Some Well-Deserved Recognition

The Boston Globe profiles Franklin Miller, our 2006 Crimefighter of the Year Award recipient and a leader in the Wendover Street area.

“It's no secret there are a couple of Cape Verdean entities feuding with each other, and Wendover became one of the spots where that has played out," (Boston Police Commissioner) Goslin said. ``But Franklin, he was smart enough to make a quick assessment of the neighborhood when he moved in, and he found people who wanted to stay in the neighborhood and he pulled them together. He is a huge asset, and the message he and other residents are sending gets out among the gangbangers and trouble makers."

13th Annual Summer of Opportunity

SOO #1.jpg

Yesterday 36 students from the Boston Police-ManuLife Summer of Opportunity (SOO) had a chance to visit with Police Commissioner Al Goslin and Superintendent Paul Joyce and tour Boston Police Headquarters. This is the final week of the SOO's summer session, which started in early July. Students have spent the summer in work shops ranging from time management, communication, dressing for success, to name but a few. As this session concludes, students are currently interviewing for jobs for fall internships (the second phase of this program).

In Tuesday's session, youth learned about what it meant to be a law enforcement executive, asked questions about police procedures, innovative programs and learned about Boston's community policing philosophy. Students had a chance to meet the Police Commissioner and see personnel in action at the Operations Division and Crime Lab.

Last month marked the 13th Annual Summer of Opportunity program. Developed in 1994 by the Boston Police Department’s Youth Violence Strike Force, in partnership with John Hancock/ManuLife, to serve 40 of the city’s highest-risk youth and bridge the gap between the neighborhood and the world of work. Boston’s youth are recruited citywide and referred to the program by community organizations, criminal justice professionals and clergy, to learn job readiness and leadership skills in the private sector and earn a weekly stipend, over an six week period from June to August. Successful summer participants are then offered a chance in the Fall to participate in a 46 week internship putting what they learned over the summer into action in the workplace.

SOO #2.jpg

Quick Facts: As of June 2006:
· 480 youth have enrolled in the program
· 410 of these youth have finished Phase 1, and
· 351 have completed phase 2

Following the meeting, we asked several of the participants for feedback on their experience. This is what they had to say:

Ashley Coakley, 17 from Dorchester:
I basically learned that all police aren’t just about arresting but a lot of them want to help us and make our neighborhoods safe again. I also understand that stopping the increasing violence isn’t just a police job but the community’s job. Teens today tend to group all the cops together and don’t think too highly of them (not me though) and not all cops are the same and the meeting yesterday should go a long way towards convincing the teens in the Summer of Opportunity program that the police are trying to help.

Michael Lockley, 16 from Dorchester:
What I learned about community safety is that the police can’t do it all by themselves. The community needs to be involved too.

Tatiana Rodriguez, 16, Dorchester:
I learned things about the work that police do that I never knew about such as how many programs they have that give back to the community. I also learned that police don't only arrest people but they do things to prevent crime from happening for instance the Summer of Opportunity and the Mentor Program. After this presentation, Superintendent Joyce really convinced me that police are not what I thought them to be. I really felt the effort that Supt. Joyce, Blake Norton and Commissioner Goslin make to prevent the violence in my community and maybe one day I could give back to the community just like them. I also feel that the police understand how the violence in Boston has increased and they realized that arresting everyone is not going to help everyone. And the police seem like they are trying to look and prevent the roots of violence. I am definitely more informed about policing in Boston.

Safety Tips

Pattern of Larcenies on Newbury St./Boylston St.

Since July 1, 2006, forty (40) larcenies have occurred in the Newbury St./Boylston St. area of Boston Police District 4. It is important to note that in only three (3) of the incidents, the purse was physically removed from the victim.

The vast majority of the larcenies occurred after the victim set the purse down and/or left it unattended.
· 20 incidents occurred at coffee shops or restaurants
· 6 incidents occurred at a bar/nightclub
· 1 incident occurred at a store
· 13 incidents did not list the location of the incident

In almost all incidents the victim could not provide a suspect description.

The theft of purses is almost always a crime of opportunity. Your chances of this happening to you can be greatly reduced with the careful consideration of the following prevention tips:

· When in a restaurant, if you choose to your purse under your chair then put the leg of your chair through your purse strap, your purse will then be a considerably less accessible target
· Do not hang your purse on the back of a chair and out of your sight.
· Do not put your purse down on the ground and/or leave it unattended
· If you must carry a purse, carry only the items that you need and never large amounts of cash
· Always be cognizant of your surroundings and walk with confidence and purpose
· Walk in well lit areas and avoid walking close to areas which would allow a thief to hide in an entrance way or behind a parked car
· Carry your purse close to your person, preferably in front, don’t wrap your purse strap too tightly around your wrist or shoulder, you’re likely to get hurt if a thief were to grab it forcefully

If a thief approaches you, remember that it is best to just let it go. It is not worth being injured by resisting.

Thefts From Vehicles Decline Citywide

Recent stats show that 8 out of 11 Boston Police Districts report a decline in the number of Larceny From a Motor Vehicle (January 1 to August 6, 2005 vs. January 1 to August 6, 2006).* This resulted in a 5 % overall decrease in motor vehicle break-ins.

  • The biggest drop occurred in District A-7 (East Boston), a 47% decrease from this same period in 2005.
  • 2nd biggest drop occurred in E-5, which saw a 45% decrease.
  • View stats for all 12 Districts (PDF file)

However, three Districts (A1, B2, and D4) reported an increase in the number of thefts from motor vehicles.

  • District A-1 (Downtown) reported a 36% increase (This District includes A-15: Charlestown, which saw a 2% increase)
  • District B-2 (Roxbury/Mission Hill) reported an 18% increase
  • District 4 (South End/ Back Bay) saw a 6 % increase in Motor Vehicle breaks

Motor vehicle breaks are among the most easily preventable of crimes. They are typically crimes of opportunity, committed by thieves who look for valuables left unattended. These thieves can often be discouraged by taking a few simple steps. Here’s how you can protect yourself against motor vehicle breaks.

DO NOT LEAVE VALUABLES IN YOUR CAR WHERE OTHERS CAN SEE THEM. Valuable items, such as your laptop, iPod, etc. should never be left in the front or back seat of your vehicle. Always take your valuables with you, or move them into the trunk.

  • Lock your doors and windows. Even if your window is only slightly open, it makes your car an easier target for thieves. A thief will insert a wire into a slightly open window to pop up the door lock.

  • Replace your standard door lock buttons with tapered ones. Tapered door lock buttons make it more difficult for a thief to hook a wire or device onto the door lock button to pop it open.

  • Invest in an anti-theft device. When you buy a new or used car, checking to see if it has an anti-theft device is as important as checking the engine. If there isn't one, you should have one installed.

  • If you observe any unusual activity or observe a car theft or a break-in, call 911.

As most of you are aware by now, law enforcement authorities in London arrested 21 individuals on suspicion of planning a terrorist attack targeting commercial airline flights operating out of the United Kingdom. In response to these arrests, the US Department of Homeland Security has raised the aviation security level to Code Red. This applies to commercial aviation operating in or headed toward the United States.

There is no known specific threat to Boston. However, Boston Police officers have been instructed to remain at a heightened state of awareness, and will exercise extra vigilance. We will coordinate our security efforts with our Federal, state and local partners, in particular the Department of Homeland Security, the Massachusetts State Police, and our partners in the Boston Urban Areas Security Initiative (UASI). Department personnel will also be engaging in routine reviews of physical security procedures, conducting inspections when notified of suspicious items, person, and vehicles, and will be taking additional precautions at public events as warranted. The Boston Police Department remains ready to assist our partners in the Massachusetts State Police if needed.

Again, it is important to remember that our alert status for the City of Boston has not been changed by these events. If we should receive information that changes our current alert status, or otherwise indicates that extra precautions are in order, then we will mobilize the appropriate personnel and move to the next level of alert.

Residents should not feel any need to alter their daily habits or work schedules. We remind you to report any suspicious behavior to the Boston Police, via 911 or via our anonymous tip line 800-494-TIPS.

What: Flag Raising

When: Thursday, August 10th, 5:00 PM

Where: Intersection of South Huntington and Center Street, Jamaica Plain, MA

Who: Members of the Boston Police Department, Representatives of the E-13 District Police, Sgt. Michael O’Connor, and Neighborhood Crime Watch Coordinator, Joseph Porcelli; Lesley Delaney-Hawkins representing the Mayor’s Office; Owners of the Alchemist Restaurant Lyndon Fuller and Relena Erskine; and Jamaica Plain residents, Maryetta Dusourd and Michael Reiskind.

In late July, Lyndon Fuller, one of the new owners of the Alchemist Lounge, was complimenting Maryetta Dusourd, a resident who lives across street, on how nice the new garden looked that Maryetta had planted at the base of the flag pole. This flag serves as a memorial to William E. Canary, who lost his life in action during WWI in St. Mihiel France on September 12,1918. Maryetta told Lydon that she hoped to have the deteriorated flag replaced with a new flag. Maryetta said, “My mother was an Irish immigrant who loved the country. She told me as a child the greatest thing to keep in mind is what the flag means to immigrants. It means, hope, loyalty and service together. Seeing the flag in this shape makes me feel like we are not honoring those who have given their lives.”

A few days later, Lyndon told Joseph Porcelli, BPD Neighborhood Crime Watch coordinator, and a resident of Jamaica Plain, about his conversation with Maryetta. Joseph brought this matter to the attention of BPD Sgt. Michael O’Connor, who quickly secured a replacement flag.

The media is invited to view this shining example of community spirit as JP residents, business owners, the Neighborhood Crime Watch unit and other members of the Boston Police come together as neighbors, friends, and proud Americans.

Tips for Personal Safety

In light of the recent incidents that have been reported in the River St area of Mattapan, we'd like to remind city residents of steps you can take to enhance your personal safety.

TIPS FOR ENSURING YOUR PERSONAL SAFETY

  • Always be aware of your surroundings--especially at night. When parking, walking or returning to your car, remain in well-lit and populated areas.

  • Wear sneakers if possible for extra mobility.

  • Be watchful – who is out there and what is going on. Keep your head up. Make quick eye contact with those around you and be observant of passing vehicles. Do not become distracted by talking on a cell phone or listening to an iPod/similar device.

  • Avoid walking alone late at night. Attempt to walk with people that you are familiar with.

  • Keep a whistle within reach. If you feel threatened, use the whistle to signal to residents that you need assistance. Yelling ‘Fire!” “Help!” and/or “”Rape!” as you are being assaulted also signals people to assist you.

  • Hold your car keys in your hand to use as a weapon against an attacker.

  • Carry a cell phone with you.

  • Call ahead to your destination to let them know that you are on your way. Make sure they expect you at a certain time, so that they may look out for you upon your arrival or will know to look for you if you do not arrive.

  • Walk with confidence. Be assertive – do not let anyone violate your space. Trust your instincts. Accept the fact anyone can be a victim of crime– do not simply assume "IT WILL NEVER HAPPEN TO ME."

  • Believe that if an unarmed attacker confronts you, you may be able to scare, distract, or even incapacitate the person enough to escape.

  • If you think that someone is following you, switch direction or cross the street. Walk toward an open store, restaurant or lighted house.

The ‘Kids At Risk’ program is a fundraising initiative, supported wholly by outside donations, primarily through the cooperation of Boston area radio stations. In partnership with the Don Law Company, the Boston Police Department has been able to raise approximately $500,000 since 1994. These donations came as a result of the media campaign designed by the Don Law Company, which enlisted the cooperation of local radio stations to auction off concert tickets, with the proceeds going directly to the Boston Police Foundation, ‘Kids At Risk’ account. The funds raised from this effort went directly to inner city youth through scholarships to summer camps, after school programs and memberships to the local YMCA and Boys & Girls Clubs of Boston. This fundraising effort enabled over 5,000 youth to participate in overnight camps, summer programs, join youth centers and attend hockey, basketball and football camps.

Citizen Commendation

The below comments were e-mailed to Police Commissioner Goslin’s office from a commuter, praising the work of Boston Police officers assigned to traffic duty.

“Just wanted to let you know that my commute in to work today was made 100% easier by the presence of traffic officers on the Atlantic/Summer intersection and the blocks further down.

I know traffic control is a terrible, thankless job, particularly under these circumstances, but the officers down there are doing an outstanding job and it's making all the difference in the world.

The first time I drove through that area post-big-dig fiasco, it took almost 45 minutes to get from the off-ramp to the Harbor parking garage. Today, it was a quick 10 or 15 minutes.

Thanks for the hard work: I, for one, really appreciate it. I'm sure a lot of commuters do."
