CITIZEN ALERT NETWORK EXPANDS CITY WIDE

The Boston Police Department is pleased to announce that it has expanded, Citizen Observer, the Boston Police Alert Network, to include all 11 Districts. Initially released as a pilot in three districts, C-6 (South Boston), C-11 (Dorchester), and B-2 (Roxbury), Citizen Observer has proven to be an effective communication tool for the Boston Police.

Acting Boston Police Commissioner Albert E. Goslin stated, “Good communication between law enforcement and the community is an essential element to keeping our city safe.” Commissioner Goslin added, “I am so pleased to be able to expand this public safety service to neighborhoods across the city. I urge all community members to join the Citizen Alert Network to receive important public safety information and timely news alerts.”

The Alert Network allows police to instantly update registered users about crime, emergencies and other important information. Information on fugitives, missing persons and unsolved cases is also provided on alerts. There will also be a “Submit a Tip” feature on alerts allowing people to directly reply to police with tips and other information.

Residents need to register online to receive these alerts. People can register at www.CitizenObserver.com and click on the Sign Up Now link. This service offers four types of alerts:

· Citizen Alerts – informs all registered users of a public safety concerns. Police will provide descriptions of incidents, actions taken and photographs when possible. Alerts will be delivered via e-mail and text messages;
· Business Alerts – targeted to specific business types, so businesses will receive information relevant to their business. Alerts will be delivered via fax, e-mail and text messages;
· Case Alerts – Police will automatically send information about open cases to all registered users. Alerts will be delivered via e-mail and text messages;
· Neighborhood Watch Group Alerts – Police will send targeted alerts to specific neighborhoods with information about crimes in the immediate area. Alerts will be delivered via e-mail and text message.

In September, the BPD asked the public for their feedback on the service via an online survey and the results showed the public’s support. When asked which alerts are most important, the following were the top five in order: House Break-In, Mugging, Sexual Assaults, Drug Dealing, and Homicide.

Actual Comments from Survey:

· I think it's good to know what is going on in the community. I've found the service to be very worthwhile.
· It is extremely helpful to transmit accurate and useful information from the source on a timely basis. I have children that range in age from 6 to 14 years of age. These alerts provide me with information that could possibly help my kids from being in the wrong place at the wrong time. If nothing else these alerts help me to be aware of situations that I may not have known about at all.
· It lets you know what is going on around you so you can take appropriate measures. It also makes you feel more connected with the police department.

Survey Requests and feedback:

· I get alerts for other communities other than mine in South Boston. I'm not really concerned with these so if you could tailor it so that only alerts for your area are received that would be great.

BPD RESPONSE - Functionality has been built in to send to Alerts to specific zip codes. Those living and working in South Boston can expect to only receive alerts specific for Zip Codes in South Boston. Alerts may be sent citywide when a citywide response is necessary.

· Have more targeted areas that one could sign up for. There should be a way to sign up for specific neighborhoods like the South End.

BPD RESPONSE - Citizen Observer is now available in all districts.

· Post the numbers of ways to report drug dealings and other problems.

BPD RESPONSE – Citizen Observer Users have been trained to "inform and educate." Alerts will include facts about what happened and educate the public on what they can do to help and protect themselves and each other, and provide information back to BPD.

· I'd like to receive alerts via RSS.

BPD RESPONSE – RSS feeds are now available via www.BostonCrimeWatch.com.

IACP Launches Identity Theft Web Site

While in Boston last week, the International Association of Chiefs of Police, in partnership with Bank of America, launched a new Web site designed to help fight identity theft (www.IDSafety.org)

"The first step in the project is the launch of a comprehensive Web site, www.IDSafety.org, designed to help both consumer and law enforcement officials prevent and report identity crime, investigate the perpetrators, and respond effectively to victims...

The IACP and Bank of America formed this partnership because responding to identity crimes poses a significant challenge to consumers, financial institutions, and law enforcement agencies. All too often, victims of identity crime are uncertain about the steps they should take if they suspect or discover identity crime. A report from the Federal Trade Commission found that in 2005, barely one-third of identity crime victims contacted police to report their losses." From the Press Release.

Belin is one of several suspects in a series of identify theft cases, as highlighted this morning on BPDNews. At this time, several other suspects who are believed to be involved, remain at large.

Update to Evidence Audit

As press reports today indicated, I recently initiated a routine audit of the central drug depository due to the sheer scope and volume of the evidence maintained there. The audit revealed some discrepancies, which caused me concern. I have since requested that the Superintendent of the Bureau of Internal Investigations, Robert Harrington, utilize the Boston Police Anti-Corruption Unit to commence a full and thorough investigation of the inventory. This investigation is in its preliminary stages as there is an extensive amount of information to review. At this time, I will not compromise the integrity of the investigation by engaging in speculation related to its outcome. The department will go where the evidence takes us and the findings will be presented upon completion. If misconduct is discovered, it will be dealt with swiftly, forcefully and aggressively.

As Acting Police Commissioner and former Superintendent of the Bureau of Internal Investigations, I embrace and encourage the necessity of an effective internal investigative function. A department dedicated to preventing and when necessary uncovering intentional police misconduct is crucial to the establishment of an effective, credible and trustworthy police force. This department will not stand for officers who undermine public confidence at the expense of the many who do their jobs courageously every single day. The Boston Police Department is steadfast in ensuring that ‘police’ and ‘integrity’ are synonymous terms.

– Acting Police Commissioner Albert E. Goslin

INFORMATION ADVISORY: Identified Pattern of Larceny and Identity Theft

Overview: Several incidents have taken place throughout the city that police believe are related. An investigation by the Boston Police Special Investigations Unit and the Postal Financial Crimes Task Force have identified members of an organized ring that have been stealing pocketbooks from restaurants and hotels in the Boston area, as well as other large cities on the East Coast.

On October 3, 2006, the Maryland Metro Area Fraud Task Force, working in conjunction with the Boston Police Special Investigations Unit, executed a search warrant at a suspect’s residence. The search recovered several counterfeit IDs, checkbooks and personal information belonging to victims spanning the East Coast.

The theft of purses is almost always a crime of opportunity. Your chances of this happening to you can be greatly reduced with the careful consideration of the following prevention tips:

· When in a restaurant, if you choose to your purse under your chair then put the leg of your chair through your purse strap, your purse will then be a considerably less accessible target
· Do not hang your purse on the back of a chair and out of your sight.
· Do not put your purse down on the ground and/or leave it unattended
· If you must carry a purse, carry only the items that you need and never large amounts of cash
· Always be cognizant of your surroundings and walk with confidence and purpose
· Walk in well lit areas and avoid walking close to areas which would allow a thief to hide in an entrance way or behind a parked car
· Carry your purse close to your person, preferably in front, don’t wrap your purse strap too tightly around your wrist or shoulder, you’re likely to get hurt if a thief were to grab it forcefully

Have a Safe and Goulishly Good Halloween!

The Boston Police Department wishes the Boston community a happy and safe Halloween! The department encourages safety and supervision during the annual Trick-or-Treat season. Halloween is fun for people of all ages, but it is most important for parents to closely adhere to a few guidelines to ensure your night runs smoothly!

If you would like to celebrate Halloween with the Boston Police Department, see below for a police-sponsored event in your district.

  • Parents should establish a route for children, stay within familiar areas and surroundings
  • Remind kids not to enter strangers' homes or cars
  • Remind children to avoid homes without an outside light on
  • Attach your phone number and address to your children’s costume
  • Take a flashlight
  • Be sure clothing/costumes are bright, reflective and flame retardent
  • Set rules about not eating treats until kids get home. Be sure to inspect all treats before allowing kids to eat them.
  • When in doubt, throw it out! Candy that has been opened should be thrown away. Any homemade treats or fruit should be inspected closely.
  • Never cross the street from between parked cars.
  • Watch open flames from jack-o-lanterns as they can catch costumes and long wigs on fire.
  • Make sure that fake knives, swords, and guns are made from cardboard or other flexible materials to avoid accidental injury or worse, have them mistaken for the real thing!

It is also important to ensure that your home is safe and accessible to trick-or-treaters. As adults there are some very simple things we can do to make the evening safe everyone:

  • Turn on your porch light.
  • Move lit jack-o-lanterns off the porch where kids get bunched up if they are trick-or-treating in groups.
  • Remove objects from your yard that might present a hazard.
  • Drive slowly all evening-you never know what creature may suddenly cross your path.
  • Report any suspicious or criminal activity to the police.
