Heat Emergency Declared for Boston

Mayor Menino Declares Heat Emergency with Temperatures Expected to Reach 100 Degrees

Reprinted from a City of Boston press release.

With temperatures expected to reach 100 degrees this week, Mayor Thomas M. Menino today declared a heat emergency in the city and will expand services during this dangerous stretch of hot weather.

“The heat that we are expecting in our city this week presents a dangerous situation to many of our residents,” Mayor Menino said. “We are preparing by adding additional resources to help assist residents keep cool and healthy. I am appealing to everyone in our city to check on your neighbors, especially those who are elderly or infirmed.”

Starting today and going through Thursday, the city will extend pool hours until 9:00 p.m. and will open cooling centers. A list of locations can be found below. The city will also be making automated phone calls to all households asking residents to check on neighbors and alerting residents to city services.

Elderly residents are particularly vulnerable to heat-related illnesses and injuries, but everyone should remember to limit their activities during very hot weather, drink plenty of fluids, and avoid beverages that contain caffeine or alcohol. Additional measures to beat the heat include avoiding cooking, taking cool showers or baths, and wearing loose, light-colored clothing.

The city’s Commission on the Affairs of the Elderly has put out alerts and will distribute information to the elderly about the upcoming heat wave. Elderly residents are advised to call the Elderly Commission at 617-635-4366 or the Mayor’s 24 - Hour hotline at 617-635-4500 if they experience problems and to drink plenty of water and avoid outside activity. The city is also reaching out to all elderly homebound clients and congregate housing sites to make sure they have what they need. The Mayor’s Senior Shuttle will be on call all to accommodate any requests for rides to cooling centers.

Residents are reminded that fire hydrants should not be tampered with or opened; doing so may hinder fire prevention capabilities. Residents who see open hydrants should immediately report the situation to the Mayor’s 24 Hour Hotline at (617) 635-4500. Open hydrants reduce water pressure and put both neighborhoods and firefighters at risk in the event of a fire.

The City has been in touch with NStar on any possible power outages due to expected record-breaking demand for electricity and is asking all residents to conserve energy over the next few days.

All residents should limit their exertion outdoors and should be mindful of warning signs for heat illness, which include: dizziness, weakness, fainting and vomiting, stomach cramps or cramping of the legs or arms, and confusion and agitation. If anyone experiences any of the symptoms listed above, they should first stop what they are doing and, if possible, move themselves to a cooler area. If symptoms persist, call 9-1-1 immediately. Family, friends and neighbors are also urged to check in frequently with elderly residents who may need assistance during the hot weather.

For questions about heat-related city services, residents should call the Mayor’s 24-Hour Hotline at 617 635-4500.

Robbery Bulletin: West Fens & Mission Hill

West Fens & Mission Hill Robbery Patterns (affecting Districts D-4 & B-2)

fens_thumb.gif

Overview: Between June 1st and July 25th, 2006, two robbery patterns have been identified in the West Fens area of District D-4 and the Mission Hill area of District B-2. Due to similarities in incidents and suspect descriptions, the possibility exists that there may be some overlap in criminal activity.

The West Fens area has experienced a total of thirteen robberies during this date range. Eleven were street robberies, and two were commercial robberies. All incidents took place between 10:30 PM and 5:00 AM, with the majority occurring between 11:00 PM and 1:00 AM. Within this area, two distinct patterns were present:

  • One involving a Hispanic male suspect that acted in two street robberies and two commercial robberies.

  • The second pattern appears to involve groups of black males (possibly Hispanic, range of 2-7 suspects) robbing people of cash, purses, and cell phones in five separate incidents. Three other incidents occurred within this area involving suspects acting on their own; one of which resulted in an arrest (on 6/1/06).

The Mission Hill area has experienced a total of nineteen robberies during this date range. Seventeen were street robberies, and two were “other” robberies (one residential, one home invasion). This area appears to have two areas of concentration:

  • One concentration is in the area of the Mission Main / Parker St Development and the Alice Taylor / Annunciation Development.
  • The other area of concentration is in the Huntington Ave /Mission Park development.

All incidents took place between 10:00 AM and 4:00 AM, with the majority occurring between 9:30 PM and 3:00 AM.

In thirteen of the seventeen incidents, the robberies were committed in groups of 2-5 suspects (most often black males). Six of the incidents were purse snatchings. The majority of the incidents have been unarmed (10), however a knife has been used several times (5). In seven of the incidents the victim was assaulted.

Statement from Commissioner Albert E. Goslin

“I firmly believe the vast majority of the officers in this department do their jobs faithfully and with integrity. To serve as a Boston Police officer is a privilege, and any individual who would take advantage of that privilege by engaging in criminal activity is a personal insult to me, and each officer who puts on a Boston Police uniform every day.

For approximately three years, the Boston Police Anti-Corruption Division, a unit specifically assigned to investigate allegations of criminal activity by a member of the department, has worked side by side on this investigation with Federal authorities. I would like to personally recognize the hard work and dedication of the officers assigned to the unit, as they are presented with the difficult task of investigating our own. Through our continued partnership with the FBI and their willingness to support the Boston Police Department, we were able to cooperatively conduct a thorough and exhaustive investigation, resulting in last week's arrests.

The hardworking, honest and dedicated members of this department will continue to conduct themselves with the utmost professionalism, and patrol this City with pride in an effort to keep our streets safe.”

BPD Programs Recognized at Public Safety Awards

Last Thursday two Boston Police Department programs received the “Meritorious Award for Excellence in Public Safety” given by the Executive Office of Public Safety, following a competitive application process. The Boston Regional Intelligence Center, (BRIC) and District 3’s Operation Cloak and Dagger were recognized at a State House ceremony.

In May of 2005, the BRIC was created through a merger of the Intelligence Unit and the Office of Research and Evaluation and assumed the responsibility for citywide crime and intelligence analysis. The BRIC provides analytical services in support of the Department’s priorities, including crime prevention and response, firearm activity, drugs and domestic preparedness. BRIC products are designed to provide the Department and partners with a data-driven decision making capability. BRIC data is reviewed daily and assists in tracking crime patterns as well as making projections of emerging crime trends.

Operation Cloak and Dagger was a District 3 initiative utilizing uniformed officers in plain-clothes patrols targeting violent crime. This approach was developed through a combination of youth surveys and situational crime prevention methodologies. In addition, the department used crime mapping technology and intelligence driven planning to target these patrols at gun violence in hotspot locations. A message from Police Commissioner Goslin

As many of you are already aware, 3 Boston Police officers were arrested last night and charged with several crimes. While I cannot comment on the allegations made against these officers, I would like to reiterate my faith in the men and women of this Department. I firmly believe that 99% of the officers in this Department do their jobs faithfully, with integrity and professionalism.

I am proud of the overwhelming majority of our officers. To serve as a police officer in this Department is a privilege, and anyone who would throw it away by engaging in criminal activity is beneath our contempt.

Like any other profession, there will always be individuals who may not live up to the standards we set, but we cannot let the actions of those individuals distract us from our mission to serve the citizens of Boston.

This Department will continue to have no tolerance for corruption, as evidenced by the fact that we were part of the investigation. This was a long, exhaustive investigation, in which the BPD was working with other law enforcement agencies to bring this case to fruition. We will continue to work aggressively to uncover any form of criminal activity that may be conducted by members of this Department, sworn or civilian. We will not stand for anyone who does not uphold their oath of office.

The next few days may be difficult ones for the Department, as these allegations provide an opportunity for anyone with an axe to grind to question the credibility of the Department. Rest assured I will not allow the actions of a few officers to tarnish the Department’s reputation. Likewise, I call on you to remain focused on your jobs, and not lose sight of our goal to keep our neighborhoods safe. We need to put this recent incident in its proper place and move forward.

I’d prefer to acknowledge the continued hard work and efforts of all our officers who are out there in our neighborhoods, and who continue to do an outstanding job working for the citizens of Boston each and every day. I thank you for your great work and appreciate your commitment to this Department and the people we serve.

Sincerely,

Albert E. Goslin
Acting Police Commissioner

Today, Mayor Thomas M. Menino and Acting Commissioner Al Goslin, in conjunction with the Boston Police Department and numerous community and faith-based organizations, is pleased to announce that the 2006 Boston Gun Buyback “Aim For Peace” was a major success. “Aim For Peace” has taken 1,000 firearms off the streets of Boston.

“The gun buyback program exceeded our expectations,” Mayor Menino said. “The citizens of Boston stood together and sent a loud message to criminals: We are not going to allow our streets to be overrun with violence and fear.”

The gun buyback asked city residents to “Aim For Peace” and trade in a gun for a $200.00 Target ® gift card. This program took place from June 12th through July 14th. Firearms were accepted at various designated drop-off sites citywide Monday through Friday from noon to 7:00 PM. Drop-off locations included every district police station and eight additional community sites.

The gun buyback program was a proactive approach to reduce gun violence and signifies a movement to inspire a change in attitude and behavior. This “no questions asked” initiative took 1,000 guns off the streets and sent a clear message that encouraging young people to reject a life of crime and violence and embrace a life of personal responsibility, hope and peace.

“We are so pleased that the gun buyback message resonated with the community. We have numerous anecdotes that demonstrate that this program inspired individuals that we were seeking to reach with our unified message of peace,” commented Reverend Shawn Harrison, Youth in Crisis Ministry, “However our work does not end here. We will continue to spread this message throughout the community to put an end this senseless gun violence.”

The hotline, 1-888-GUNTIPS, will remain active for the next several weeks for neighbors who wish to provide information related to criminal activity or can provide information leading to the whereabouts of a “community” firearm.

“The Boston Police Department is working tirelessly to quell gun violence on the streets of Boston,” stated Boston Police Acting Commissioner Albert E. Goslin, “But the police department cannot accomplish this alone. We encourage the community to move forward with the same community spirit and camaraderie demonstrated during the ‘Aim For Peace’ program and together we will reduce violent crime.”

As this program comes to a close, program coordinators would like to extend their deepest gratitude to all those who contributed to the programs success:

BPDNews Back Online

As many of you are aware, BPD News had been experiencing problems since Monday. Briefly, most of the updates we’ve posted since Monday were invisible to most of the Web (but were still viewable via our monthly archive .) This was apparently a result of a decision by our service provider to migrate our domain name to a new web server, which resulted in the loss of info.

The problem appears to have been resolved, and we expect the site to be working normally again. For obvious reasons, we were unable to post an explanation as the problem was occurring; thank you to those of you who helped spread the word.
