In Memory of Monsignor William Francis

Funeral Services are being held today for Boston Police Chaplain Monsignor William Francis.

chaplains.jpg
Monsignor Francis (center) with fellow Police chaplains Father John Connolly and Father Sean Connor.

The Boston Police Department has lost a true friend and spiritual advisor with the recent passing of Monsignor William Francis this past Monday. Father Bill, as he was known to us, was one of the Boston Police Department Chaplains since 1978. For over 27 years, in addition to his role as the Pastor of St. Paul/ Holy Family Parish in Roxbury, he was on call 24 hours a day to assist the Police Department in our times of need. During a tragic period of time from 1987 through 1994, when the Police Department suffered the loss of 8 officers in line of duty deaths, Father Bill was there to offer his comfort, support and guidance to family and co-workers. Whenever the Police Department needed him, he was there. Whether it was his many hospital visits to officers injured in the line of duty, counseling officers in need of assistance, or officiating at the annual Police Memorial Mass, he was a steady and reassuring presence. Father Bill was also there for the good times in the Department, as an honored participant at the Annual Ball and police retirement parties. His great sense of humor and personal skills made it easy for him to walk the line between the Priest and Police. We as a department will always be in debt to his devotion to our officers and his legacy will always be part of our history.

His obituary is available via the Boston Herald.

The Dorchester Reporter has also posted a look back at the Monsignor’s life.

From Today’s Boston Globe.

From Boston City Councilor John Tobin:

THE REV. Bruce Wall's assertion that if the city's new police officers ''look like Aryan Nation, you're going to turn the good kids into bad kids" is offensive and outrageous (''Menino to double police recruits," City & Region, March 20). With a very broad brush he questioned the integrity of every white Boston police officer and every new recruit. At the same time he attempted to link the skin color of the city's police officers to the behavior of our young people. I give both our youth and our police force more credit than that.

Commissioner O’Toole and the Boston Police Department are very appreciative of Councilor Tobin for his support of the Department and our officers, and we are encouraged by his comments in today’s Globe.

In Memoriam

It is with deep regret that we acknowledge the passing of Boston Police Chaplain Monsignor William Francis, who served the Department for over 25 years. Monsignor Francis was a very special member of the Boston police family who will be sorely missed.

Tips for Personal Safety

A Community Service Bulletin outlining a number of steps you can take to ensure your safety on the street, in your car, and in your home. Prepared by the officers of District A-1, the safety tips can apply to anyone living or working in all 11 Districts.

Tips include:

  • Always be aware of your surroundings--especially at night. When parking, walking or returning to your car, remain in well-lit and populated areas.
  • Don’t buzz people into your building without knowing who they are.
  • Never leave valuable items in your vehicle exposed to public view.

Continue reading for a text version of the list of safety tips

Safety Street Tips

  • Always be aware of your surroundings--especially at night. When parking, walking or returning to your car, remain in well-lit and populated areas.
  • Be watchful – who is out there and what is going on. Keep your head up. Make quick eye contact with those around you and be observant of passing vehicles. Do not become distracted by talking on a cell phone or listening to a walkman.
  • Show that you are in control – walk with confidence. Be assertive – do not let anyone violate your space. Trust your instincts.
  • If you think that someone is following you, switch direction or cross the street. Walk towards an open store, restaurant or lighted house.
  • If you feel threatened, call out to residents that you need assistance.Yelling ‘Fire’, ‘Help’ and/or ‘Rape’, as you are being assaulted, also signals people to assist you. Also, use a whistle to signal for help.

Security Tips for the Home
  • Use sturdy doors. Solid wooden doors or doors reinforced with steel offer much more protection than hollowcore wooden doors.
  • Use safe locks.Adding quality deadbolt locks is a great idea because they can’t be ‘popped’ the way spring-latch locks can.
  • Don’t buzz people into the building without knowing who they are.Thieves use many disguises and some- pose as someone that they’re not.
  • Strangers should be questioned as to their business in a building. This can be done in a polite way and is essential.
  • Lock windows. When you are not at home, always lock your first floor windows.
  • In a single family home or a multi-dwelling building, the outer hallway door should be locked. If a thief has access to the inner hallway, he now has a cover from the public’s eye and extra time to break through the front door without being noticed.
  • Introduce yourself to your neighbor. Consider having a neighbor or friend watch your home when you’re on vacation.

Security Tips for the Vehicle
  • Invest in an anti-theft device. Protect your car from being stolen. An anti-theft device is essential. An audible alarm alerts attention to the car. Anti-theft locking devises hold the steering wheel in place. Having an anti-theft device can also lower the cost of your auto insurance.
  • Lock your doors and windows. A thief will insert a wire into a slightly open window to pop up the door lock. An unlocked door is an open invitation to a thief.
  • Never leave valuable items exposed to public view.Remove valuable items from your car or lock them in the trunk. Car phones, coats, briefcases, pocketbooks, gifts, etc. attract a thief to break into your car. Do not leave things in your car.

During the two-week timeframe from March 1 – 13, 2006 these hotspots are:

BILOXI , Miss. -- Students who want to volunteer in the Mississippi Hurricane Katrina recovery effort during their 2006 spring break need to come with a plan and a volunteer agency or faith based group affiliation before making the trip.

The Mississippi Emergency Management Agency (MEMA) and U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) encourage volunteer participation in the disaster recovery but advise students to plan ahead so they can provide the most help in their brief time away from classes.

“We appreciate those who have volunteered to assist in the recovery efforts throughout our state and we welcome other volunteers,” said Robert Latham, director of MEMA.
“We encourage them to affiliate with a group who will match an individual's skills with productive projects, to make the most of their time here.”

Currently, there are more than 100 voluntary organizations serving in Mississippi .
Students may find and register with these voluntary organizations through the Mississippi Commission for Volunteer Service at www.mcvs.org . They can also locate them at www.idealist.org , and www.usafreedomcorps.gov , which provides a special page of volunteer opportunities in the hurricane-affected areas.

“Students need to come here with a real mission, a real focus,” said David Turner, voluntary agency liaison for FEMA. “If they don't have that they'll waste their time and the resources available to the victims such as housing and even food.”

Students also need to know about the post-hurricane conditions in Mississippi .
· Some areas are still dangerous so students need to be extremely careful.
· Accommodations are in short supply along the Mississippi coast, so many voluntary and faith-based organizations are providing limited but adequate sleeping facilities as well as meals.

Organizations match needs with volunteer skill sets; volunteers with construction or equipment skills are in high demand.

Billboard Used in Fight Against Gun Trafficking

billboard_header.jpg
At a press conference yesterday, Mayor Thomas Menino, Police Commissioner Kathleen O’Toole, and STOP Handgun Violence unveiled Boston’s newest initiative in the fight to combat illegal gun trafficking.

The Message “STOP TRAFFIC: Background Checks Stop Crime” is now displayed on America’s largest billboard, a 252-foot long sign along the Massachusetts Turnpike next to Fenway Park. This billboard is being used to spread the message that most US states still allow gun purchases without criminal background checks. This contributes greatly to gun trafficking and crime in Massachusetts. This new message will be seen by more than 250,000 people every day.
