CITIZEN ALERT NETWORK EXPANDS CITY WIDE

The Boston Police Department is pleased to announce that it has expanded, Citizen Observer, the Boston Police Alert Network, to include all 11 Districts. Initially released as a pilot in three districts, C-6 (South Boston), C-11 (Dorchester), and B-2 (Roxbury), Citizen Observer has proven to be an effective communication tool for the Boston Police.

Acting Boston Police Commissioner Albert E. Goslin stated, “Good communication between law enforcement and the community is an essential element to keeping our city safe.” Commissioner Goslin added, “I am so pleased to be able to expand this public safety service to neighborhoods across the city. I urge all community members to join the Citizen Alert Network to receive important public safety information and timely news alerts.”

The Alert Network allows police to instantly update registered users about crime, emergencies and other important information. Information on fugitives, missing persons and unsolved cases is also provided on alerts. There will also be a “Submit a Tip” feature on alerts allowing people to directly reply to police with tips and other information.

Residents need to register online to receive these alerts. People can register at www.CitizenObserver.com and click on the Sign Up Now link. This service offers four types of alerts:

· Citizen Alerts – informs all registered users of a public safety concerns. Police will provide descriptions of incidents, actions taken and photographs when possible. Alerts will be delivered via e-mail and text messages;
· Business Alerts – targeted to specific business types, so businesses will receive information relevant to their business. Alerts will be delivered via fax, e-mail and text messages;
· Case Alerts – Police will automatically send information about open cases to all registered users. Alerts will be delivered via e-mail and text messages;
· Neighborhood Watch Group Alerts – Police will send targeted alerts to specific neighborhoods with information about crimes in the immediate area. Alerts will be delivered via e-mail and text message.

In September, the BPD asked the public for their feedback on the service via an online survey and the results showed the public’s support. When asked which alerts are most important, the following were the top five in order: House Break-In, Mugging, Sexual Assaults, Drug Dealing, and Homicide.

Actual Comments from Survey:

· I think it's good to know what is going on in the community. I've found the service to be very worthwhile.
· It is extremely helpful to transmit accurate and useful information from the source on a timely basis. I have children that range in age from 6 to 14 years of age. These alerts provide me with information that could possibly help my kids from being in the wrong place at the wrong time. If nothing else these alerts help me to be aware of situations that I may not have known about at all.
· It lets you know what is going on around you so you can take appropriate measures. It also makes you feel more connected with the police department.

Survey Requests and feedback:

· I get alerts for other communities other than mine in South Boston. I'm not really concerned with these so if you could tailor it so that only alerts for your area are received that would be great.

BPD RESPONSE - Functionality has been built in to send to Alerts to specific zip codes. Those living and working in South Boston can expect to only receive alerts specific for Zip Codes in South Boston. Alerts may be sent citywide when a citywide response is necessary.

· Have more targeted areas that one could sign up for. There should be a way to sign up for specific neighborhoods like the South End.

BPD RESPONSE - Citizen Observer is now available in all districts.

· Post the numbers of ways to report drug dealings and other problems.

BPD RESPONSE – Citizen Observer Users have been trained to "inform and educate." Alerts will include facts about what happened and educate the public on what they can do to help and protect themselves and each other, and provide information back to BPD.

· I'd like to receive alerts via RSS.

BPD RESPONSE – RSS feeds are now available via www.BostonCrimeWatch.com.

IACP Launches Identity Theft Web Site

While in Boston last week, the International Association of Chiefs of Police, in partnership with Bank of America, launched a new Web site designed to help fight identity theft (www.IDSafety.org)

"The first step in the project is the launch of a comprehensive Web site, www.IDSafety.org, designed to help both consumer and law enforcement officials prevent and report identity crime, investigate the perpetrators, and respond effectively to victims...

The IACP and Bank of America formed this partnership because responding to identity crimes poses a significant challenge to consumers, financial institutions, and law enforcement agencies. All too often, victims of identity crime are uncertain about the steps they should take if they suspect or discover identity crime. A report from the Federal Trade Commission found that in 2005, barely one-third of identity crime victims contacted police to report their losses." From the Press Release.

Belin is one of several suspects in a series of identify theft cases, as highlighted this morning on BPDNews. At this time, several other suspects who are believed to be involved, remain at large.

Update to Evidence Audit

As press reports today indicated, I recently initiated a routine audit of the central drug depository due to the sheer scope and volume of the evidence maintained there. The audit revealed some discrepancies, which caused me concern. I have since requested that the Superintendent of the Bureau of Internal Investigations, Robert Harrington, utilize the Boston Police Anti-Corruption Unit to commence a full and thorough investigation of the inventory. This investigation is in its preliminary stages as there is an extensive amount of information to review. At this time, I will not compromise the integrity of the investigation by engaging in speculation related to its outcome. The department will go where the evidence takes us and the findings will be presented upon completion. If misconduct is discovered, it will be dealt with swiftly, forcefully and aggressively.

As Acting Police Commissioner and former Superintendent of the Bureau of Internal Investigations, I embrace and encourage the necessity of an effective internal investigative function. A department dedicated to preventing and when necessary uncovering intentional police misconduct is crucial to the establishment of an effective, credible and trustworthy police force. This department will not stand for officers who undermine public confidence at the expense of the many who do their jobs courageously every single day. The Boston Police Department is steadfast in ensuring that ‘police’ and ‘integrity’ are synonymous terms.

– Acting Police Commissioner Albert E. Goslin

INFORMATION ADVISORY: Identified Pattern of Larceny and Identity Theft

Overview: Several incidents have taken place throughout the city that police believe are related. An investigation by the Boston Police Special Investigations Unit and the Postal Financial Crimes Task Force have identified members of an organized ring that have been stealing pocketbooks from restaurants and hotels in the Boston area, as well as other large cities on the East Coast.

This group of individuals is believed to use the contents of the stolen purse to obtain fraudulent identification by way of the victim’s personal information. In some cases, they would use this information to withdraw large sums of money from the victim’s bank account.

On October 3, 2006, the Maryland Metro Area Fraud Task Force, working in conjunction with the Boston Police Special Investigations Unit, executed a search warrant at a suspect’s residence. The search recovered several counterfeit IDs, checkbooks and personal information belonging to victims spanning the East Coast.

At this time, several suspects, who are believed to be involved, remain at large. The Boston Police are seeking the public’s assistance in locating Charles Belin, 55, of Boston. Belin is wanted on several outstanding warrants in Massachusetts and Maryland related to identity theft. No Photograph is available for Mr. Belin

The Boston Police are also seeking to locate Carol Silva, 54, of Hyde Park. Silva is wanted for an outstanding arrest warrant in Boston related to identity fraud and larceny. Silva is also wanted in New Hampshire and Maryland on related charges.

TIPS FROM THE BPD

How To Avoid Having Your Purse Stolen:

The theft of purses is almost always a crime of opportunity. Your chances of this happening to you can be greatly reduced with the careful consideration of the following prevention tips:

· When in a restaurant, if you choose to your purse under your chair then put the leg of your chair through your purse strap, your purse will then be a considerably less accessible target
· Do not hang your purse on the back of a chair and out of your sight.
· Do not put your purse down on the ground and/or leave it unattended
· If you must carry a purse, carry only the items that you need and never large amounts of cash
· Always be cognizant of your surroundings and walk with confidence and purpose
· Walk in well lit areas and avoid walking close to areas which would allow a thief to hide in an entrance way or behind a parked car
· Carry your purse close to your person, preferably in front, don’t wrap your purse strap too tightly around your wrist or shoulder, you’re likely to get hurt if a thief were to grab it forcefully

If a thief approaches you, remember that it is best to just let it go. It is not worth being injured by resisting.

Have a Safe and Goulishly Good Halloween!

The Boston Police Department wishes the Boston community a happy and safe Halloween! The department encourages safety and supervision during the annual Trick-or-Treat season. Halloween is fun for people of all ages, but it is most important for parents to closely adhere to a few guidelines to ensure your night runs smoothly!

If you would like to celebrate Halloween with the Boston Police Department, see below for a police-sponsored event in your district.

  • Parents should establish a route for children, stay within familiar areas and surroundings
  • Remind kids not to enter strangers' homes or cars
  • Remind children to avoid homes without an outside light on
  • Attach your phone number and address to your children’s costume
  • Take a flashlight
  • Be sure clothing/costumes are bright, reflective and flame retardent
  • Set rules about not eating treats until kids get home. Be sure to inspect all treats before allowing kids to eat them.
  • When in doubt, throw it out! Candy that has been opened should be thrown away. Any homemade treats or fruit should be inspected closely.
  • Never cross the street from between parked cars.
  • Watch open flames from jack-o-lanterns as they can catch costumes and long wigs on fire.
  • Make sure that fake knives, swords, and guns are made from cardboard or other flexible materials to avoid accidental injury or worse, have them mistaken for the real thing!

It is also important to ensure that your home is safe and accessible to trick-or-treaters. As adults there are some very simple things we can do to make the evening safe everyone:

  • Turn on your porch light.
  • Move lit jack-o-lanterns off the porch where kids get bunched up if they are trick-or-treating in groups.
  • Remove objects from your yard that might present a hazard.
  • Drive slowly all evening-you never know what creature may suddenly cross your path.
  • Report any suspicious or criminal activity to the police.

Thank you, Mayor, for entrusting me with the awesome responsibility of leading this great and historic police department, the first organized police department in the country.

I want to thank my wife Jane and my 3 children for their love and support.

I want to thank the city of Lowell, and my colleagues in the Lowell Police Department for giving me the privilege of serving with such top notch individuals. Lowell has molded my commitment to neighborhoods, and I will always be thankful for my experiences there.

It is a true honor to accept this prestigious position. I am thrilled to combine my experiences in Lowell with the strong tradition of the Boston Police Department to make a positive difference in our neighborhoods, especially those most affected by crime. I am committed to having a highly visible force and increasing community trust in the police because I believe in the enormous power of citizens to impact crime and crime reduction strategies. I am also dedicated to working with n hood residents and creating strong relationships with citizen groups and community organizations to prevent crime. Our success in Lowell was rooted in collaboration, and I intend on utilizing that same approach here in this city.

I am proud to hail from a family of police. I know the needs of police officers on the street and I am going to provide them the tools they need and facilitate an environment that allows us to create successful crime preventions strategies, based on innovation and data.

Earlier today I met with some members of the Boston Police Department. I told them that as leader of this Department, I will speak on our officers’ behalf publicly, and with our Mayor so that we can accomplish our mission successfully. I also said that I am humbled to be in their company, and I look forward to working closely in partnership with them in the coming months.

I believe prevention to be the main obligation of police officers in uniform. We have a fundamental responsibility to prevent crime in this city, and I believe the best way to do that is by working in collaboration with our citizens.

I’m excited to start work here. And I am eager to team up with the community to build strong partnerships to make Boston a safer city.

Thank you

Message From the Police Commissioner

The Boston Police Department sends our condolences to our colleagues in the Manchester (NH) Police Department, who today are mourning the passing of Officer Michael Briggs. Our thoughts and prayers go out to Officer Brigg’s family and loved ones during this difficult time.

Officer’s Brigg’s murder was a terrible and repugnant act. I would like to thank the officers from all of the agencies who participated in the investigation and swift arrest of the suspect in Officer Brigg’s murder. As you are aware by now, an arrest was made in Dorchester within hours after the assault on Officer Briggs. During the year 2005, District B-3 which patrols the neighborhoods of Mattapan and parts of North Dorchester, implemented a new deployment plan, Operation Cloak and Dagger. The basic premise of this deployment plan was to stress warrant arrests, drug arrests and gun arrests. It was a district-wide initiative to target the most wanted individuals and fugitives, who presented the greatest threat to the community. As a result of this plan, District B-3 made more than 100 firearm related charges, over one thousand warrant arrests and more than 500 drug arrests. District B-3 led all of the Boston police districts in drug arrests and warrant arrests, as well as removing over 100 firearms from the streets of Mattapan and Dorchester.

The Boston Police Department also extends our congratulations to all the officers who were recognized at today’s ceremony.

INFORMATION ADVISORY: Citywide-Armed Robbery Pattern

Overview: Between September 30th and October 10th, seven commercial robbery incidents have taken place throughout the city that appears to be related. A black male suspect (age 20-30), similarly described in appearance and motive has robbed four gas stations and two convenience stores (two incidents at one location), all at gunpoint using a black handgun. The suspect has been reported to cover his face with a mask or bandana, and orders the clerks to the floor at gunpoint. The suspect has stolen cash and lottery tickets.

Four incidents took place on District E5, one on District E13, and two on District D4. All of the incidents have taken place between 7:30 PM and 4:00 AM. The suspect was seen fleeing in a waiting silver Pontiac 4-door vehicle, with a black male driver, on 10/6/06. Suspect was seen fleeing on a bicycle after the latest incident on 10/10/06.

Similarities in each incident:

· Made the clerk get down on floor
· Black gun shown
· Wearing Mask
· Took money from registers

District E5 detectives believe that there may be two suspects acting in the robberies that have taken place on their district:

· The incidents at the Lil’ Peach on 09/30/06 and the Shell gas station on 10/04/06 appear to have the same suspect. In these incidents the suspect quickly enters the business with a firearm drawn in his right hand and pointed at the clerk. The suspect was wearing a brown suede glove on his right hand with white fur on the outside. Lottery tickets were stolen in these incidents.

· The incidents at the Lil’ Peach on 10/09/06 and the Hess gas station on 10/10/06 appear to have the same suspect. In these incidents, the suspect did not appear to be in a hurry, unlike the aforementioned incidents. The suspect appeared to be wearing a Crash-Test Dummy facemask in both of the incidents, and no lottery tickets were taken.

It is unclear whether or not the two suspects are acting together in this robbery series.

Incident Details:

· E5 –On 10/10/06 @ 8:15 PM, the Hess gas station, located at 5315 Washington St., was robbed by a black male wearing a “Halloween type” mask (possibly a crash-dummy mask). The suspect threatened to shoot the clerk, ordered her to the floor, and took money from the register and safe deposit box. The suspect was seen fleeing on a bicycle. A hat worn by the suspect was recovered.

· E5 –On 10/9/06 @ 11:45 PM, the Lil’ Peach, located at 7 Spring St., was robbed by a black male wearing a crash-dummy mask. The suspect ordered the clerk down on the floor at gunpoint (black firearm). The suspect fled with money from the register.

· D4 –On 10/7/06 @ 4:02 AM, Symphony Market, located at 1130 Boylston St., was robbed by a black male (approx. age 25, light colored mask). The suspect ordered the victim to the floor at gunpoint (black firearm) and ordered victim to open the register. The suspect fired a round from the gun. The suspect fled with $3000, victim’s wallet, and lottery tickets.

· D4 -On 10/6/06 @ 1:50 AM, the Fenway Shell gas station, located at 1241 Boylston St., was robbed by a black male (approx. age 28). The suspect was seen fleeing in a silver Pontiac 4-door vehicle, with a black male driver.

· E5 –On 10/4/06 @ 7:29 PM, the Shell gas station, located at 145 Spring St., was robbed by a black male (age 18-22). The suspect demanded money at gunpoint (black firearm), and then ordered the clerk to the floor. The suspect fled with cash and lottery tickets.

TWENTY-THREE DEFENDANTS CHARGED FEDERALLY AND STATESIDE

WITH CRACK AND POWDER COCAINE DISTRIBUTION
IN BROMLEY-HEATH HOUSING PROJECT AREA

Boston, MA... United States Attorney Michael J. Sullivan; Daniel Conley, Suffolk County District Attorney; Kenneth W. Kaiser, Special Agent in Charge of the Federal Bureau of Investigation in New England; and Albert Goslin, Acting Commissioner of the Boston PoliceDepartment, announced the unsealing today of twelve federal Indictments and one Complaint charging a total of eighteen defendants with distributing crack and powder cocaine in the Bromley-Heath housing development, in the Jamaica Plain section of Boston. Also, fiveindividuals, three of whom under the age of 18, have been named in state charges alleging cocaine distribution.

“This investigation reflects the commitment of the Department of Justice, including the U.S. Attorney’s Office and the FBI, to work closely together with local and state agencies to bring federal resources to bear on community Problems,” stated U.S. Attorney Sullivan. “In this case, each of the federal defendants is alleged to have dealt crack or powder cocaine either inside or within 1,000 feet of a public housing facility or with using minors in their drug operations. Such activity cannot be tolerated. Law abiding citizens, regardless of their social or economic status, should be able to reside in safety, without fear or exposure to drug activity and the violence that typically accompanies it.”

Today’s charges are the result of a six-month investigation conducted by FBI Special Agents and members of the Boston Police Department's District E-13 Drug Control Unit, in conjunction with the U.S. Attorney’s Office and the Suffolk County District Attorney’s Office. The investigation, dubbed “Operation Brick House”, targeted crack Cocaine trafficking in the Bromley-Heath Housing Development in Jamaica Plain. All but one of the eighteen federal defendants are charged with distribution of crack cocaine; one is alleged to have distributed powder cocaine. As well, all but one of the eighteen federal defendants are also charged with having conducted their drug deals either inside or within 1,000 feet of the Bromley-Heath Housing Development - a charge that doubles the maximum sentence from 20 to 40 years in prison for crack distribution. Additionally, two of the defendants, TROY BISHOP and CARL BARROWS, are alleged to have used minors in their drug dealing activities, including exchanging drugs and money with customers.

“No family should have to live or raise children in the shadow of drugs and crime,” stated District Attorney Conley. “The drug trade destroys individuals, families, and communities, and the indictments announced today reflect a joint effort by local, state, and federal authorities to cut it down wherever it takes root. These charges, and the investigation that preceded them, represent our shared commitment to a better quality of life for the residents of the Bromley-Heath development and public housing across the Commonwealth.”

Based on today’s drug charges, where appropriate, the housing contracts of defendants and their families will be subject to a review by the Boston Housing Authority (BHA) and the U.S. Department of Housing and Urban Development (HUD) for possible referral to the Housing Court for eviction. Tenants of public housing projects such as Bromley-Heath must sign HUD Section 8 housing contracts that include the prohibition of drug activity or the knowing allowance of drug activity by any of the residents in an apartment. Violation of this housing contract condition can result in eviction following a hearing and a ruling by the Housing Court.

Nine of the eighteen federal defendants were arrested this morning and will appear later this afternoon in federal court before a U.S. Magistrate Judge. Four of the federal defendants, KENNETH WHIGHAM, SR., LUIS RAMON ORTIZ, LUIS GARCIA, JR. and AMOS CARRASQUILLO, are already in state custody on unrelated charges. Two of the five state defendants were also arrested this morning; one, ANTONIO BETACOUR, is already in state custody. The arrests of the remaining five federal defendants and two state defendants are still being sought.

“This level of federal, state and local coordination can have a substantial effect on drug trade as evidenced by today’s indictments, which have successfully extracted a significant number of impact players for the Bromley-Heath community,” stated Acting BPD Commissioner Goslin. “The Boston Police Department, working closely with our law enforcement partners, will remain steadfast in our efforts to get drug dealers off the streets so we can provide a safer community for all Boston residents.”

“The FBI will continue to aggressively partner with its federal, state, and local law enforcement partners to remove dangerous felons form the streets and improve the quality of life for the citizens of Boston,” stated FBI Special Agent in Charge Kaiser. “This investigation is an example of what cooperative law enforcement can accomplish when all agencies pull together to accomplish a goal and send a message that violent crime and drug trafficking will not be tolerated.”

Project ChildSafe Comes To Boston

5,000 Firearm Safety Locks To Be Distributed Locally

ChildSafe.gifToday Mayor Thomas M. Menino, in conjunction with Acting Boston Police Commissioner Albert E. Goslin is pleased to announce that the Boston Police Department will manage the distribution of free gun safety locks to local residents through a partnership with Project ChildSafe, the nationwide firearms safety education program. The gunlocks will be available starting tomorrow at all 11 Boston Police district stations as well as through the Licensing Unit at Boston Police Headquarters.

Project ChildSafe is an important step forward in helping ensure that all firearm owners fully understand their responsibilities with respect to the safe handling and storage of firearms. The gunlocks provided are cable-style and fit on most types of handguns, rifles and shotguns. The goal is to prevent a child or any other unauthorized person from accessing a firearm in your home.

Mayor Menino stated, “As Mayor, and as a grandfather, I know that nothing is more important than the safety and well being of our children,” Mayor Menino added, “Today I am proud to announce that Project Childsafe, a nationwide firearm safety education program, has provided the Boston Police Department with 5 thousand free safety locks. The locks will be distributed to gun owners “No Questions Asked” at district police stations throughout the city.”

By partnering with Project ChildSafe, the City of Boston is participating in a growing national effort to promote firearms safety education to all gun owners. It is important to note that over 40% of homes where children live have a gun, and many of those guns are locked and unloaded.

“We encourage residents to pick up a Project ChildSafe safety kit so that they can securely store their firearm,” said Acting Commissioner Goslin. “I am here today as a police officer, father and grandfather telling all of you that just talking to your children about the dangers of firearms is not enough. Children are naturally curious. If a gun is accessible in someone’s home, there is a good chance a child will find it and play with it.”

Mayor Menino, through his Strategic Crime Council, continues to launch an aggressive and innovative programs designed to educate and create awareness around firearm-related issues. The distribution of free gunlocks is just one of the many initiatives that have resulted from the mayor’s campaign against gun violence.

Project ChildSafe, a program developed by the National Shooting Sports Foundation (NSSF), will distribute millions of firearm safety kits throughout the country over the next year. The program is funded by a U.S. Department of Justice grant, with additional funding provided by the firearms industry.

Today Mayor Menino provided several key steps that parents with guns in the home can take to protect their children:

  • Unload your guns and keep them in a locked, secure place out of the reach of children.

  • Lock your ammunition in a separate location, and keep the keys and combination in a secure place.

  • And tell your kids: If they come across a gun, don’t touch it. Leave the area immediately. And tell an adult.

Mayor Menino concluded, “It’s tempting for parents to dismiss this issue by thinking, ‘I don’t need to worry about gun safety because I don’t keep a gun in my home.’ But what happens when your child goes over to a friend’s house to play? Does that household have an unlocked gun? It’s crucial that parents inquire about firearm safety in the households that their children are visiting.”
