Message from the Police Commissioner

A Boston Police Officer has been charged today with violating the rights of an unnamed female victim.

It is not unreasonable to expect that in a department this size – one of the 50 largest local Police Departments in America - there will be a few bad apples, a few officers who choose not to live up to the ideals of professionalism, service, and integrity that have been established over the past 152 years of this Department.

While this is to be expected, that does not mean that it has to be tolerated. I hold my officers to a higher standard than that of the general population. We consider any form of corruption to be repugnant, and a disgrace to the badge that so many officers have worked so hard to earn.

When we are made aware of any potential instances of corruption or police misconduct, we will aggressively pursue the investigation and go where the evidence takes us. Boston Police investigators have worked, and will continue to work with, our law enforcement partners such as the FBI and the US Attorney’s Office. Our willingness to investigate these matters underscores our dedication to integrity and service to the community.

Intentional police misconduct will not be tolerated. We will not allow a criminal to hide behind the badge. Officer Michael LoPriore has been placed on administrative leave, pending the outcome of the criminal proceedings.

Helping the Surviving Victims of a Homicide

Since 2005, the The BPD Homicide Unit has included a Family Resource Officer, who serves as a liaison between the Unit and the grieving families of a homicide victim. This Globe profiles that effort, and the members who staff the Unit: Police Officer Neva Grice and social worker Aliza Rodriguez.

"Boston is one of the few major police departments in the country with trained victim advocates in the homicide unit, department officials and outside specialists in criminal justice said yesterday. In most cities, survivors are assisted by staff from the district attorney's office, usually much later in the case. …

In addition, the advocates aim to stem angry relatives' impulse for retaliatory violence by referring survivors to social service agencies where they can find grief counseling and by offering to listen themselves, on occasion calling families for face-to-face talks." From the Boston Globe.

Roll of Honor: Detective John J. Mulligan

Memorial_wide.jpg

On this date in 1993, Boston Police Detective John J. Mulligan was shot and killed while on a security detail in Roslindale.

"Detective Mulligan was shot and killed while working a private detail. He was shot five times in the face, execution style, as he sat in his car. Two suspects were tried and convicted of first-degree murder in 1995, but one suspect had his conviction overturned in 2000 when he plea bargained for manslaughter. In February 2006, the suspect admitted his participation in the execution-style killing of Detective Mulligan." From the Officer Down memorial page.

On this day we remember Detective Mulligan’s sacrifice, and all other Boston Police officers who gave their lives to protect their fellow citizens.

Public’s Help Sought In Identification Of Homicide Victim

Boston police and Suffolk County District Attorney’s Office are seeking help in identifying a woman whose body was found last year in the chimney of a Dorchester building in hopes that someone might recognize her description. The woman’s remains were found by workmen at 17-19 Winter Street on Oct. 14. This case was profiled on the America’s Most Wanted television program this past Saturday. Anyone with knowledge of the woman’s identity is urged to call the Boston Police Department Homicide Unit at 617-343-4470 .

Below is a video of a digital reconstruction of the victim, showing what she may have looked like at the time of her death.

If you cannot view the video, there are individual images available for viewing. Download file
(PDF file)

Background
Investigators believe that the woman stood about 5’2” tall and was between 25 and 35 years of age at the time of her death. Evidence suggests that she died at least a year ago and possibly as many as five years ago.

Forensic anthropologists have indicated that the woman was of mixed ethnicity, likely Caucasian and Latino, with possible African-American and/or Asian ancestry as well. Medical experts have advised investigators that she had at least one child in life, and had no scars, tattoos, or broken bones.

A possible key to the woman’s identity is the distinct dental plate she was wearing at the time of her death. The plate, which would have been worn in her upper palate, contained two teeth and was missing a third. Based on certain grooves on her teeth, it is believed that this acrylic plate replaced a metal one that she had worn previously. Civilian dental experts have indicated that the style and construction of the plate indicates that it may have been made either in the Caribbean or in the United States by a dentist from Haiti or Jamaica.
