crime has been increasing over the last few years. This is true in many cities across the nation. All of us in law enforcement saw this as inevitable, but that does not mean we have to accept it. "

Swearing in Ceremony for Commissioner Davis

Thank you, Chief Goslin. And a special thank you to Principal Jones and your staff of the Mildred Avenue Middle School for allowing us to use this school.

Mr. Mayor, Mrs. Menino, and distinguished guests:

Before I begin my remarks, we all know the Boston police department lost a valued and long time member of our department yesterday. I hope that officer Denise Corbett’s family knows that we mourn with them and offer whatever help we can give in their time of grief. I want to pause for a moment of silence for the Corbett family.

Thank you to Mayor Menino, for giving me this opportunity. In the past three weeks, I have had the distinct pleasure of accompanying the Mayor to every neighborhood in the city of Boston. His workday is nothing short of overwhelming. While trying to keep up with him I have learned that he seems to know everyone in Boston by their first name.

The Mayor cares about people and they know that. It is an honor to know him and his wonderful and equally committed wife, Angela.

Thank you to Al Goslin, for your outstanding job as Acting Commissioner these past seven months. Your 39 years of service and commitment to this Department is an example for all of our officers to follow. I and everyone that I know in the department and the city is thrilled that you have agreed to stay on as Superintendent-in-Chief. I look forward to working in partnership with you as we move forward building teams among the leadership of the Boston Police.

Thank you to my family, for their love and support all these years. You cannot achieve the goals that I have been privileged to experience without the sacrifice of your loved ones.
I am blessed with a patient and understanding wife Jane, with whom I will celebrate 25 years of marriage this June. Without her I would not be here today.

My son Ed is currently going to college and working as an EMT. I am very proud of him as he follows the family commitment to public safety. My daughter Kaitlyn is an exceptional student at Suffolk University; she aspires to be an attorney. My youngest son Phillip is a junior in high school and a starting goalie for the Lowell high hockey team. I am a very proud father.

Thank you to the officers and staff of the Boston Police Department, both present and past. You have built a legacy of accomplishment that leaves me humbled by this great opportunity. I plan to build on these past successes, and am confident that this Department, the first in the nation, will continue to stand among the best in the nation.

Thank you to the people of Boston. Since the Mayor announced my selection last month, I have been meeting with community groups and other active and caring community members across this city. I have found Boston to be full of people who are committed to this city. People who are passionate about their neighborhoods and their safety, and who are willing to work hard as we make this a safer city.

I have also found that the people of the city of Boston are incredibly hospitable and open. They have welcomed me and my family. I have received so many offers of help in picking a new home that I am fearful of the reality that I must actually pick one neighborhood over another.

I see the men and women of the Lowell Police Department here, sworn and civilian. I thank you for coming. I thank all of you for what you have taught me. I thank you for being my partner as we worked to make Lowell a safe place. I know that the Lowell PD will continue that vital work under the direction of my lifelong friend, newly appointed Superintendent Ken Lavallee.

I am also humbled to see so many of my colleagues from local, state and federal law enforcement, as well as elected officials, union representatives, and members of the clergy and the community.

It is impossible to convey my excitement and renewed sense of commitment to my profession as I accept this position today. I hail from a family of police officers. I have enjoyed a long career in law enforcement, working with some incredible men and women as a member of the Lowell Police Department, the last dozen years as Chief of that force. Police work is something that I truly love and enjoy, even after all these
years.

I am excited by this opportunity. The BPD has long been recognized as the model police department when it comes to big-city community-policing innovations. Trust me when I tell you that Boston has built an international reputation for the level of partnerships and collaborations with the community and with other law enforcement agencies. I am thrilled for the opportunity to work with the men and women of the BPD to help me build on that history and strengthen our foundations.

I am truly energized by the challenges this job presents.

As in other major cities in this country, the successes achieved in the 90’s changed citizen’s expectations for crime. We must endeavor to reduce violence and the tolerance of violence in our communities. The challenge now is how do we re-invigorate our efforts?

It’s more than just a matter of dusting off previous strategies. These aren’t the 1990’s. We do not have the huge influx of funding from the Federal government that we enjoyed back then. As the Commissioner of a large city police department, I plan to be a very vocal participant in the effort to change that at the national level.

Instead of looking back, this is a time to look forward. We need to ask “What new strategies can we use to keep our city safe?” We are fortunate that Boston already has in place very committed people willing to work hard to reduce violence. That includes the people of this City, the religious community, the Boston Police command staff, and our officers in the field. I intend to work with all of them to find new ways to drive down crime.

There are two things I believe in, and they are beliefs that will guide nearly every decision I make as your Police Commissioner

One: I believe in community policing. Police and community partnerships are the most effective way to drive down crime.

Two: I believe that a police department derives its credibility from the community we serve. A trusting relationship between police and community is essential. That means engaging in real dialogue, partnership and openness.

As your Police Commissioner, I have three immediate priorities:

Priority One is to drive down violent crime in our neighborhoods, especially the level of gun violence in our city. We will maintain a relentless focus on driving down violent crime and the fear of crime.

Priority Two is to develop and implement strategies that will once again make the BPD the home of innovation. I promise you that the best programs in the country will be here in Boston. I pledge to be open to innovative ideas from all levels of this department. Officers closest to the streets produce the best ideas for the neighborhoods they police.

Obviously, fiscal challenges await me. Of course, money always helps, but again, money cannot be the only solution considered. We must invest in sound strategies, appropriate tools, prevention efforts and the resources already found in the department – the men and women in blue and the cadre of personnel who support their efforts every day.

My third priority is to improve trust within the community. As I’ve said, our legitimacy comes from the community. In Lowell, we received national acclaim for engaging in proactive conversation for our to include our minority communities in conversations about race and policing. Proactive outreach to every constituency is vital to real communication that is the basis of trust.

I have already been meeting with ministers, business owners,
and neighborhood groups. The Ten Point Coalition is revitalized and working hard with us to stop the cycle of violence. Reverend Brown and Minister Don Mohammed, Reverend John Borders are an example of our many partners. We value their role and we thank them.

I have also met with many other ministers and members of the clergy in a number of our neighborhoods – too many to mention here - and I have come away impressed with their level of commitment and their ability to outreach to the community.

At each of those meetings, I have made it clear that I do not believe in indiscriminate policing. Indiscriminate policing can build a wall between the police and the community.
I prefer instead to direct our resources toward targeted, focused prevention, enforcement and investigative efforts. This Department has already broken a lot of new ground by focusing on the intersection of high impact people, problem locations and behaviors, and focusing their efforts on those points. That work will continue.

If we are to have credibility within our many diverse communities, we as an agency must reflect that diversity at all levels. The Department toady is more diverse than at any point in its history. But that is not enough. I will do everything within the constraints of the law to further diversify this Department and the Command Staff. Recruiting young people from our own neighborhoods to the police not only helps build trust, but builds a better police department.

Over the weeks and months ahead, you will be hearing a lot more from me as I lay out the specifics of our plans and strategies for the Department. I will invite community members to be at the table as we develop our strategies. Only a small percentage of police operations need to be “secret.” Openness and accountability must rule the day.

What do I expect of our officers? I expect all BPD officers to be respectful, develop trust in, with and for the community, treat even the bad guys with dignity afforded as human beings, and be ever cognizant of the fact that our legitimacy comes from the community.

In return, I can promise you my support and leadership. I understand that our officers have worked hard these past few years. I can promise you that I will work just as hard, to make sure you have the strategies, programs, tools, and training you need to do your job.

Boston, the birthplace of Community Policing, is a perfect location to harness the momentum that can effect real and dramatic change in our neighborhoods. There are new realities that Boston, like most other major cities, is trying to adjust to. I know Boston has seen great successes in the past when all of the stakeholders worked together. I know that by working together, we will achieve even greater successes. I believe in this city, in this Department, and in our ability to work together. I know the Mayor believes. And I know our officers believe.

That's why I stand before you today, energized and confident of our success, as we work together to make the Boston Police the best Community Police force in the nation. I am eager to continue my career in public
service as your Police Commissioner.

Thank you.
