POLICE OFFICER SERIOUSLY INJURED

At approximately 12:03am, officers on patrol in the area of 800 Bennington Street, East Boston, passed a male attempting to hide his face with his hood, then turn and walk in the opposite direction. When officers spoke to the suspect, he ran, discarding objects from his waist area onto Bennington Street. The suspect then ran to 740 Bennington Street, attempting to kick in the door of a residence. As an officer began to detain the suspect, he was kicked in the upper leg. A second officer assisted in apprehending the suspect, who continued to resist arrest. While handcuffing the suspect, a second suspect suddenly appeared and kicked one of the arresting officers in the face, knocking him unconscious.

When the injured officer regained consciousness, he continued to perform his duty, attempting to detain the second suspect who assaulted him. As other officers arrived, two more suspects attempted to prevent officers from arresting the second suspect by pushing and striking officers.

The injured officer was taken to the hospital for treatment of a facial fracture to his eye socket, broken teeth and shoulder and ankle injuries.

Jose Lemus, 29, of East Boston was arrested for Assault & Battery on a Police Officer. Matthew Johnson, 19, of East Boston was arrested for Assault & Battery on a Police Officer, Resisting Arrest and Possession of Class B, C & D Drugs with Intent to Distribute. A 16 year-old juvenile was arrested for Delinquent to Wit: Assault & Battery on a Police Officer, Resisting Arrest and Disorderly Person.

Update On Woodruff Way Homicides

On Sunday morning at about 3:25 AM, officers from District 3 responded to 61 Woodruff Way on a report of shots fired. Responding officers found three males suffering from gun shot wounds. One male was located inside a motor vehicle the other two males were located on the ground nearby. One of the males was pronounced dead at the scene and is identified as Paulo Goncalves, 20, of Pawtucket, RI. A second male was transported to the Beth Israel Deaconess Medical Center and today died of his injuries. He has been identified as Kalvin Duarte, 18, of North Providence, RI. The third victim remains in stable condition.

Boston Officially Welcomes John Walsh and America’s Most Wanted

Mayor Thomas M. Menino and Police Commissioner Kathleen M. O’Toole will officially welcome John Walsh of America’s Most Wanted at Boston Police Headquarters on Wednesday February 1, 2005 at 10:15AM.

America’s Most Wanted has been working successfully with law enforcement agencies across the nation and internationally since 1988. John Walsh and his team are committed to assisting police departments by profiling fugitives so they may be brought to justice. The Boston Police Department has been working with America’s Most Wanted for the past several weeks in an effort to profile wanted fugitives as well as unsolved crimes.

The Boston Police Department needs information from the community that can help bring those individuals responsible for creating fear in our neighborhoods to justice. Boston Police Incidents for January 31, 2006

Dorchester Man Tied Up and Robbed

A victim walked into District 3 yesterday to report that he was robbed at gunpoint and tied up on Sunday morning at 12:01am. According to the victim, two males armed with shotguns forced him into his apartment on Brookway Road in Roslindale, tied him up with tape and stole cash and jewelry from him. The victim was able to free himself about a half an hour later. The suspects, described only as two black males with medium builds, fled the apartment with the victim’s property. This incident remains under investigation by District 5 Detectives.

Two People Shot in Dorchester

Officers from District 11 responded to 33 East Street for two people shot at 10:23pm last night. Two victims, a 29-year-old male suffering from apparent gunshot wounds to the face and left arm and a 19-year-old male with apparent gunshot wounds to the face, neck and left arm, were located outside and taken to an area hospital for treatment. Both victims are listed in serious condition. This investigation is ongoing.

Loaded Gun Seized Recovered, One Arrested

Members of the Youth Violence Strike Force were conducting an investigation in the area of Columbia Road and Boston Street last night around 5:36pm. After making observations of a vehicle and its occupants, the car was stopped. Further investigation revealed a loaded 9mm Sig Sauer firearm in the center console of the car. Arrested in connection with the gun was 18-year-old Christopher Quintana of Hyde Park. Other occupants of the car were questioned and released at the scene.

Winston Road Home Hit by Gunshots

Officers from District 3 responded to 29 Winston Road at 2:25am this morning for shots fired. Officers discovered several spent rounds of ammunition in front of 29 Winston Street. Further investigation revealed damage to the outside walls and windows of 29 Winston Street believed to be caused by gunshots. No victims complained of being struck by gunfire. Several pieces of ballistic evidence were recovered. The investigation is ongoing.

Suspects Arrested in Downtown Crossing after Robbing Female in Beacon Hill

A 35-year-old female from Beacon Hill reported to Officers from District 1 that at about noon on Sunday, she was entering her apartment on Pinckney Street when a male approached her from behind, pointed a firearm at her and robbed her of United States Currency. The suspect fled on foot down Pinckney Street toward Joy Street.
Later in the afternoon at about 3:18pm, officers on patrol in the Downtown Crossing area observed a male fitting the description of the suspect wanted for the armed robbery that occurred hours before on Pinckney Street. The officers approached the male to conduct a threshold inquiry. While patting the suspect down, the officer felt a hard object in the suspect’s waist area that appeared to be a firearm. Officers removed an unloaded black pellet gun and a hypodermic needle from the suspect. Officers arrested Angel Vargas, 42, of Boston and charged him with possession of a hypodermic needle and armed robbery. He will be arraigned in the Boston Municipal Court this morning.

Dorchester Market Robbed by Armed Suspect

Officers assigned to District 3 responded to 322 Talbot Avenue yesterday afternoon at about 2:46pm on a report of an armed robbery. According to witnesses on scene, the suspect entered the store twice and on his second visit displayed a small black semi-automatic handgun and robbed the clerk. The suspect fled out the store on foot toward Aspinwall Street. He is described as a 25-30 year-old, white-hispanic male, about 5’5”, 160lbs, wearing a white coat and blue jeans.

Armed Robbery at Heath Street Launderette

Last night at 8:33pm, officers from District 13 responded to 178 Heath Street on a report of an armed robbery. The victim states that the suspect requested change for a dollar and then pulled a firearm and ordered the suspect into an office. The suspect then took an undisclosed amount of United States currency and told the victim to count to twenty before calling the police. This incident remains under investigation and no arrests have been made.

Two Juveniles Arrested for Violating the Alcohol Laws

Members of the Youth Violence Strike Force patrolling the South End last night at about 6:20pm observed five individuals in the Castle Square area walking toward the officers. One of the individuals had a 750 ml bottle of Moet and Chandon protruding from the pocket of his sweatshirt. The suspect and the people with him did not appear to be 21-years of age. When the suspects observed the officers, they hid behind a concrete pillar. The officers stopped the individuals and found three of them to be in possession of the above liquor as well as 12 oz. bottle of Corona, a bottle of Grand Marnier, Grey Goose and Absolut. All three bottles had speed pourers in the tops as though they were from a bar. The liquor was seized and two 16-year-old males and a 15-year-old male from Roslindale, Roxbury and Boston were all placed under arrest. The will be arraigned in the Boston Juvenile Court this morning.

Update On Woodruff Way Shooting

At approximately 3:25 AM this morning officers from District 3 responded to 61 Woodruff Way on a report of shots fired. Responding officers found three males suffering from gun shot wounds. One male was located inside a motor vehicle the other two males were located on the ground nearby. One of the males was pronounced dead at the scene and two were taken to area hospitals and remain in critical condition. The vehicle has been removed from the scene and is part of the investigation.

This incident took place in the parking lot of the Gallivan Recreation Center. It should be noted that the center was closed at the time of the incident and no known guests or employees of the center were in the area. This lot is isolated at the end of a dead-end street and is not a normal path of travel for pedestrians or motorists. Given the time of occurrence and circumstances known to investigators, it does not appear that this incident was a random act.

Brighton Officers Continue to Make a Difference

The following incidents all took place in Brighton

20 Kegs, One Live Rock Band, 5 Arrested at Brighton House Party

Officers from District 14 responded to 33 Arden Street, for a report of a fight at 9:00pm last night. A Federal Express driver told police he was threatened and chased from the Arden Street house after asking for a signature for a package he was delivering. Officers went to the house and observed a large group drinking from plastic cups on the street, sidewalk, porch and yard of 33 Arden Street. After making their way into the open house, officers observed 20 kegs of beer inside the house and yard, a live band playing in the living room, guests vomiting in the kitchen, an several overcrowded rooms throughout the house. Officers located the hosts of the party, 25-year-old Brian Jolly of Brighton and 29-year-old Julio Santiago of South Portland, Maine and informed them of the dangers that were present and that the party must end. A female guest upset at the early termination of her good time threw a half filled cup of beer at the officers. Meredith Nadler, 23 of Brighton was arrested and charged with Assault and Battery on a Police Officer and Disturbing the Peace. Two other guests, 22-year-old Willard Hamilton of Portland, Maine and 25-year-old Andrew Simpson of Allston were also arrested after they ignored officer’s requests to leave. Both Jolly and Santiago were arrested for interfering with the arrests of the other guests and face charges of Disturbing the Peace. All five will be arraigned in Brighton District Court on Monday morning.

Concerned Neighbor Helps Police Catch Females Breaking into Car

At 2:10 this morning District 14 officers met a man on Hooker Street who told them that he just witnessed three females break into his neighbor’s car and remove a red CD case. He directed the officers to the rear of 12 Haskell Street where he followed the three suspects. Officers went to the second floor and found 12-15 people at a party. The three suspects, 20-year-old Amanda Hayes of Derry, NH, 18-year-old Cassandra Bell of Methuen and a 16-year-old Juvenile from Las Vegas, were brought downstairs, identified by the witness and arrested. They will be arraigned on Monday for Breaking and Entering a Motor Vehicle/ Receiving Stolen Property. The Stolen CD case was returned to the owner.

Cape Cod Pair Arrested for Fighting Cops

District 14 officers responded to 80 Brooks Street for two males yelling in the street. Officers arrived and had to separate 18-year-old Joseph Green of Marston Mills and 18-year-old Justin Folone of Mashpee, who were fighting in the street. The pair were told to walk away and ended up down the street fighting again. Officers separated the two a second time and Green turned on the officers throwing a punch hitting one officer in the shoulder. A violent struggle ensued and both were taken into custody for Assault and Battery on a Police Officer. They too will be arraigned Monday in Brighton District Court.

Boston Police Incidents for January 29, 2006

Female Shot in Foot Sitting Outside

Officers from District 2 responded to the area of Bishop Joel Smith Way for shots fired around 1:09am this morning. Officers located a 19-year-old Dorchester woman suffering from an apparent gunshot wound to the left foot. According to the victim she was sitting on her front steps and saw two men arguing in the street, one of the men fired a shot and struck her in the foot. She was taken to an area hospital and treated for non-life threatening injuries. The investigation is ongoing.

Shots Fired Outside West Roxbury Party

Officers from District 5 stopped a vehicle around 1:33am this morning on LaGrange Street believed to be fleeing the scene of a shots fired call at 14 Elgin Street. The occupants were questioned and released. Additional officers went to 14 Elgin Street and observed a large party breaking-up. Officers learned that shots had been fired outside that address as the crowd dispersed. Officers did find a 2005 Hyundai with a bullet lodged in the windshield. This ballistic evidence was recovered and will be processed. According to witnesses, an unwanted partygoer began firing off a gun and fled the area before police arrived. This investigation is ongoing. No arrests have been made.

Male Shot Inside South End Club

District 4 officers responded to 888 Tremont Street, The Mirage, for a person shot at 2:10 this morning. Located was a 28-year-old Jamaica Plain man suffering from an apparent gunshot wound to the shoulder. He was taken to an area hospital and is listed in critical condition. According to witnesses a fight had erupted on the second level of the club and one shot was heard after the fight. Patrons at the club immediately exited the room and fled the area. No arrests have been made and the investigation continues.

Three Guns Recovered in Hyde Park Home

District 18 officers went to 90 Blake Street Mattapan to serve court documents on a resident. While on scene, officers recovered three handguns and several rounds of ammunition. The guns were seized and 57-year-old Charles Evans was arrested for possessing the guns without being licensed.

At approximately 3:25 AM three people were shot in the area of 61 Woodruff Way, Mattapan. One male victim was pronounced at the scene and two other male victims were transported to local hospitals and are listed in critical condition.

Boston Police Incidents for January 28, 2006

Kidnapped Mother and Child Home Safe

About 5:45pm last evening, officers from District 2 responded to 49 Cheney Street, Roxbury for a possible armed home invasion. The Boston Police Entry Team responded and entry was made into the home. No occupants were located, however officers made several observations such as: lit candles, televisions left on, a bathtub full of warm water and a telephone unplugged from the wall. The Boston Police Crime Scene Response Unit responded and processed the scene. Investigators learned that three Hispanic males armed with a handgun removed a 46-year-old mother and her 8-year-old son from the apartment. The suspects made contact with a family member numerous times demanding money in exchange for the safe return of both victims. All on–duty members of the Citywide Drug Control Unit and Youth Violence Strike Force were activated and an intensive police response was commenced . At about 12:05am, both victims were dropped off and went to a friend’s apartment to notify police. Detectives continue to process information and are actively investigating this incident. No arrests have been made at this time. Neither victim reported any injuries.

2 Guns, Ammo, and Drugs Recovered in Jamaica Plain

Officers of the District 13 Drug Control Unit executed a search warrant at 82 Brookley Road at 8:39pm last night. Recovered during the search were: a .45 caliber handgun, a .22 caliber semi-automatic handgun, 234 rounds of assorted ammunition, two BB guns, a bullet proof vest, large amounts of Marijuana and related drug paraphernalia used for the packaging and sale of drugs. Arrested in connection with the seizure were 26-year-old James Patterson of Roxbury and 24-year-old Corey Myers of Jamaica Plain. Both will be arraigned in West Roxbury District Court on Monday January 30th.

Gun Recovered, One Arrested after Foot Chase

Officers from District 2 responded to 203 Blue Hill Avenue around 1:13am this morning to break up a large crowd fighting outside Connors Tavern. The actions of one individual caught the attention of plainclothes police officers that were on scene to assist with dispersing the large crowd. Officers attempted to stop the individual and a foot chase ensued ending with the capture of 27-year-old Maurice Murphy of Dorchester. A loaded 9mm firearm was recovered from the scene. Murphy will be arraigned on Monday in Roxbury District Court.

Three Arrested for Dorchester Home Invasion

Officers from District 11 observed two individuals dressed in black, one wearing a mask, the other wearing a black hood and gloves, running from 21 Adams Street and enter a waiting BMW being driven by a black female at 2:07am this morning. Based on these observations, officers stopped the BMW and ordered the occupants from the vehicle. As the investigation proceeded, occupants of the Adams Street residence approached the officers and informed them that the two males, one armed with a knife, had just broke into the house and stole money. Officers recovered a large amount of US currency from under the passenger side of the BMW and a knife from inside the car. Arrested in connection with this home invasion were: 21-year-old Marques Dorvilmar of Mattapan, 21-year-old Jason Glenn of Dedham and 21-year-old Chain Edwards of Roxbury. All three will be arraigned in Dorchester District Court on Monday.

OPERATION BOTTLENECK

Tonight at 5pm officers from District C6 in South Boston sent a plain-clothes police cadet under the age of 21 into 15 liquor stores to ensure that the store clerks were checking identification. Seven out of fifteen stores sold alcohol to the cadet without asking to see identification and the following were issued licensed premise violations:

Old Colony Wine & Spirits on 259 Dorchester Street, Jimmy's Corner Liquor Store on 143 P Street, Julies Wine & Spirits on 295 Old Colony Avenue, Value Liquors at 10 Howard Johnson Plaza, Andrew Square Liquors on 605 Dorchester Avenue, The Hub at 613 East Broadway Street and Dorgan's Package Store on 662 East Broadway Street.

Owners of the stores will be summonsed to appear before the licensing board and employees who sold to the under aged police cadet will be summonsed into court.

The officers returned to those stores that refused to sell alcohol without identification and thanked them for their due diligence.

Boston Police Incidents for January 27, 2006

Three Arrested with a Firearm at the Chow Chow

Officers from District 1 responded to 83 Essex Street this morning at 2:45am on a report of a person with a firearm. According to witnesses, the suspect had an altercation with some unknown males and pointed a firearm at them, putting the victims and customers inside the restaurant in fear. The officers were directed to a table in the rear of the restaurant where they observed a group of people. Officers heard something hit the ground near one of the suspects. Further investigation revealed it to be a firearm on the floor. Police arrested Francisco Alvarez, 23, of Lynn and charged him with Assault by Means of a Dangerous Weapon, Unlawful Possession of a Firearm and Ammunition, Disturbing the Peace, Disorderly Conduct, and for a warrant Possession of Class B from Salem District Court. Also arrested were Milagros Berroa, 21, and Wanda Rodriguez, 19, both of Lynn. The will be charged with Unlawful Possession of a Firearm and Ammunition. All three will be arraigned in the Boston Municipal Court today.


Sex Offenders Arrested Downtown and in Dorchester

Last night George DaGracia, 33, of Boston was arrested by an officer from District 1 on Tamworth Street. The suspect was arrested as a Level 2 Sex Offender that failed to register. He’ll be arraigned in the Boston Municipal Court this morning. At about 2:26am, officers from District 3 arrested Harold Carr, 50, of Mattapan for failing to register as a level 0 sex offender. He will be arraigned in the Dorchester District court this morning.

Victim Stabbed on Boylston Street

A Detective from District 4 responded to 565 Boylston Street last night at about 9:15pm on a report of a man bleeding from his arm. The Detective located a 52-year-old Charlestown man who stated he had been assaulted by a white male in his 20’s. The victim was transported to the Beth Israel Deaconess Medical Center and treated for a stab wound to his arm. His injuries are considered non-life threatening.

Store 24 Robbed on Dorchester Avenue

A witness at the Store 24 located at 1420 Dorchester Avenue reports that last night at about 9:10pm, an unknown suspect entered the store holding what appeared to be a firearm under his shirt and robbed the clerk. The suspect fled in an unknown direction. No arrests were made and the incident remains under investigation.

Teen Arrested After Probation Home Visit

A Probation Officer contacted members of the Youth Violence Strike Force last night at about 8:10pm to assist him with a home visit on McClellan Street in Dorchester. On arrival officers arrested Ronnie Langham, 18, of Dorchester for being in possession of a loaded firearm. Langham will be arraigned in the Dorchester District Court today.

Two Officers Pull Driver from Burning Vehicle

This afternoon at about 5:19pm, Police Officer Robert England and Kevin F. Jones, assigned to the Bureau of Investigative Services Drug Control Unit observed a 1994 Pontiac Bonneville traveling on the Northbound Columbia Road off ramp engulfed in flames. The operator of the vehicle stopped the vehicle in front of the U MASS/ JFK M.B.T.A. station. The undercover officers approached the burning vehicle and observed a male sitting in the drivers side seat as smoke filled the passenger area. The officers forcibly opened the driver’s side door and assisted the victim by dragging him out of the vehicle. As the officers were pulling the victim to safety, the vehicle began rolling backwards running over the victim’s arm. The Massachusetts State Police, Boston EMS and Boston Fire all responded and assisted the victim and extinguished the burning vehicle. The 51-year-old male victim from Malden was transported to the Boston Medical Center where he was treated for an arm injury and smoke inhalation. His injuries are considered non-life threatening.

A Jamaica Plain resident and blogger posts a summary of a recent State of the District meeting she attended in her District (E-13.)

"Property crime has gone down in JP. Violent crime is what has gone up, but not as much as people seem to think it has. One problem is that many offenders who were incarcerated in the late 90’s for drug, gang, and gun crimes are finishing their sentences and returning to their home turf. The primary perpetrators of crime in JP are youth who are settling scores and taking revenge on perceived injustices to them. Gun arrests went up 40% from 2004 to 2005."

Boston Police Incidents for January 26, 2006

Armed Robbery Suspect Surrenders in West Roxbury

Last night at about 9:00pm, Andrew Wyman, 24, of West Roxbury entered the District 5 police station and surrendered himself to police. Detectives from District 5 had obtained a warrant for his arrest, from the West Roxbury District Court, after he committed an armed robbery on January 13, 2006 at 4415 Washington Street. He will be arraigned this morning.

Two Females Stabbed at Vertigo

Officers from District 1 responded to the New England Medical Center this morning on a report of two 26-year-old females that were being treated for stab wounds. Officers spoke with the victims who stated while on the dance floor of Vertigo, located at 126 State Street, a large fight occurred and both were stabbed multiple times. The victims self applied themselves to the NEMC where they were treated for non-life threatening injuries. The investigation continues and no arrests have been made.

Sex Offender Arrested in Dorchester

This morning at about 12:30, an officer assigned to District 3 observed a 1998 Mercedes SUV in violation of the auto laws. The officer conducted a traffic stop at Blue Hill Avenue and Stratton Street. Further investigation revealed the operator, Ronald Sims, 27, of Dorchester was wanted on an outstanding warrant for Failing to Register as a Sex Offender. He was arrested and will be arraigned this morning.

Armed Suspect Arrested After Foot Chase in Dorchester

Last night at about 9:10pm, members of the Youth Violence Strike Force with the assistance of the Massachusetts State Police K-9 Unit arrested Joseph Rosa, 19, of Dorchester. Boston Officers observed the suspect in Uphams Corner and attempted to conduct a threshold inquiry. When the suspect observed the officers, he fled on foot grasping his waistband as he ran from the officers. After a lengthy foot chase, a State Trooper and his K-9 “Richter” located Rosa hiding in an alley between 688-690 Columbia Road. The suspect was placed under arrest and a loaded 9mm firearm was recovered. Rosa is charged with Unlawful Possession of a Firearm, Ammunition and Trespassing. He will be arraigned in the Roxbury District Court this morning.

South Boston Variety Store Robbed at Gunpoint

A masked gunman entered the 3 D’s convenience store at 5:38pm last night, pointed a gun at the clerk and demanded money. The suspect, described as a white male with a muscular build wearing a black hooded sweatshirt and black ski mask, took about $200.00 from the register and fled the store. District 6 Detectives are investigating.

Armed Career Criminal Captured with Gun in Roxbury

Members of the Youth Violence Strike Force arrested 24-year-old Lamar Thomas of Marlboro in the area of Intervale Street and Columbia Road at 9:23pm last night. Officers had observed a Lexus driving erratically and before it was stopped Lamar jumped from the car and ran from the officers. Thomas was observed discarding something from his waist area as he ran. After he was apprehended, a loaded 9mm firearm was recovered in the snow. Thomas faces charges of Unlawful Possession of Firearm/Ammunition, Possession of Firearm with Obliterated Serial Number, and Armed Career Criminal for this incident. It should be noted that while this arrest was taking place, officers from District 2 had responded to 105 Lawrence Avenue for a person shot. A 26-year-old female was found inside with an apparent non-life threatening gunshot wound to the back of the leg. She was taken to Boston Medical Center for further treatment. Officers learned that two males showed up at the Lawrence Avenue apartment and an altercation ensued between them and two female victims. One of the males was arrested at the scene; he is identified as Damien Oliveria, 28 of Dorchester. He is charged with Assault and Battery by means of a Dangerous Weapon after hitting a 21-year-old female victim in the head with a chair. She suffered a laceration to her head and was treated by Boston EMS. Witnesses at the scene identified Lamar Thomas as the shooter in this incident and he was subsequently charged with Assault with Intent to Murder and Armed Assault in a Dwelling.

Gun Recovered After Foot Chase

At 10:45pm an officer from District 2 observed a 2001 Pontiac Grand-AM committing several traffic violations in the area of Quincy Street and Howard Avenue about 10:45pm last night. After initially refusing to stop for the officer, 35-year-old Jody Hargrove of Dorchester drove into the back yard of 47 Wayland Street and jumped from the car. He was quickly caught and a loaded .45 caliber firearm was recovered from the yard. Hargrove is charged with Unlawful Possession of a Firearm / Ammunition, and several motor vehicle violations.

Parking Attendant Hit by Fleeing Cadillac SUV, Two Arrested

At 2:52am this morning officers from District 1 responded to Warrenton Place for a person hit by car. The victim, a 48-year-old male working as a parking lot attendant, told the officers that he was attempting to break up a fight when a white Cadillac SUV struck him. The suspect vehicle fled the scene and was stopped on Kneeland Street by a Detail Officer. The driver, 34-year-old Herbert Bonds of Waltham, and passenger, 28-year-old Alexis Martinez of Lowell, were arrested for Leaving the Scene of a Personal Injury Accident and Reckless Operation. The Cadillac SUV was seized as evidence and towed. Arraignment is today in Boston Municipal Court.

Correction to earlier post and updated Car-Jacking Information

In the posting “Two Arrested for Car-Jacking in South End” it was incorrectly reported that two individuals were arrested in the area of 400 Frontage Road. In fact only one individual was arrested in connection with the incident. A second individual was questioned and released. Complete details of the incident are below.

Around 11:00am this morning an officer from District 4 was approached by a victim of a car jacking that just occurred on Washington Street at Union Park. According to the victim, he was stopped at a traffic light and exchanged words with two males crossing the street in front of his car. The victim got out of his car after being struck in the face by a plastic bottle thrown at him by one of the males. After a brief altercation, one of the males, a 16-year-old Juvenile from Roslindale, jumped into the victim’s car and fled on Wareham Street towards Albany Street. The car, a 2005 Gray Honda Civic was spotted by a Sergeant on Wareham Street with the suspect behind the wheel. The Sergeant attempted to stop the suspect as he took of onto Albany Street eventually driving into a Boston Police Parking garage on Frontage Road. The Honda smashed into a parked Boston Police tow truck, ripping the Honda’s rear bumper from the car. The suspect then jumped from the car with officers chasing him on foot. He was quickly apprehended, and after a violent struggle, taken into custody. The Juvenile faces the following charges: Larceny of a Motor Vehicle, Assault and Battery, Resisting Arrest, Driving without a License, Failure to Stop for a Police Officer, Speeding and Driving to Endanger. Arraignment is scheduled for Wednesday in Boston Municipal Court.

Police Officer's from District 4 in the South End arrested two suspects for car-jacking this morning at 11:00am. The suspects were arrested in the area of 400 Frontage Road. More details will follow.

Victim Attacked at Glass Slipper

This morning at 2:35am, a 31-year-old male from Everett reports that he was asked to leave a bar. When he asked if he could finish his beer, the victim stated the suspect grabbed him by the shirt, threw him to the ground and punched him in the head numerous times. The victim refused medical attention.

Bank Robbed at 67 Beacon Street

Yesterday afternoon at 3:37pm, an unknown white female, about 5’4”, wearing a red hat, and grey hooded sweatshirt entered the Sovereign Bank at 67 Beacon Street and robbed it. The suspect passed a note and did not show a weapon. She fled on foot in an unknown direction. The FBI bank robbery task force and Boston Detectives continue to investigate this incident.

Victim Reports Bullet Holes in Vehicle

A 27-year-old Dorchester resident reports while brushing the snow off his 2005 Tahoe last night he discovered several bullet holes in the vehicle. Police found no ballistic evidence and continue to investigate this incident.

Sex Offender Arrested in Dorchester

Officers assigned to District 3 arrested Javier Ayala, 24, of Dorchester last night at 11:00pm. Ayala was found to be in violation of his status as a sex offender. He was transported to District 3, and will be arraigned this morning.

Cambridge Man Arrested in Brighton Break-In

At 8:25am on Sunday morning officers from District 14 responded to 14 Ashford Street for a breaking and entering in progress. Officers received a description of the suspect and immediately began searching the area. Officers spotted 48-year-old Jose Barcelos walking on Commonwealth Ave. matching the suspect description. Barcelos was stopped, identified by witnesses and arrested. A laptop computer taken during the break-in was recovered.

Drugs and Ammo Recovered in Dorchester Apartment, 5 Arrested

Members of the District 2 Drug Control Unit executed a search warrant yesterday morning at 614 Dudley Street. Seized pursuant to the warrant were seven plastic bags of marijuana along with a box of plastic bags and a scale used to package and sell the drug. Officers also recovered three large capacity magazines and 179 rounds of ammunition. Arrested in connection with the search were: Edwin Lopez, 28, Zelina Lopez, 24, Anna Lopez, 43, Jorge Gonzales, 38, all of Dorchester, and Courtney Hamilton, 26 of Roxbury. All will be arraigned today in Roxbury District Court.

Group Attempts to Steal Beer After Hours

At 3:10am this morning a group of males and one female entered the convenience store at 464 Hanover Street and attempted to purchase alcohol. They were informed that alcohol was not sold after 11pm. Upset by the news, one of the males smashed a glass door, took out some beer, dropped the beer and fled the store. A search of the area was made to no avail. District 1 detectives continue to investigate.

Pair Arrested After Throwing Gun Out Window

This morning around 6:30am officers from District 2 along with Parole Officers went to 40 Wayland Street, Dorchester to serve a parole violation warrant on Daryl Diamond, 22 of Dorchester. After securing the perimeter of the dwelling, officers heard a window open and an object hit the ground. After making a peaceful entry, officers arrested Diamond and 21-year-old Jasscenia Ortiz of Roxbury who was inside with Diamond at the time. A large plastic bag of crack cocaine was recovered from inside the apartment and officers recovered a loaded Jennings 9mm firearm on the ground below an open third floor window. A search warrant will be executed on the apartment later today.

Gun, Drugs Recovered after Foot Chase

Members of the Youth Violence Strike Force arrested 19-year-old Uylsee Landrum of Roxbury at 6:40pm last night on Blue Hill Avenue near Brunswick Street. Landrum ran from officers and attempted to discard a gun he was carrying in an alley. Officers were able to catch Landrum and recover the loaded revolver he threw to the ground. Officers also found crack cocaine in Landrum’s pocket. He will be arraigned Monday in Roxbury District Court.

Two Children Found Home Alone After Stove Fire

At 11:41pm last night, officers from District 11 responded to 19 Winter Street in Dorchester on a report of a building fire. Boston Fire Department personnel reported that one of the apartments was filled with smoke from food left on the stove. Firefighters located two small children sleeping in a bedroom and no adults could be found. The children ages three and one, were taken to Boston Medical Center and released to DSS custody. Detectives from District 11 are investigating this incident.

Boston Man Stabbed Outside 1045 Tremont Street

Early this morning, officers from District 4 met the victim of a robbery at the Boston Medical Center. The victim, a 45-year-old male from Boston, reported to police that he was approached by two males outside 1045 Tremont Street one held a knife to him, the other took some jewelry and personal items from his person. The victim received a slash to his right forearm and was taken to the hospital by his brother. No additional information was given to the officers and the victim was released with non-life threatening injuries.

Downtown Stabbing Leaves One Injured and One Arrested

Just before 3am this morning officers from District 1 were directed to a man down at Broad and Water Streets. A 31-year-old Revere man was found bleeding from the face and chest and was taken to Massachusetts General Hospital. His injuries are considered serious but not life threatening. Preliminary investigation by responding officers led to the arrest of 18-year-old Amadeus Guerrero of Westwood in connection with the stabbing. This investigation continues by Area A-1 Detectives.

"America's Most Wanted" Profiles Boston

The Boston Police Department has been selected as one of four City’s that "America’s Most Wanted" will profile in early 2006. "America’s Most Wanted", has been in town for the past two weeks profiling Boston Officers assigned to both the Bureau of Field and Investigative Services. For the next couple of weeks they will continue to be exposed to all units within the Department focusing on the warrant apprehension unit as well as the various units that work together in "Operation Home Safe".

Update on Roxbury Shooting

Police have now determined that the injuries the 21-year-old male suffered from this afternoon are considered life-threatening. The incident occurred at 6 Dudley Tr., Roxbury at about 1:55pm. No arrests have been made, the investigation continues.

Confirmed Shooting on Dudley Terrace in Roxbury

Officers from District 2 responded to Dudley Street and Wendover Street this afternoon at 1:55pm on a report of a person shot. On arrival, officers confirmed that a victim at that location was shot multiple times. The victim was transported to the Boston Medical Center. The victim's injuries do not appear to be life threatening at this time. Details will follow.......

AK47 Recovered While Arresting a Fugitive in Dorchester

Members of the Youth Violence Strike Force responded to 65 Stratton Street in Dorchester yesterday morning at 6:45am after receiving information that a Fugitive from Justice was staying at that address. Officers responded to the third floor apartment where they knocked and announced that it was the Boston Police. Moments later, the door opened and officers were able to identify the male as Byron Jackson, age 24, from a booking photo that had been given by the Pinellas County Sheriff’s Office. Jackson fled from the door and ran to a bedroom where he began grabbing clothes off a bed and hesitated when asked to place his hands behind his back. After securing Jackson, he was told he was under arrest for being a Fugitive from Justice from the State of Florida on the charge of Possession and Intent to Sell Cocaine and Marijuana.

Officers conducted a protective sweep of the apartment to ensure no one else was present. While in the suspect’s room, an office removed two clothes hampers that were placed in front of a baby crib in to confirm no one was hiding under the crib. The officer observed a shoulder strap of a rifle hanging down from the bottom of the crib and the bottom of a rifle lying flat against the springs of the underside of the crib. The suspect was also in possession of an altered license and he refused to provide officers with his true identity. He was transported to a police station and officers applied for a search warrant on the apartment.

At about 3:35pm, members from the Boston Police Special Investigations Unit and the Youth Violence Strike Force executed a Dorchester District Court Search Warrant at 65 Stratton Street in Dorchester. The following items were seized: an AK47 with one high capacity feeding device loaded with 29 rounds of ammunition in it; a second loaded high capacity feeding device containing 39 rounds of ammunition; and one low capacity feeding device.

Drug Unit Catches Dealer on Internet Site

Members of the District 1 Drug Control Unit observed a posting on an Internet site where an individual was selling drugs. Yesterday at 2:15pm, an officer called the suspect and made arrangements to purchase cocaine. At about 8:50pm last night, the suspect called the officer and told the officer to meet him outside of One Center Plaza. The suspect described himself and the vehicle he would be in. Officers responded to the area and the undercover officer entered the vehicle and completed the drug transaction. The undercover officer exited the vehicle and signaled to other officers that the deal had been completed.

The suspect drove away and was stopped in front of the District 1 police station. Officers arrested Tyrone Burgo, 20, of Brockton and charged him with Distribution of Class B, Distribution of Class B within 100” of a playground, and various violations of the auto laws. Burgo will be arraigned in Boston Municipal Court on Monday morning.

Three Arrested in South Boston Vandalizing Cars

Last night at 6:53pm, officers from District 6 in South Boston responded to 180 O’Callaghan Way on a report of three males flattening tires with ice picks. With the assistance of Boston Housing Authority Police Officers, the District 6 officers located three individuals at Logan Way and O’Callaghan Way fitting the description of the suspects provided by witnesses. All three suspects were positively identified as puncturing four tires on four different motor vehicles in the area. Two of the three suspects were found to be in possession of knives. Police arrested 17-year-old Cesar Cruz, of Randolph and two 16-year-old males from Boston. All three will be arraigned in South Boston District Court for Malicious Destruction of Personal Property on Monday morning.

Five Arrested at Allston House Party

Officers assigned to District 14 in Brighton responded to a radio call for 200 college students fighting outside of 14 Wadsworth Street in Allston this morning shortly after midnight. On arrival Officers observed a large group of college age people in the street. Officers also noticed that many fled into the front and rear door of 14 Wadsworth Street.

A suspect, Adam Nicot, 19, of Boston was observed standing in the street drinking beer from a red plastic cup. While in the middle of the street, he was yelling at people to disperse and enter the house.

When the officers approached the house, an unknown person slammed the door and refused allow officer in. Nicot was still yelling to the people inside to let him in, but others on the inside of the party could be heard telling people not to open the door.

Nicot was asked for identification to determine if he was of the legal age. He refused to produce an ID. He was placed under arrest for Disturbing the Peace and Drinking an Alcoholic Beverage on a Public Way.

Officers were eventually able to enter the house from an open front door and inside found over 200 people listening to loud music and drinking keg beer from red plastic cups. Officers found 2 empty kegs and 1 full keg. They ordered all non-residents to leave the party, at which time a Zachary Thomas, 19, of Boston, consumed a full cup of beer in front of the officers. Thomas was placed under arrest for minor in possession of alcohol and disturbing the peace.

Another officer on scene found three residents of the house upstairs and advised them to come to the first floor. Vladimir Krastevitch, 20, of Allston and Daniel Thorn, 21, of Allston, began to briefly resist as they came down the stairs. At the bottom of the stairs officers placed Thorn, Kratevitch and Jeremy Krumsick, 21, of Allston under arrest for Disturbing the Peace and Procuring Alcohol for Minors. While escorting suspects to the wagon, Thorn began to aggressively resist by twisting and trying to pull away from officers. All five suspects will be arraigned in the Brighton District Court on Monday morning.

Victim Shot on Ballou Avenue in Dorchester

Officers assigned to District 3 responded to a report of a shooting last night at 5:48pm in the area of Ballou Avenue and Mascot Street. On arrival officers discovered a 22-year-old male suffering from multiple gun shot wounds. The victim was transported to the Boston Medical Center and treated for his injuries. No arrests have been made, the shooting remains under investigation.

Sex Offender Arrested at Shelter

Yesterday at noon, Members of the Youth Violence Strike Force arrested John J. Kelleher, 54, of Boston for Failing to Register as a Sex Offender as he attempted to enter a shelter at 17 Court Street. He will be arraigned Monday morning at the Boston Municipal Court.

Victim Assaulted by Skateboarders on Franklin Street

Last night at about 7:20pm, a 64-year-old victim reported to officers from District 1 that while repairing anti skate guards outside of 185 Franklin Street, he was assaulted by 8 skateboarders. The victim states it is an ongoing problem with skateboarder damaging the property and the anti skate guards were installed to prevent the skaters from further damaging the property. One of the eight white males struck the victim with his skateboard before fleeing the area. The victim did not require medical assistance.

Firearm Recovered in Dorchester

Friday afternoon at 3:15pm, officers from District 11 responded to Melville Avenue and Silloway Street on a report of a found firearm. According to a witness, a black male was observed running and drop a silver colored handgun near a tree on Melville Avenue. The witness and police recovered Powerline Airstrike 240 Air gun at that location. The weapon was forwarded to the Ballistic Unit.


Two Suspects Rob Victims on American Legion Highway and Blue Hill Avenue

Three victims entered District 3 this morning at 4:10am to report a robbery that had just occurred. The victims reported that two unknown black males robbed them at gun and knifepoint while they were standing outside their motor vehicle this morning on Blue Hill Avenue and American Legion Highway. The suspects fled with the victim’s wallet, personal papers, and U.S. Currency

Multiple Incidents from 100 Warrenton Street in the Theatre District

This morning at 2:38am, numerous officers from District 1 responded to the 100 Warrenton Street area after multiple calls for fights and crowd control as the clubs were closing. Officers observed Daniel Gibson, 22, of East Boston, swinging at patrons causing them to run through the parking lot to avoid him. Gibson then began punching an unknown white male at which time officers attempted to place Gibson under arrest. He failed to comply with officers and violently resisted arrest. While the officers were cuffing the suspect, he pounded his head on a motor vehicles windshield causing it to shatter. He will be arraigned Monday morning.

At about 3:49am, police responded to Saint Elizabeth’s Medical Center where they spoke with a male from Worcester who reports that at about 2:00am, he was struck on the head with a flashlight as he attempted to leave the Rumor Club located at 100 Warrenton Street. He was treated for his injuries that are considered non-life threatening.

At 5:48pm, officers from District 3 responded to Ballou and Mascot Street on a report of a person shot. On arrival officers located a victim and confirmed that the person was shot. Boston EMS transported the victim to the Boston Medical Center. Details will follow.

Student Hit By Motor Vehicle Crossing Street

Last night at 6:13pm, a 21-year-old female crossing the street at 850 Commonwealth Avenue was struck by a 1998 Volvo. The victim was transported to the Beth Israel Deaconess Medical Center and treated for leg and arm injuries. No citations were issued to the driver.

Firearm Recovered in Roxbury

Members of the Youth Violence Strike Force and Massachusetts State Police recovered a 9mm firearm on Dabney Street this morning shortly after midnight. The firearm was sent to the Ballistic Unit for further investigation.

Fugitive Arrested After Motor Vehicle Stop in Jamaica Plain

Officers assigned to District 13 in the area of Walnut Park and Wardman Street last night observed a male operating a motor vehicle violating various auto laws. Officers conducted a motor vehicle stop and discovered the operator, Jeffery Middleton, 49, of Dorchester was wanted on a Florida warrant issued in 1991 for delivering methamphetamine. He was also wanted in Lowell for Robbery. He was arrested and will be charged as being a Fugitive From Justice today in court.

Three Arrested for Robbery in the Back Bay
An officer walking his beat yesterday afternoon was approached by a 28-year-old victim who stated three teens had just robbed him of his cell phone at Boylston Street and Dartmouth Street. The officer broadcast a description of the three and responded to the Back Bay M.B.T.A. station to look for the suspects. At that location he observed two of the suspects. The officer placed one under arrest while the second fled from the station. He was later apprehended. The third suspect was also apprehended on Aguadilla Street where he was found to be in possession of the victim’s cell phone. One of the suspects was also found in possession of items that were later discovered stolen from Nike Town. Suspect # 1 is a 15-year-old male from Boston, suspect #2 is a 14-year-old male from Boston, and suspect # 3 is Michael Owens, 17, of Roxbury. All three will be charged with Unarmed Robbery and Delinquency to wit: Unarmed Robbery. They will be arraigned in Juvenile and the Boston Municipal Court.

Operation Dial-A-Date Part II

This afternoon at 12:29pm, officers assigned to District 7 in East Boston working operation dial a date, an operation put into effect to enhance the quality of life for the residents of East Boston, arrested five individuals.

The officers received information that people were running a prostitution house at 228 Saratoga Street in East Boston. An officer involved in the operation obtained a business card written in Spanish with a telephone number. The officer called the number and made arrangements with the male on the other end of the telephone. This undercover officer responded to 228 Saratoga Street, and after ringing the doorbell was greeted by Diego Bedoya, 33, of East Boston. Bedoya allowed the undercover officer to enter the dwelling, locking two doors behind the officer. Once in the apartment, the undercover officer observed two other males waiting in a room. Bedoya took and undisclosed amount of marked United States Currency from the officer and handed him a blue poker chip to deliver to the female. At this point, the undercover officer alerted other officers that the deal had been made. The other officers entered the dwelling and arrested Bedoya and charged him with Support from a Prostitutes Earnings. Three other males and a female were in the apartment and were arrested and charged with Sex for a Fee. The following people will be arraigned tomorrow in East Boston Court: Rodil Arteaga, 38, and Jaime Orubi, 35, both of Roslindale, Elmer Bedoya, 35, of East Boston, and Linda Odom, 32, of Georgia.


Motor Vehicle Accidents in Boston Continue to Decline

The number of motor vehicle accidents reported in the City of Boston has dropped steadily over the past five years. The number of pedestrian accidents dropped significantly this year, and the total number of fatalities are at their lowest number in over ten years.

Two Dorchester Juveniles Arrested for Robbery

At 5:33pm, January 18, 2006 officers from District 11 responded to 172 Ashmont Street to meet two victims of a robbery. Officers spoke with the victims who stated that while walking along Ashmont Street they were approached by two males, one of whom motioned that he had a gun in his pocket, and robbed the victims of cash and jewelry. A description of the suspects was broadcast and police apprehended them on nearby Bailey Street. No weapon was recovered, however all of the victim’s property was returned. Both Juveniles will be arraigned today in Dorchester District Court for Armed Robbery.

Newton Man Charged with OUI after Failing to Stop for Officers

A Sergeant from District 1 observed a gray Audi traveling the wrong way on Broadway Street just after midnight this morning. While approaching the car the operator, 31-year-old Joel Wladkowski of Newton, backed up and took off eventually getting onto the Mass Pike. Massachusetts State Police, Newton Police and Watertown Police were notified and Wladkowski was caught after he jumped from his car in Newton, just off Exit 17. After a violent struggle, the officers were able to apprehend Wladkowski. He is charged with numerous motor vehicle violations and Operating Under the Influence of Alcohol.

Rogers Park Fight Leaves One Injured

Officers from District 14 responded to Roger's Park yesterday at 1:45pm for a report of a group of people fighting. On arrival they observed a group fighting on Foster Street by the Park. A 13-year-old male sustained a laceration to his ear and swelling to the eye. The victim refused medical attention.

Boston Police Incidents for January 18, 2006

Boston and State Police Arrest Suspect in North End Fight

Officers from District 1 responded to a radio call last night at 10:47 for a large fight behind the liquor store on Cross Street. On arrival, the officers observed two State Troopers interviewing three individuals. According to the Trooper, while performing a paid detail, he heard a person screaming for help behind the liquor store. Further investigation revealed that the victim and the suspect were fighting when the suspect hit the victim with a piece of wood and kicked him. The victim was transported to the Massachusetts General Hospital where he was treated for non-life threatening injuries. The suspect, Danye Thomas, 41, of Boston was arrested and will be arraigned today in the Boston Municipal Court.

Back Bay Resident’s Identity Stolen on Internet

A 51-year-old Back Bay resident reported to police that yesterday morning while on-line she was asked to verify her personal information. The victim disclosed her credit card number, date of birth, social security number, and mother’s maiden name. Thirty minutes later, someone attempted to make purchases on her credit card.

Home Invasion on Willis Street in Dorchester

Last night at 11:29, officers responded to 40 Willis Street on a report of a home invasion. Officers spoke with the victim who reports three suspects armed and masked broke into the dwelling demanding money and drugs. The victim states that he was struck in the face with a firearm by one of the suspects. He refused medical attention. The suspects fled the scene and no arrests were made.

Roslindale Square Armed Robbery

Shortly after midnight this morning, officers from District 5 responded to 1 Corinth Street in Roslindale for an armed robbery. Officers found a 17-year-old male who stated that he was robbed by two suspects who stole an undisclosed amount of U.S. Currency before they fled on foot up Washington Street toward Dedham.

SHOOTING SUSPECT TURNED IN BY FATHER

On Friday the 13th of January, 2006, a shooting occurred at 218 Blue Hill Avenue at approximately 3:10pm. The victim was transported to Boston Medical Center with multiple gunshot wounds.

Today at 12:14pm, the father of Omar Franklin, 20, of Roxbury presented his son to Boston Police Detectives from District 2 as the person responsible for the shooting.

The suspect will be arraigned tomorrow in Roxbury District Court for Assault with Intent to Murder and Unlawful Possession of a Firearm.

Clarification on Factual Inaccuracies Appearing in an Opinion Editorial Published 1-17-06

Below are clarifications to some factual inaccuracies that appeared in an opinion editorial that was published in one of the daily Boston newspapers on 1-17-06.

We have heard from a number of people about several of the concerns that were raised in the opinion piece. Therefore, in our commitment to provide the community with accurate and updated information on department-related issues, we felt it was necessary to provide these clarifications.

Here are quotes directly from the opinion editorial followed by the correct information.

Quote: “There is not one African- American commanding any of Boston’s 13 precincts.”

Clarification: It is assumed that by 'precincts' the author is referring to our police districts. “Precincts” is a term used by New York City, however it is not commonly used in Boston.

Boston has 11 police districts, not 13.

Captain James Claiborne, an African-American, commands District 13. Among the other African Americans who are in command of citywide units or divisions: Deputy Superintendent Rafael Ruiz, overseeing both District 2 and District 3. Captain Pervis Ryans, commanding the Operations Division. Deputy Superintendent Michael Cox, commanding the Forensic Technology Division.

The night commander of the Boston Police Department is Superintendent Bobbie Johnson. Supt. Johnson is in the retirement process; in his absence, he and Superintendent Charles Horsley have been grooming Deputy Superintendent Bruce Holloway to be a night commander. All three men are African-American.

Quote: “The Homicide detectives don’t work after 1 a.m., a time when nightlife is busy and criminal activity abounds.”

Clarification: Homicide detective are on-call 24 hours a day and are required to respond to any unattended death regardless of the time of day. Once on the scene, a homicide investigator begins the investigation immediately. Homicide detectives often work around the clock, and may not return home for days at a time. Homicide detectives often leave their own families behind so that they can respond to the concerns of a victim’s families.

The role of a Homicide detective is not to prevent homicides by patrolling the streets, but to investigate a homicide once it has occurred.

Less than one-third of the city’s homicides in 2005 occurred between midnight and 5:00 AM.

Quote: “The Homicide Unit and the Gang Unit of the department are not even housed in the same building or under the same supervision”

Clarification: Both the Homicide Unit and the Youth Violence Strike Force (assuming that is what the author meant by Gang Unit) both fall under the command of the Bureau of Investigative Services led by Superintendent Paul Joyce.

Quote: “The lack of racial and ethnic diversity in the supervisory or officer ranks is troubling and a major impediment to crime solving, particularly in minority communities where residents are more likely to share information with folks who look like them or share the culture and language.”

Clarification: The Boston Police Department, including its Command Staff, has a higher level of diversity today than it has had at any time in its 151-year history.

For almost 30 years, the Department has been operating under a Consent Decree that called for the Department's sworn and tenured workforce of Black & Hispanic officers to reach parity with the percentage of Black and Hispanic residents who resided in Boston, as counted by the Federal Census.

On 11/23/04, the department was released from that Consent Decree. At the time of its expiration, about 34.5% of our sworn workforce were Black and Hispanic and the city's population stood at 38 % Black & Hispanic. As of today, the percentage stands at 35.8%, the highest level in the history of the Department

Any suggestion that the Boston Police Department is not a diverse department is absurd. While people may pay attention to statistics, we are focused on hiring and retaining the best person for the job. We respect the fact that the Department should be diverse throughout its ranks. We’ve made a huge commitment to diversity, and our record speaks for itself.

More than 25% of the personnel in the homicide Unit are minority. Out of 20 line personnel, six are minorities. The Unit also includes their first ever Family Resource Officer, an African American female officer.

In an effort to further diversify the Department, Commissioner O’Toole has made extensive use of the Special Certification option for the last several incoming recruit classes, giving preference candidates with proficiency in any of the following languages: Spanish, Cape Verdean, Haitian-Creole, and Vietnamese.

Quote: “It is common knowledge that arrests were made in less than 30 percent of the record 75 homicides in 2005.”

Clarification: The 75 homicides in 2005 were not a record number. For example, in 1990 the City of Boston recorded 150 homicides.

It is important to understand the distinction between “clearance rates” and convictions. A “clearance” simply indicates that an arrest has been made. As Boston is painfully aware, many times an initial arrest results in a dismissal or, as we discovered in 2004, a wrongful conviction that is later overturned. The BPD is committed to getting it right- in 2005, the city of Boston had a 91% conviction rate of all murder cases.

Quote: “The level of mistrust between community and police has never been higher.”

Clarification: This statement deeply concerns us. The Commissioner, the Command Staff, and police officers of every rank attend numerous community meetings every day. We all sincerely appreciate the commitment of so many people in all of our neighborhoods to work with the police on the complicated challenges we face. To our knowledge, the relations between the Department and the members of our communities are at a very high level.

A casual observer of Boston history will know that there have been several times during our long history in which the relations between the Department and our communities were severely strained. To suggest that the level of mistrust today is at an all-time high is at best irresponsible, and at worst a deliberately harmful attempt to damage the partnerships that have been built and strengthened over the past 15 years of hard work.

Quote: “At least two of the Homicide Unit detectives investigating high-profile murders in the past few years were moved or demoted. The community has a right to know why.”

Clarification: There have been no demotions in the homicide unit over the past several years. Since assuming command of our homicide detectives, Deputy Superintendent Daniel Coleman has made a commitment to reorganizing the Unit. Some former members were transferred to other detective assignments and others have transferred into the Homicide Unit.

There has been a promotion in which a Detective Sgt. (Bruce Holloway, an African American) was recently promoted to Deputy Superintendent of the Bureau of Field Services. Another promotion occurred when Sergeant Detective Robert Merner was promoted to Lieutenant, where he now oversees all of the Detectives in District 2.

Every homicide is considered to be a “high profile” investigation.

Quote: “We have a bad Boston habit of inviting only those to the table that we feel comfortable talking to. What happens then is that we don't hear what we must from the folks with the most credibility and respect where it matters, on the street.”

Clarification: Our efforts have been and continue to be inclusive. We have made a deliberate effort to forge partnerships with members of each of our communities. It is our practice that meeting on specific issues do not begin until we have made a substantial effort to include all stakeholders: community members, public safety partners, and elected officials.

Quote: “Perhaps it's time to accept the stark reality that, if high test scores do not mean you can successfully investigate and solve a homicide, maybe it is no longer a reliable determinant, if it ever was.”

Clarification: The Boston Police Homicide Unit has never considered exam scores when selecting detectives.

Homicide is a specialized unit, and we set an extremely high standard in selecting homicide detectives. Assignment to the Homicide Unit is one that requires an aptitude for the work, shown through a Detective’s work history and effectiveness, and a dedication and willingness to work the hours and conditions demanded by the Unit.

A frustrating reality is that many officers who are qualified to be homicide detectives are reluctant to make the necessary commitment to this grueling assignment. The last two minority supervisors that were hired were the result of extensive recruiting efforts by the Department leadership.

Quote: “The Boston Police Department is structured on an antiquated system that may have made sense years ago, but is ineffective in the 21st-century reality of crime and its culture”

Clarification: Within the past two years alone, in response to emerging crime trends, the Boston Police Department has repeatedly engaged in several strategic efforts to restructure units that are directly responsible for driving down crime

Example 1: Bi-weekly street violence suppression meetings held over the past year focusing on violent criminals and activities within our neighborhood. These bi-weekly reviews of activity include input from tactical intelligence, personnel as well as district level personnel and prosecutors working together to identify patterns of violent behavior and to stop violent crime in our neighborhoods.

Example 2: The daily tactical analysis being performed at the Boston Regional Intelligence Center (BRIC) by the combination of intelligence unit and civilian crime analysts has led to one of the most innovative info-sharing units in American policing. This includes a daily round up of the previous 24 hours analyzed by civilian crime analysts working side-by-side with intelligence detectives and disseminated and provide members of the BPD with vital, up-to-date information pertaining to crimes, crime trends and the people perpetrating those crimes. Far from being “antiquated”, this organizational model has been well-received by members of the department, federal authorities, local law enforcement partners and has been routinely visited by jurisdictions across the country (and Toronto) who are interested in emulating our model.

Example 3: The Firearms Investigation Center, which pairs our investigators with federal ATF Agents to jointly investigate firearms trafficking. We are one of the few, if not only, jurisdictions where this is happening.


Boston Police Incidents for January 17, 2006

Parking Attendants Stop Car Thief In Charlestown

Police Officers assigned to District 15 in Charlestown, responded to a 911call for a crime in progress at 197 8th Street in Charlestown around 7:15pm last evening. Three parking attendants had captured 25-year-old Gilbert Peterson of Charlestown after he was observed breaking into a 2004 Mercedes parked in the parking garage. He was placed under arrest.

Women’s Wallet Taken In the North End

A black male wearing a puffy black coat, dark pants, and a blue watch cap, approached a woman sitting in her motor vehicle on Hanover Street in the North End and requested money. The suspect stated to the victim that his motor vehicle had been towed and he needed some money to retrieve the vehicle. When the victim opened her purse, the suspect reached in the window and grabbed the victim’s wallet. The suspect fled on Hanover Street. The victim was not injured during the incident.

Woman Arrested After Carjacking, Chase

At 10:41am on Monday, a female victim reported to police that while dropping off her son at the New England Conservatory of Music, a white female entered her running, parked Audi and drove off. The victim’s 6-year-old son was in the back seat and was able to jump from the car before the female drove off. He was able to alert conservatory staff of the theft who then initiated a police response. Anti-crime officers from District 4 saw the victim’s car in a parking lot on Topeka Street with the female and a male suspect sitting in the vehicle. Officers followed the car to a McDonald’s parking lot on Massachusetts Ave. and the male, identified as 41-year-old Wayne Soule of Boston, jumped from the car and was quickly caught by officers. The female, identified as 38-year-old Kathleen Soule of Boston took off leading police on a brief chase. After nearly running down a detail officer, she was stopped at W. Springfield Street near Newland Street and taken into custody. She was positively identified by both the victim and her son and is charged with the following: Carjacking, Larceny of M/V, Assault by Means of a Dangerous Weapon, Refusal to Submit to Police, Negligent Operation, Resisting Arrest, and numerous traffic violations. Her husband was questioned and released. Arraignment will be in Boston Municipal Court.

Roxbury Pre-School Broken Into, Computers Stolen

Officers from District 2 responded to 185 Dudley Street, The Smiley Pre-School for a breaking and entering report. According to an employee, person(s) unknown broke into the building through a back door and stole several Dell computers, monitors and printers that were part of the buildings security system. No arrests have been made and this incident is currently under investigation.

Update on Missing Elderly Male

At about 11:58pm January 16, 2006 an officer from District 2 located 79-year-old Rossell Friday at the Forest Hills T-station. The officer had observed an elderly male standing outside of the bus terminal as he proceeded to District 2. Once at work he was informed of the situation and immediately returned to Forest Hills Station. An MBTA transportation supervisor and the officer located Mr. Friday and took him to an office inside the bus terminal. The MBTA employee provided a blanket and the police officer gave Mr. Friday his coffee. EMS responded and transported Friday to Carney Hospital for observation and to be reunited with his family.

Police Search for Missing 79-Year-Old with Alzheimer's

At 6:50pm on January 16, 2006 officers from District 2 responded to 10 Aspen Street for a report of a missing 79-year-old male. Officers were informed that the missing man is currently suffering from Alzheimer’s and has not been seen since 8:00am this morning. His name is Rossell Friday Jr. and is described as a black male, 5’11”, with a gray beard and glasses. He was last seen wearing a royal blue coat, a dark green jumpsuit with beige collar and black Reebok sneakers. He frequents the Washington Park Mall area, the Walgreens at Quincy and Warren Streets and the Grove Hall area.

Emergency Deployment Teams from each district have been sent to the area and an extensive search is underway. Anyone with information as to the whereabouts of Mr. Friday or who may have seen a person matching this description is urged to contact the Boston Police.

Roslindale Man Arrested for Gas Station Robbery

About 7:30am on January 15, 2006, officers from District 5 responded to the Hess Gas station at 1779 Centre Street for an armed robbery. According to the clerk, a male suspect entered the shop, approached the counter to purchase a bag of chips and when the register drawer opened, pulled a knife and demanded money. The suspect reached over the counter and grabbed about $80.00 from the open drawer and fled the scene in a blue pick-up truck. At noon that same day, an alert officer on patrol saw the blue pick–up at the intersection of Cummins Highway and Florence Street. The suspect was inside the truck and was positively identified by the shop clerk who was brought to the scene by police. The suspect, 23-year-old Thomas Hession of Roslindale was arrested and charged with the armed robbery. A knife was recovered and Hession will be arraigned in West Roxbury District Court on Tuesday morning.

Operation 'Home Safe" takes 60 off the streets

Once again, Operation "Home Safe" hit the streets of Dorchester and Roxbury this weekend rounding up 60 people. Beginning on Thursday, January 12, 2006 and running through Saturday the 14th, officers hit the streets in an effort to remove violent offenders and clean up area hot spots. A total of 60 were arrested in the weekend operation including a juvenile armed with a loaded .45 caliber handgun. Arraignment will be in both Roxbury and Dorchester District Courts on Tuesdy morning.

Male Shot in Arm in Dorchester

About 4:50pm January 15, 2006, officers from District 11 responded to 248 Bowdoin Street for a person shot. An 18-year-old Hispanic male was taken to Boston Medical Center with a gunshot wound to the right arm. According to the victim, he was walking on Hamilton Street and was approached by a car with a group of males inside. One of the occupants shot at the victim striking his arm. His injuries are not life threatening and no suspects have been arrested. This investigation is ongoing.

INCIDENTS FOR JANUARY 15, 2006

PURSE SNATCHER CAUGHT

At 6:29pm Boston Police responded to 8 Park Plaza, for a report of a purse snatching. Officers spoke with the victim who explained while waiting to be seated at the restaurant, a female passed by, brushed up against her and removed her brown tote bag. Other witnesses saw the suspect leave the restaurant heading towards Boylston Street carrying a Martini and the victims bag. Officers broadcast a description of the suspect and while searching the area, observed a woman fitting the suspect’s description walking out of another restaurant on Boylston Street. The suspect was brought back to the scene and identified as the woman who stole the bag. The suspect was found to be in possession of the victim’s credit card. While officers were assisting the victim, they received a radio call reporting two found bags located in a restaurant on Boylston Street. Officers proceeded to the other restaurant where the suspect had been and recovered the brown tote bag belonging to the victim. The victim’s belongings were returned to her with the exception of $25.00, a cashmere sweater and her medications.

Cheryl Macmillan, 42, of Somerville will be arraigned in Boston Municipal Court on Tuesday and charged with Assault to Rob Unarmed, and Buying, Receiving or Concealing Stolen Goods.


SEX OFFENDER

At Oak Street and Harrison Avenue, downtown Boston, at approximately 11pm Boston Police arrested Robert Wright, 41, of Boston for failing to register as a sex offender. He will be arraigned in Boston Municipal Court on Tuesday.


GUN TAKEN OFF STREETS


At 2:51pm, while conducting Operation Home Safe, officers were traveling on Folsom Street at Woodward Park when they observed a male wearing a red basketball shirt over a black sweatshirt with the left side of his sweatshirt bulging out, and hanging lower than the right side. Officers also observed that the individual’s left hand was against this bulge in a manner that was consistent with a person holding a heavy item. Through officers training and experience, this was consistent with a person concealing a weapon. At this time, officers believed that the individual could be caring a firearm. Officers then pulled their cruiser over and identified themselves as Boston Police. As officers opened the door in order to speak with the suspect, he ran away from officers on Folsom Street toward Woodward Park.

Officers then followed the suspect on foot. When the suspect ran next to a fence bordering an auto lot at the intersection of Folsom Street and Dudley Street, an officer observed him reach and pull out a black and metallic colored firearm, and throw it with his right hand over the fence. The suspect then crossed Folsom Street and ran into the playground at that location. Officers pursued the suspect through the playground and stopped him across the street of 626 Dudley St.

After returning to the area where the suspect threw the firearm, officers recovered a black metallic colored .45-caliber semi-automatic handgun loaded with four .45 caliber rounds of ammunition.

It was determined that the suspect is a juvenile and will be charged with Possession of a Firearm, Possession of Ammunition, and Resisting arrest.

IT’S A QUALITY OF LIFE ISSUE

Answering the call from residents who are fed up with the parties in District 14, at 2:36 this morning officers responded to a radio call for a loud party at 63 Nonatum Road, Brighton. Upon arrival officers could clearly hear loud music coming from the second floor apartment and concluded that it was loud enough to constitute a disturbance of the peace.

Napolean Tejera, 23, of Brighton, identified himself as a resident of the apartment. Officers observed approximately 10-15 persons drinking from bottles of beer and engaging in conversation while listening to loud music.

Officers stated to Tejera that the party was over and all guests needed to leave. Tejera was then advised that residents of the apartment were subject to arrest if they refused to stop their disruptive behavior.

Tejera refused to accept the officers request, which caused other guest to loudly protest in favor of suspect Tejera. The officers then advised all persons present that were not residents they need to leave or be subject to arrest as well, and after approx 5 minutes no one would leave. Officers then asked if any other residents were present and suspects Nathan Gustafson, 24, of Brighton and Ryan Mazin, 23, of Brighton, emerged from the crowd and stated they lived there as well.

After more than 5 minutes of offering reasonable explanations for the officers actions and providing suspects sufficient notice they were violating the law, officers provided the residents a final chance to end the party, however they refused again by becoming more boisterous and refusing to ask guests to leave.

Due to the fact that officers provided suspects sufficient opportunity to cease their disruptive behavior and that it became abundantly clear they had no intention of doing so, officers placed suspects Tejera, Mazin and Gustafson under arrest for Disturbing the Peace. They will be arraigned in Brighton District Court on Tuesday.

Afternoon Shooting Leaves One Critical

At about 3:10pm on January 13, 2006 officers from District 2 responded to 218 Blue HIll Avenue for a person shot. An 18-year-old Hispanic male while walking along Blue Hill Ave was chase by a group of males. One of the males fired upon the victim striking him multple times. The victim was taken to Boston Medical Center and is listed in critical condition. No arrests have been made.

Boston Police Incidents for January 13, 2006

Two Suspects Arrested in Charlestown for Carjacking

This morning at 12:56, two 16-year-old males from Charlestown were arrested for delinquency to wit: kidnapping and armed car jacking. The 29-year-old victim from Weston reports that four suspects armed with knives forced him to drive them from 140 Main Street to Carney Court where they robbed him. The victim was not injured; the case is still under investigation.

Suspects Arrested Fighting and Damaging Cruiser

Officers from District 1 on patrol in the Stuart and Tremont Street area, observed Chester Williams, 27, of Jamaica Plain and Clayton Howard, 21, of Mattapan engaged in a fight in the middle of the street. Officers attempted to separate suspects to no avail. The suspects continued to fight slamming into the side of the officer’s cruiser damaging the side view mirror and damaging the door. Both were arrested and will be arraigned this morning.

Firearm Recovered in Roxbury

Officers from the Youth Violence Strike Force and the U.S. Marshals recovered a firearm with obliterated serial numbers under a dumpster in the area of Fairland Street and Mount Pleasant Avenue. The firearm was recovered by officers while working “Operation Homesafe” at 12:15 this morning. The firearm was forwarded to the Ballistic Unit.


25-year-old Male from Somerville Shot

Police from District 2 responded to 9 Stoughton Street this morning at 1:16 for a report of shots fired. On arrival officers found a 25-year-old male suffering from a gunshot wound. According to witnesses, the victim was shot outside the bar. He was transported to the Boston Medical Center where he was treated for non-life threatening injuries.

Two Arrested in South End for Drug Charges

Albert Gianninni, 19, and Robert Maines, 23, both of Abington, were arrested by members of the District 4 Drug Control Unit last night at 5:30. The officers observed the two involved in a drug transaction behind the firehouse on Tremont Street. They were later stopped at Washington Street and Cass Boulevard where they were found to be in possession of heroin and hypodermic needles. They will both be arraigned in Boston Municipal Court this morning.

Boston Police Incidents for January 12, 2006

Dorchester Man Shot in Leg
About 10:30pm, January 11, 2006, officers from District 11 responded to the Boston Medical Center to meet the victim of a shooting. The victim, a 31-year-old male, stated to officers that he was walking on E. Cottage Street near Pleasant Street and was shot in the leg. He was taken to the hospital by a friend and was unable to offer any additional information. His injuries are considered non-life threatening and the investigation continues.

Cruiser Accident Sends Three to Hospital

About 1:37am, January 12, 2006, officers from District 13 were involved in an accident while transporting a female prisoner on the Jamaica Way. The crash happened after 24-year-old Daniel Murphy of Roslindale attempted to pass a vehicle driving on the Jamaica Way. Murphy’s 2001 Jeep Wrangler hit the vehicle he was attempting to pass forcing it off to the side of the road. He then crossed the double yellow line and struck a Police Wagon traveling in the opposite direction. Male Found Shot on Mattapan Street

About 1:50am, January 12, 2006, officers from District 18 responded to 48 Mattakeeset Street for a man shot. An unidentified male was found suffering from an apparent gunshot wound to the head. He was taken to Boston Medical Center and is expected to survive. This incident remains under investigation. No arrests have been made.

Good Samaritan Helps Store Clerk After Assault

About 4am, January 12, 2006, officers from District 1 responded to the 7-11 convenience store at 70 E. India Row for an assault in progress. According to the victim, a 40-50 year old black male, wearing black pants and a gray sweatshirt, entered the store went behind the counter and struck the victim in the head with a brick. The suspect grabbed some cigarettes and alcohol while the victim went outside for help. A pedestrian walking past stopped, and after being told of the incident went into the store and told the suspect to drop the items and leave. The suspect complied and fled the store on foot. The victim refused medical attention.

Charlestown Barber Shop Broken Into

The barbers at the Bunker Hill Barber shop located at 26 Common Street in Charlestown reported an unknown person(s) entered the barbershop and stole an undisclosed amount of U.S. Currency as well as scissors and clippers. The suspect committed this crime between 9pm on January 10th and noon yesterday. Detectives from District 1 are investigating the incident.

Two Arrested in Chinatown After Fight

Last night officers from District 1 arrested Fidel Hernandes, 38, and Ramiro Figueroa, 50 after the two were sharing a 40 oz beer at 70 Beach Street. After being asked to discard the bottle, the two suspects began slapping and punching each other. Both were transported to District 1 and will be arraigned today charged with Affray and Drinking in Public.

Traffic Violation Leads to Drug Trafficking Arrest

A resident of Roslindale operating a 1995 Dodge was observed by officers in District 7 committing a violation of the auto laws last night at 5:50pm. When the officers conducted a motor vehicle stop at 47 Meridian Street, Dana Domino, 32, of Dorchester was found to be in possession of marijuana and crack cocaine. He was walked into District 7 and booked for Trafficking Class B, Possession of Class D and a warrant out of East Boston Court.

Missing 1-year-old Found Inside Day Care Van Unharmed

About 1947hrs tonight, officers from District 2 were informed that a 1-year-old baby boy due home at 1630hrs, had not yet returned from daycare. The childs family told police that a bus service was scheduled to drop off the child at home and had not done so. Police immediately initiated an investigation and the child was located inside the unattended bus in a lot at 636 South Street in Roslindale. Boston EMS responded to the scene to evaluate the child and as a precaution he was taken to an area hospital for further treatment. The child was found awake and alert. As of now, no charges have been filed and this investigation is ongoing.

Search Warrant Nets Guns, Drugs and Ammunition

On Monday January 9, 2006, at 0715hrs, members of the Boston Police Youth Violence Strike Force along with agents from the United States Marshals, arrested 27-year-old Carl Pierre-Louis of Mattapan, inside 7 Old Morton Street, on two outstanding warrants. Pierre-Louis was wanted for an incident that occurred in November of 2003 where he was found in possession of a firearm. He was also wanted for a courthouse incident where he intimidated witnesses, including a police officer, and fled the court before his case was heard.

Subsequent to the arrest, a search warrant was executed on the residence. Inside, officers recovered 3 guns, a 9mm Taurus, a .380 caliber Walther, and a 357 Ruger. Over 100 rounds of ammunition were also recovered as well as approximately 124 grams of cocaine packaged for sale. Pierre-Louis was arraigned Tuesday in Dorchester District Court charged with: Intimidating a Witness, Unlawful Possession of a Firearm (4 counts), Unlawful Possession of Ammunition, and Trafficking Class B (Cocaine).

Robbery Suspect Caught by Witnesses

At 1157hrs January 10, 2006, officers from District 13 responded to 62 Montebello Road, Jamaica Plain, for a robbery suspect being held by witnesses. According to the victim, she was punched and dragged by 51-year-old Carl Pettijohn of Mattapan, as he tried to take her purse. Witnesses from a nearby auto service center heard the victim’s call for help and chased and captured Pettijohn. He was held until police arrived and taken into custody. The victim was taken to Boston Medical Center for injuries to her face, hands and knees. Arraignment is in West Roxbury District Court today for Unarmed Robbery and Resisting Arrest.

Walgreens Robbery Foiled by Security Guard

At 1905hrs January 10, 2006, officers from District 4 went to 841 Boylston Street for a robbery in progress at Walgreens. Officers were informed that a male, later identified as 36-year-old Anthony Harris, entered the store armed with a gun, handcuffed the store manager in a back room, and demanded money from the safe. Two employees from the store, one a security guard, the other a clerk, confronted Harris as he tried to leave the store and a struggle ensued. The clerk was able to disarm Harris of what turned out to be a replica firearm and both held Harris on the ground until the arrival of the police. Harris suffered injuries to his head as a result of the botched robbery attempt and was taken to Beth Israel Hospital for treatment. He was arrested at the hospital and charged with Armed Robbery and Kidnapping. Arraignment will be at a later date due to Harris’ hospital stay.

Mattapan Youth Arrested Carrying a Loaded Gun

At 1550hrs January 10, 2006, member of the Youth Violence Strike Force stopped a group of males on Greenfield Street in Mattapan. One of the males, 17-year-old Marcsene Torchon of Mattapan attempted to flee and was caught by officers. Officers recovered a fully loaded 9mm Ruger Handgun from Torchon. He was arrested and charged with Unlawfully Carrying a Firearm and Ammunition.

Roxbury Traffic Stop Nets Gun and Drugs

At 0241hrs January 11, 2006, officers from District 2 Stopped a vehicle on Devon Street in Roxbury for several traffic violations. The driver of the car, 28-year-old Gerome Adams of Mattapan, was found to be in possession what officers believed to be marijuana in his pocket. Adams was arrested and a search of his 1998 Volvo S70, revealed a loaded .45 caliber Taurus handgun in the glove compartment. Adams is charged with Unlawful Possession of the Gun and Ammunition, Possession of Class D, and Operating Under the Influence of Drugs.

Special Swearing-in Ceremony Honors Returning Veteran

Boston Police Recruit Officer Patrick E. Byrne returns from active duty, and is sworn in as a new Boston Police Officer.

Mayor Thomas M. Menino and Commissioner Kathleen M. O'Toole conducted a special swearing-in ceremony for Boston Police Recruit Officer Patrick E. Byrne, an Iraq War Veteran. The ceremony took place on Monday, January 9, 2006 at 2:00 pm at Boston Police Headquarters. Members of Recruit Officer Byrne's family as well as classmates from his original Academy Class were on-hand for the special ceremony.

"I'd like to welcome Patrick back to Boston! On behalf of the city, I want to thank you for your service to our country and congratulate you on a job well done," Mayor Menino said. "While this ceremony marks the end of your training, it also begins your career of serving our residents to make Boston a safer city. You are now joining another select group of men and women who constantly put the needs of others before their own. And you are protecting a city that is very grateful for your service."

A member of the United States Navy Reserves Seabees (ground forces), Recruit Officer Byrne was called to active military duty prior to his scheduled graduation from Academy Class 41-04. Following his military activation, Recruit Officer Byrne toured in all areas of Iraq. After ten months of active service, Byrne successfully completed his tour of duty and recently returned home to fulfill his Police Academy requirements. A South Boston native, he will be assigned to District A-1.

"It is with great pride that I welcome Recruit Officer Byrne to the distinguished ranks of the Boston Police Department," Commissioner O'Toole said. "The same humility, professionalism and devotion to duty that Patrick so clearly demonstrated with the U.S. Navy Seabees will make him a great asset to the Boston Police Department."

Currently the Boston Police Department has 11 officers serving active military duty. These officers are full-time members of the Boston Police Department, who have left their homes, their families and their jobs to serve our country. The department thanks them for their service and their sacrifices. We keep them in our thoughts and prayers, as we await their safe return to Boston.

Charlestown Resident Robbed at Gun and Knife Point

A 32-year-old Charlestown resident reports that last night at 1747 hours while walking in the area of 22 Tremont Street in Charlestown she was approached by two teenage black males. One was armed with a firearm and the second a knife. Both suspects robbed the victim of her pocketbook and then fled on Tremont Street toward Lowney Way. Both suspects are described as being about 15-year-old black males, wearing grey hooded sweatshirts.

Victim Robbed of Bag in Dunkin Donut’s Parking Lot

An officer from District 15 responded to 125 Cambridge Street in Charlestown yesterday afternoon at 1428 hours on a report of a robbery. On arrival, the officer spoke with a 46-year-old female from North Andover who states an unknown black male pointed a firearm at the victim and robbed her of her bag. A Somerville Police Officer later located the property on Caldwell Street. The suspect remains at large.

Four Juveniles Arrested for Robbery

Three juveniles from Roxbury and one from Hyde Park robbed a 41-year-old male of a cell phone and U.S. Currency last night at 1908 hours while the victim was walking in the area of Forest Street and Vine Street. The victim reported the incident to Harbor Point Security who located the suspects and with officers from District 2 arrested all four individuals.

New Jersey Women Arrested as Common Night Walker in South End

Police Officers assigned to District 4 in the South End arrested 21 year-old Lauren Tuccille of Port Monmouth, New Jersey as a Common Night Walker early this morning. The Officers arrested Tuccille at the intersection of Berkley Street and Appleton Street around 0145hrs after observing her for the third time in various locations in the South End where complaints of prostitution have been identified.

Jamaica Plain Women Has Handbag Stolen in Hyde Park

About 1948hrs last evening, a white Hispanic male suspect described as 5”11” and a medium build wearing dark sweat pants, dark coat and dark scally cap, approached the victim and stated ”excuse me.” As the victim stepped aside, the suspect grabbed her handbag and fled on foot. The victim was walking on Patten Street in Hyde Park when the Robbery took place.

SUSPECT APPREHENDED AFTER POINTING LOADED GUN AT POLICE

At approximately 3:18pm, Boston Police Officers responded to a radio call for a person with a gun at Hosmer Street and Blue Hill Avenue in Mattapan. Upon arrival, officers observed a group of males walking down Hosmer Street towards Blue Hill Avenue. Witnessing an exchange between two individuals within the group, officers stopped the group. One individual continued to walk down Hosmer Street while the rest of the group stopped on the sidewalk. When ordered to stop by police, the individual began to run down Hosmer Street. Officers then observed the suspect remove a silver colored firearm from his waist area. The suspect ran into a driveway on Hosmer Street with the firearm in hand. Officers ordered the suspect to drop the gun and suspect responded by pointing the gun at officers while continuing to run behind a house. The suspect was then seen throwing the weapon before jumping over a chain-linked fence. Officers recovered a loaded .357 magnum firearm and apprehended the suspect in a vacant lot on Hosmer Street. Njisane Chambers, 18, of Milton will be charged with Assault & Battery with a Dangerous Weapon, Unlawful Possession of a Firearm, Unlawful Possession of Ammunition, and Trespassing. He will be arraigned tomorrow in Dorchester District Court.

Police Identify Allston Homicide Victims

Last night at about 21:23 hours, officers from District 14 responded to a call for a person shot at 244 Kelton Street in Allston. On arrival officers found three people shot. According to information obtained from family, victim # 1 is identified as Julio Ceus, 33, of Allston. Victim #2 is identified as Natalie Sumner, 18, of Franklin, NH. Victim #3 is also a witness to these homicides; no additional information will be released about this individual. Preliminary investigations reveal that the victim’s were targeted and that it is not a random act of violence.

Homicide detectives are currently investigating these homicides. No arrests or suspects have been identified in connection with them and no motive has been determined. As in all incidents that occur inside, eyewitness information is limited. Investigators are asking people that were in the Kelton Street neighborhood last night to consider the time frame of 21:23 hours, before and after, considering what they may have witnessed, paying particular attention to a black male and a white male traveling together either on foot, in a vehicle or by means of public transportation. Charlestown Dog Electrocuted

Last night at 18:28 hours a 28-year-old Charlestown resident was walking her 6-year-old dog in the area of Warren and Chelsea Streets when it stepped on a metal grate, fell and died. Animal control responded and took custody of the dog. Boston Public Works were notified, responded and repaired the wires that caused an electric current through the grate.

Two Suspects Arrested After Attack on Boston Common

Paul Bowders, 19, and Michael Lanagan, 23, both of Boston were arrested last night at 21:28 on the Boston Common. Both suspects were positively identified by two victims who reported that the suspects, armed with knives, attacked them. At the booking desk, the suspects were found to be in possession of cocaine and marijuana. They will both be arraigned in the Boston Municipal Court.

Victim Reports Being Shot at on Wilcock Street

A 26-year-old male from Dorchester reports that he was shot at in the area of 10 Wilcock Street last night at about 20:04. Officers from District 3 later found ballistic evidence as well as broken windows consistent with damage from bullets.

Suspect Operating With a Suspended License Arrested with Drugs

Officers from District 18 observed an occupied motor vehicle parked at 35 Fairmount Street in Hyde Park. Further investigation revealed the operator was operating after his license was suspended by the Commonwealth. The operator, James Bala, 22, of Foxboro was also found to be in possession of four bags of marijuana. He will be arraigned in Court today.

Victim #2, an 18-year-old white female, was transported to the Beth Israel Deaconess Medical Center where she was pronounced. Victim #3, is also a witness to these homicides, no additional information will be released about this individual. This victim was transported to the Beth Israel Deaconess Medical Center and treated for a non-life threatening gunshot wound. Preliminary investigations reveal that the victims were targeted and that it is not a random act of violence.

Homicide detectives are currently investigating this homicide. No arrests or suspects have been identified in connection with the homicide and no motive has been determined. Operation Home Safe Nets 33 Arrests in Mattapan

Boston Police, Transit Police, and Mayor Menino’s Office of Neighborhood Services worked together this weekend to address public safety concerns as well as quality of life issues in Mattapan. This operation focuses on prostitution, after hours parties, drugs, gangs, firearms and persons wanted on arrest warrants.

The Boston Police employed high visibility and saturation patrols throughout the neighborhood with many specialized units including Rolling Thunder, Tactical Bicycle Squads, the Mounted Unit, Drug Units, Licensing Units, and the Youth Violence Strike Force. All of these units combined to serve arrest warrants, execute search warrants and conduct high visibility patrol throughout the Mattapan neighborhood.

Boston Detectives and Police Officers targeted the residential and commercial areas of the neighborhood, while the Transit Police conducted safety checks on M.B.T.A. buses traveling through Mattapan over the duration of the weekend.

Operation Home Safe’s public safety function concluded today, but the Mayor’s Office of neighborhood services will coordinate city agencies in the Mattapan neighborhood to address issues such as street cleaning, street light repair, and public work issues. The planning of this operation was in conjunction with many Community Leaders, Police Officials, as well as representatives of the Mayor’s Office of neighborhood services.

A total of thirty-three people were arrested during this operation. Eleven of the thirty-three were wanted on warrants. Three Firearms were recovered and three search warrants were executed.

Boston Police Incidents for January 8, 2006

Suspect Arrested with Stolen Property and For Failing To Register as a Sex Offender

David Foye, 38, of South Boston was walking through the Theater District on Friday night carrying a $700 Bose stereo, a $50 bottle of Champagne, six nips, and seven packs of cigarettes. Officers stopped Foye and conducted a threshold inquiry. The suspect gave several conflicting stories to the officers about his possessions. Finally, he told officers he had just purchased the items from someone on the street. The suspect was placed under arrest for Buying, Receiving, or Concealing Stolen Items. Further investigation revealed the suspect Failed to Register as a Sex Offender. He will be arraigned in the Boston Municipal Court on Monday.

Suspect Robs Dry Cleaners in South Boston

Officers from District 6 responded to an armed robbery last night at 16:04 hours at 768 East 4th Street in South Boston. According to witnesses, an unknown white male armed with a firearm entered the Dry Cleaners and robbed the victim of United States Currency. The suspect then fled out the rear door. He remains at large. No injuries were reported at the Cleaners.

Firearm Recovered in Mattapan

Members of the Youth Violence Strike Force participating in “Operation Home Safe” recovered a firearm from a concerned citizen after this person entered District 3 last night at 17:30 hours. Officers secured the firearm to be forwarded to the Ballistic Unit.

17-year-old- Male Stabbed on Woodbine Street

Officers from District 2 responded to 12 Woodbine Street last night at about 21:12 hours on a report of a stabbing. On arrival officers spoke with the victim who stated an unknown black male stabbed him in the leg after an altercation that occurred on Woodbine Street. The victim was transported to the Boston Medical Center where he was treated for non-life threatening injuries. No arrests have been made.

Jamaica Plain Fruit Market Robbed

Two suspects entered the Boylston Street Fruit Market last night at about 20:30 hours armed with a firearm demanding money. One suspect was armed with a firearm while the second suspect grabbed the cash register containing United States Currency. Both suspect fled in different directions. No arrest was made, the incident remains under investigation.

Huntington Avenue/ Barbara Street Armed Robbery

A twenty- three-year-old female reports while getting off an MBTA bus this morning at 00:05 in Jamaica Plain she was approached by a suspect armed with a silver handgun who robbed her. The suspect robbed the victim of United States Currency and fled toward Centre Street. The victim was not injured. The suspect remains at large.

Suspect Arrested with Firearm Outside Police Headquarters

This morning at 00:26 hours, an officer assigned to District 2 stopped a motor vehicle for an motor vehicle infraction outside of One Schroeder Plaza. After approaching the vehicle, the officer smelled a strong odor of alcohol from inside the vehicle and observed both occupants to be in possession of cups believed to be mixed alcoholic beverages. The operator, Llamar Antwoine Axell, 27, of Dorchester was observed operating the vehicle after his license was suspended. Officers placed him under arrest for this offense. The officer conducted a search incident to a lawful arrest and discovered the operator to be in possession of a loaded firearm. The passenger was also in possession of a box cutter. That officer suffered a cut from the weapon while removing it from the suspect. The passenger was released after being issued a citation for an open container of alcohol in the passenger area of a vehicle and a seatbelt violation. Axell was charged with Operating After Suspension, Open Container of Alcohol in the Passenger area of a Vehicle, Unlawful Possession of Firearm/ Ammunition. He will be arraigned in the Roxbury District Court.

Suspect Slashes Victim After Attempting to Rob Victim

A 23-year-old male from Dorchester reports that at 05:15 this morning an unknown male approached him and attempted to rob him of his wallet on Ditson Street in Dorchester. When the victim told the suspect he didn’t have one, the suspect slashed his arm. The suspect fled in an unknown direction. The victim transported himself to the Carney Hospital where he was treated for his injuries.

Cruiser Tires Slashed at Hillside Street Party

Officers from District 2 responded to a large party at 146 Hillside Street this morning at about 02:05. On arrival, officers observed Miles Heath Disney, 22, of Brookline at the front tire of a marked Boston Police cruiser. As the officers approached Disney, he fled on foot down Hillsdale Street. Officers were able to stop Disney at about 158 Hillside Street. According to a witness on scene, Disney walked to the marked cruiser and slashed the front and rear driver’s side tires. He proceeded to the passenger side of the cruiser when the officers approached him and he fled. Disney was placed under arrest and found to be in possession of a weapon in his hand. Disney is charged with Destruction of Personal Property, Dangerous Weapons Unlawfully Carried, and Disorderly Conduct.

Officers then entered an apartment located at 146 Hillside Street and observed a large party with open containers of alcohol and loud music playing. Police arrested Paul Jefferson Czarnioka, 20, of Roxbury; Reid Sayre Schwartz, 22, of Roxbury; and Jesse Shane Gallagher, 25, of Leverett. All three are charged with Procuring Alcohol for a Minor, and Keeper of a Disorderly House. All four will be arraigned in the Roxbury District Court on Monday morning.

Four Arrested in Operation Dial A Date

At about 10:45 this morning, officers from District 7 conducted a prostitution investigation. This operation was designed and put into effect to enhance the quality of life for the residents of East Boston. Officers assigned to this operation responded to 247 Bennington Street where they were spoke with Luis Gimenez, 41, of East Boston who told the officers that the house would be open for business at about 11:15 hours. The undercover officer returned to the address at 11:30 hours, rang the doorbell to an apartment and was greeted and allowed into the apartment by Antonio Sepulveda, 46, of East Boston. The undercover officer gave Sepulveda an undisclosed amount of U.S. Currency for sex. Sepulveda proceeded to the kitchen area where he recorded information into a notebook and handed a marble to the undercover officer. He told the officer to give the marble to the girl for sex. At this point, back up officers entered the apartment and arrested Sepulveda and charged him with Support from a Prostitutes Earnings. Police also arrested Denyanira Soto-Pichardo, 23, of West New York, New Jersey, and Pablo Rodriguez, 20, of East Boston. Both were charged with Sex for a Fee. As the officers were leaving the apartment, they observed Luis Gimenez where he was placed under arrest and charged with Support from a Prostitutes Earnings. An undisclosed amount of U.S. Currency, personal papers, a calculator, and a bag of marbles were all seized. All four suspects will be arraigned in the East Boston Court on Monday morning.

Dorchester Residence Hit by Gunfire

At 8:26pm last night, officers from District 11 in Dorchester responded to shots fired in the area of Glen Street and Trull Street. Officers located several pieces of ballistic evidence in the street and learned that a residence on Trull Street had several bullet holes in the front door and surrounding area. Some of the rounds penetrated into walls inside the residence. No injuries were reported. This investigation is ongoing.

Five Arrested in Roslindale, Gun Recovered

At 10:24pm last night, members of the Youth Violence Strike Force arrested five individuals outside of 50 Archdale Road. 19-year-old Pedro Colon of Roslindale, 21-year-old Reynaldo Feliz-Pena of Roslindale, and a juvenile were arrested and charged with drinking alcohol in Public. 24-year-old Eddie Gautier and 21-year-old Salome Cabrera, both of Boston, were charged with the unlawful possession of the firearm/ammunition. The gun, a loaded .38 caliber handgun was taken from Gautier’s coat pocket during the investigation. All will be arraigned in West Roxbury District Court on Monday.

Dorchester Man Robbed at Gunpoint

At 11:21pm last night, officers from District 11 in Dorchester responded to 1768 Dorchester Ave. to meet the victim of a robbery. According to the victim, a group of six black non-Hispanic youths approached him, put a gun to his head and demanded money. All suspects took off on foot with about $80.00 of the victim’s money. A search of the area was made to no avail, and the victim was not injured. This investigation is ongoing.

Dorchester Man Arrested, Gun Recovered

Just before midnight, members of the Youth Violence Strike Force arrested 41-year-old Earl Grant of Dorchester for illegally carrying a loaded gun. Officers had responded to 80 Talbot Ave in Dorchester for a report of a fight. Grant was located at the scene and was observed by officers attempting to discard the gun under a parked car. A loaded .25 caliber Beretta was recovered and Grant was taken into custody. He will be arraigned in Dorchester District Court on Monday.

Back Bay Robbery Suspect Arrested on Berkeley Street

Just before 4am this morning, officers from District 4 went to 50 Berkeley Street for a report of two men fighting. The victim told the officers that he was just robbed of his wallet, and the suspect was walking on Appleton Street. The suspect, 42-year-old Michael Hasberry of Dorchester was stopped on Appleton Street and found to have the victim’s wallet in his possession. Hasberry was positively identified by the victim and was placed under arrest for the Robbery. According to the victim, Hasberry stated he had a gun and demanded money. There were also three other reported robberies in the area between 11:00pm and 1:40am with similar circumstances. Investigators are looking into a possible connection due to the similarities in the suspect description and MO. This investigation is ongoing.

Man Arrested for December Shooting of Mattapan Woman

Shortly after 2pm today, members of the Boston Police Youth Violence Strike Force, after an intensive fugitive investigation, arrested 24-year-old Barrenton McIntosh of Hyde Park inside of G-15 Algonquin Terrace in Plymouth, MA. The arrest comes just weeks after McIntosh allegedly shot a female in the jaw at 3 Fottler Road in Mattapan and he has been on the run since. The female victim from the December 17th shooting, suffered non-life threatening injuries and is expected to recover. An arrest warrant was sought after the December shooting and information gathered since the incident, led police to Plymouth today where McIntosh was taken into custody.

McIntosh was taken from Plymouth back to Boston and booked. He is charged with Armed Assault with Intent to Murder, Unlawful carrying of a Firearm/Ammunition. Arraignment will be on Monday January 9, at West Roxbury District Court. McIntosh was also wanted on a Suffolk Superior Court warrant for several firearms violations.

Boston police to reopen fingerprint lab after overhaul. --- By Denise Lavoie, AP Legal Affairs Writer

December 25, 2005 BOSTON --Days after she was named Boston's new police commissioner, Kathleen O'Toole was briefed on a troubling case: a man had been wrongly convicted because of a mistake in analyzing fingerprints.

Stephan Cowans had been freed from prison three weeks earlier after prosecutors acknowledged that police who analyzed a fingerprint left by the man who shot and wounded a police officer had wrongly pinned the crime on Cowans.

"I just remember having a sick feeling," O'Toole said. "I said to the people who briefed me, 'Are we talking shoddy work or police corruption?'"

O'Toole shut down the department's latent fingerprint unit while a grand jury convened by Attorney General Tom Reilly investigated. No criminal indictments were issued, and a separate investigation by a private consultant concluded that poor training of the department's fingerprint analysts was to blame for the blunder.

More than a year later, the unit is about to reopen. Six civilians with advanced forensic training will replace the six police officers who once analyzed fingerprints.

The unit, which works to identify suspects by matching prints found at a crime scene with prints in police databanks, has historically been staffed by police officers. In the Cowans case, the unit's match was key evidence in the case that sent Cowans to prison for six years until he was freed.

A sharply critical report issued after the Cowans case found that the officers received inadequate training and were not prepared to do complex fingerprint analysis.

The report, by Ron Smith & Associates Inc., of Meridian, Miss., said the unit did not train its officers to keep up with standard practices in fingerprint analysis and had low performance standards.

"Excellence is not expected, therefore not achieved," said the report.

Smith, a nationally recognized fingerprint expert, estimated that it would take two years for the officers who worked in the unit to receive the necessary training.

We found the unit had little or no protocol or standardization of procedures," said Capt. Det. Thomas Dowd, commander of the police department's forensic technology division.

O'Toole decided to "make a clean break and get qualified civilians in, and get the unit operating in a professional manner," Dowd said.

The department recently hired Jennifer Hannaford, an experienced fingerprint analyst who worked for the Oakland, Calif., police and the Vermont State Police, as director of the unit.

Rachel Lemery, who also worked in the Vermont State Police lab, was hired as a senior criminologist. Three other civilians have been hired as criminologists, and the department is still searching for a second senior criminologist, Dowd said.

Hannaford, who has a bachelor's degree in forensic science from California State University, won numerous awards while working for the Oakland police from 1995-2000, including a certificate of commendation for work that identified a serial rape suspect.

Hannaford said she plans to require yearly proficiency tests for fingerprint analysts. She is also drawing up new protocols, and quality assurance and control programs for the unit, which is expected to reopen next month. The unit is working toward accreditation from the American Society of Crime Laboratory Directors, a process Hannaford estimates will take at least 18 months to two years.

The overhaul comes at a time when fingerprint analysis has come under increased scrutiny after more than a century of being considered the ultimate in reliable evidence.

In addition to the Cowans case in Boston, the case of Oregon attorney Brandon Mayfield has also drawn sharp criticism. Mayfield was arrested after FBI fingerprint experts wrongly matched his print to one of the latent prints found on a detonator bag near the train bombing in Madrid that killed 191 people.

The state's highest court is now considering the case of Terry Patterson, a Boston man awaiting a second trial in the 1993 murder of Boston police Detective John Mulligan.

At Patterson's first trial, a police sergeant testified that four latent fingerprints found on the driver's side window of Mulligan's vehicle belonged to Patterson.

But Patterson's lawyers have asked the Supreme Judicial Court to stop prosecutors from using the fingerprint evidence at his second trial, arguing the method used to produce the match was unreliable. The sergeant testified that he identified the print as Patterson's by adding up matching ridge characteristics from three different fingers.

Patterson's lawyers have asked the SJC to ban the use of fingerprint analysis at all criminal trials until its reliability can be proven through scientific testing.

Hannaford said she understands the concerns raised by the recent high-profile mistakes, but says it's a highly reliable process when analysts are trained correctly.

"There is more involved in a (fingerprint) comparison than simply counting points. ... A properly trained analyst can come to a reliable conclusion."

Simon Cole, a professor of criminology at the University of California at Irvine who has been critical of fingerprint analysis, praised the Boston Police Department's decision to hire civilians.

There never really was any particularly good reason to draw latent print examiners from the ranks of police," he said. "If they were supposed to be doing scientific work, there's no reason you would think a sworn officer would be well-prepared for that."

Stephen Saloom, policy director of the Innocence Project, a nonprofit legal clinic that has helped exonerate 168 wrongfully convicted inmates, including Cowans, said hiring civilians could also help police cultivate objectivity when fingerprint analysts are called to testify in court in criminal cases.

"This is definitely a step in the right direction," Saloom said. "Objectivity is the essence of the value of forensic evidence."

Two Suspects Arrested for Firearm and Drug Possession

The Boston Police Tactical Bicycle Squad recovered a .25 caliber Firearm and drugs from two suspects at Harvard Street and Bernard Street in Dorchester at 2040hrs on 01/05/06. The two suspects 21 year-old Thomas Inge of Roxbury and 22 year-old and 21 year-old Antoine Goforth of Dorchester were arrested as part of “Operation Home Safe”.

Student Arrested in Classroom with Firearm

Yesterday morning at 09:35 officers from the Boston Police School Police Unit received information that a 15-year-old student at the Jeremiah Burke High School had an active DYS warrant. The officers responded to the school where they took the student out of the classroom and informed him of his warrant. The student began to resist and violently struggle with the officers. Once in cuffs, officers recovered a knife and a loaded handgun. He was arraigned in Court yesterday.

Two Arrested for Assault and Battery in Hyde Park

A 24-year-old Hyde Park resident reported to police that last night at 23:17 two suspects beat him with a cane and slashed him in the hand with a knife outside the Taco Bell on Hyde Park Ave. Police arrested Jonathan Lopes, 18, of Dorchester and Jamal Augustine, 20, of Roxbury for Assault and Battery by Means of a Dangerous Weapon, and Assault and Battery.

Traffic Stop in Dorchester Results in Gun Seizure and Drug Arrest

Around 0005hrs this morning 01/05/06, Police Officers from District 3 in Mattapan, stopped a motor vehicle for a traffic violation at Washington Street and Dunlap Street in Dorchester. Further investigation of the two individuals in the motor vehicle resulted in a .22 caliber firearm being recovered as well as drugs. Fernando Roscoe 26, of Dorchester and Andrew Riddick 30, of Dorchester were both arrested.


14 Year-Old Juvenile Arrested for Unarmed Robbery in Hyde Park

Around 2217rs on 01/04/06, a Boston Police Sergeant observed a female and a male involved in a violent struggle in the area of 840 River Street in Hyde Park. As the Sergeant approached the two individuals, the male fled the scene on foot and was observed stuffing a black object into his waist area. The juvenile suspect then discarded a black purse as he was being pursued. The suspect was placed under arrest for Unarmed Robbery. The victim was not injured.

Victim / Witness Advocate

The Victim/Witness Advocate (VWA) will be hired to work with the Homicide Unit of the Boston Police Department (BPD) in providing appropriate services and referrals to surviving families of homicide victims and to witnesses in homicide investigations. The VWA will act as a BPD liaison to non-profit and governmental agencies; victim rights organizations, and community groups in the Boston area on issues concerning homicides and gang violence.

This VWA will be responsible for:

Crisis Intervention and Referrals: provides assistance in assessment and evaluation of homicide survivor and witness needs, and assistance with referrals for appropriate services including shelter placement, mental health counseling, peer support groups, emergency financial assistance, protection, and relocation.
Victim of Violent Crime Compensation: provides assistance with filing a claim of compensation through the Attorney General’s Victim Compensation Division.
Notification Services: provides notification of investigative changes in status, including but not limited to the eventual arrest of the offender(s).
Transition to Governmental Agencies: provides transition to the Suffolk County District Attorney’s Office (SCDAO) in the event of an arrest and prosecution. The VWA will act as a liaison to the House of Corrections Victim Services Unit, or the Department of Correction Victim Services Unit, for information on offender status.
Safety Planning: works to secure safe living arrangements for homicide witnesses who are intimidated and forced to go into hiding, particularly in gang-related murders. This assistance includes but is not limited to interceding with local housing authorities, providing fare for travel to a safe destination, or coordinating with the BPD Homicide investigators to increase safety measures.
Data Collection and Reporting: documents and reports out cases assigned and resources made available.

In addition, the Advocate will be required to perform 3 hours per month overtime attending or participating in community meetings and events

Qualifications:
Applicants must have at least two (2) to five (5) years of full-time or equivalent part-time experience in advocating for victims of crime, working with victims, diverse populations, and social issues affecting victims and their families. Applicants must possess strong skills and demonstrated ability in crisis management, problem solving and communication. It is strongly preferred that applicants possess a bachelor’s degree in a related field.

Compensation:
$61,995 in straight salary per year, conditioned on continued grant funding.
Funded through employment contract – therefore no employment benefits. Will be responsible for own health insurance, etc.

Roxbury Man Arrested, Gun Recovered

Officers from the Youth Violence Strike Force arrested 20-year-old Edwin Jones of Roxbury, just after 8pm last night in the area of Warren and Waumbeck Streets. Jones was walking in the area and was found to be carrying a loaded .32 caliber handgun. He was taken to District 2 and will be arraigned today in Roxbury District Court.

Traffic Stop Nets Gun, Two Arrested

Anti-Crime officers from District 3 stopped a car in Dorchester shortly after 9pm last night, for failing to stop at a stop sign. The driver of the car, 20-year-old Joseph Rodreguez of Norwood, was arrested for an outstanding default warrant issued out of Dorchester District Court. A rear seat passenger, Travis Curry, 20 of Mattapan, was found to be in possession of a loaded .32 caliber semi-automatic handgun. Curry was also arrested and charged with the unlawful possession of the gun and ammunition. Both will be arraigned today in Dorchester District Court.

Four-Year-Old Boy Dials 9-1-1 for Medical Alert

Officers from District 13 responded to 108 Chestnut Street in Jamaica Plain after a four-year-old boy called 9-1-1 for his mother on the floor tonight at 17:45. The four-year-old greeted officers at the door and brought them to his mother. Boston EMS responded and treated the mother for medical issues.

Confirmed Carjacking on Columbia Road

Boston Police are confirming a carjacking that occurred in Dorchester at 459 Columbia Road tonight at about 20:06. On suspect is at large, one has been arrested in Milton by State Police. The victim was not injured. Details will follow...

CONVICTION RATE IN HOMICIDE CASES IN 2005 TOPPED 90 PERCENT

BOSTON, Jan. 3, 2005 -- Suffolk County District Attorney Daniel F. Conley and Boston Police Commissioner Kathleen M. O’Toole today announced that more than 90 percent of homicide defendants whose cases were resolved in 2005 were convicted.

Sixty Suffolk County homicide defendants were either convicted after trial or avoided trial by pleading guilty, O’Toole and Conley said. Six defendants were acquitted after trial. The 60 convicted defendants, of a total 66 charged in connection with homicides, resulted in a 91 percent conviction rate.

Cases against 30 or those defendants were resolved after trial. Of those, 24 were convicted of either first-degree murder, second-degree murder, or manslaughter, a trial conviction rate of 80 percent.

O’Toole and Conley attributed the high conviction rate to the experience, expertise, and professionalism of investigators and prosecutors in their homicide units. Both officials said that cases are investigated not with the goal of securing a quick arrest, but rather with an eye toward identifying the right suspect and developing solid evidence sufficient to secure convictions before a court of law. The release of the 2005 conviction statistics followed a meeting between the district attorney and commissioner and their homicide units to review the past year, look ahead to strategies for the new year, and thank them for their excellent work.

“That 60 killers have been brought to justice in a single year is a testament to the skill, work ethic and dedication of the police who investigate these case and the attorneys who prosecute them,” Conley said at a briefing at Boston Police headquarters. “So as we begin a new year, we remain committed to the ultimate goal of conducting investigations and trying cases that result in convictions.”

Commissioner O’Toole stated, “Working in collaboration with the District Attorney’s Office, the Boston Police Department has implemented major systemic changes in the way homicide cases are investigated and prosecuted. These reforms have demonstrated results and have created new momentum in the Boston Police Homicide Unit.”

The high conviction rate is in line with the average from the last four years. From 2002-05, the average overall homicide conviction rate in Suffolk County – trial convictions plus guilty pleas – is 90 percent. The conviction rate after homicide trials for that period is 78 percent. Those numbers represent an increase over the rates for the previous nine years (1993-2001), which averaged 78 percent overall and 67 percent after trial.

All told last year, there were 33 homicide trials; three ended in hung juries. Of the three defendants on whose fates juries hung, two later pled guilty and the third was convicted in the last week of the year after his retrial.

The total number of homicide cases resolved in 2005 was the highest in Suffolk County in a decade. Conley and O’Toole attributed the high number to an emphasis by the Trial Court, in conjunction with police and prosecutors, to move homicide cases to disposition in a timely manner.

Conley credited the implementation of a dedicated homicide session in Suffolk Superior Court, and thanked Justices Margaret Hinkle and Barbara Rouse for their efforts to establish and oversee that session.

“Quantity without quality is meaningless, and the police and prosecutors who worked so long and hard to maintain this pace and ensure the quality of these cases deserve enormous credit,” Conley said.

COP SHOOTER GETS MORE THAN THREE DECADES BEHIND BARS

BOSTON, Jan. 3, 2006 – A Suffolk Superior Court judge today convicted a Mattapan man who tried to kill four Boston police officers on New Year’s Day three years ago to more than three decades – and potentially more than four – in state prison.

JERMAINE JABAR BERRY, 23, was sentenced to an aggregate of 31-43 years in prison. Judge Raymond J. Brassard this afternoon sentenced Berry to four consecutive state prison sentences for each count of assault with intent to kill for which he was convicted last month – once count for each officer whom Berry fired a .357 revolver at on the early morning of Jan. 1, 2003.

Judge Brassard also added consecutive sentences for Berry’s convictions for pointing the gun at a friend of his mother’s inside his house – the incident that prompted the police response to the 76 Radcliffe St. home – and for illegal possession of a firearm.

The series of consecutive sentences added up to the aggregate prison total, which was less than the 40-50 years recommended by the office of Suffolk District Attorney Daniel F. Conley but more than the 20 years requested by defense counsel.

Additionally, Brassard ordered Berry to serve 15 years’ probation upon completion of his prison term, a condition that was recommended by prosecutor David Meier.

Jurors on Dec. 22 convicted Berry of shooting Sgt. Charles Byrne and Patrolman Robert Welby, and of shooting at Patrolmen Robert Cappucci and Dennis Cogavin, after they responded to his home at approximately 5:30 a.m. on New Year’s Day 2003. Berry was convicted of 14 counts in all for the assaults on the officers and on two civilians whom he threatened with a gun because they were arguing in his house.

Three of the officers – Byrne, Welby, and Cappucci – gave victim impact statements at today’s hearing, as did the wives of Byrne and Welby. Byrne and Welby told about the suffering and anxiety their families endured as a result of the shootings, and said they both had to leave the jobs they wanted to do all their lives because of the injuries they sustained. They asked Brassard to give Berry a lengthy sentence, as did Cappucci, who urged the judge to send a message with a lengthy sentence that might hopefully deter other young people who commit acts of violence with guns in Boston.

MAN GETS LIFE FOR MURDER AT MADISON PARK DEVELOPMENT

VICTIM’S KIN SPEAK OF SLAIN MAN’S DEVOTION TO CHURCH, FAMILY

BOSTON, Jan. 3, 2005 – A Roxbury man convicted of second-degree murder last week was sentenced to life in prison for shooting a 26-year-old father of two in the Madison Park housing development three years ago, Suffolk County District Attorney Daniel F. Conley announced today.

Suffolk Superior Court Judge Stephen E. Neel sentenced KEVIN SANDERS, 26 (D.O.B. 11/4/79), to the mandatory term for second-degree murder, life in prison with the possibility of parole after 15 years, plus an additional term of 4-5 years for illegal gun possession. Sanders, who will serve his time at the Massachusetts Correctional Institute at Cedar Junction, was also ordered to submit a sample for the state’s DNA database.

Prior to sentencing, the victim’s mother, Debra Smith, addressed the court to express her pain and loss, comparing it to the amputation of a limb. “I miss my son,” she said. “It was love, pure love between a mother and child that cannot be replaced by old photos, old cards that were given, and childhood gifts made in school.” She also told of her son’s devotion to God and religion, saying that he had turned away from the streets after finding acceptance at church. “We will never forget the presence he had in our lives,” she said.

Nicole Watkins, Smith’s girlfriend, also addressed the court, telling Judge Neel of the hardships she faces as the single mother of Smith’s young son and the hardships the boy will face as he grows up without a father. She read from a poem a relative had written for the newborn boy. “I will never remember my father’s face,” she read. “I will only have pictures of a man I never knew.”

Sanders was convicted of second-degree murder on Dec. 29. Evidence introduced at trial by Assistant District Attorney Edmond Zabin showed that on Sept. 26, 2002, he and Smith argued heatedly in front of 1 Kerr Way. Following the argument, Sanders left the scene in his mother’s Jeep Cherokee and returned on foot a few minutes later.

Witness testimony established that, upon his return to the scene, Sanders began shouting at Smith again as Sanders’ mother and another woman tried to restrain him. Pushing past the women, Sanders walked toward Smith, pulled out a gun, and fired several shots, striking Smith in the head and torso. Sanders kept firing at Smith as the victim lay on the ground, Zabin said.

An investigation by the Boston police and Suffolk district attorney’s homicide units located witnesses who saw Sanders either arguing with or shooting Smith. Investigators also executed a search warrant on the defendant’s Shawmut Avenue home. Based on identification, forensic, and physical evidence collected during that investigation, Sanders was charged the day after the shooting.

The defendant’s mother, NADINE SANDERS, 45 (D.O.B. 8/12/60), also faces charges, having been indicted three years ago by a Suffolk County grand jury. Evidence suggests she lied to the grand jury investigating the shooting and tried to prevent other witnesses from testifying truthfully. Her trial for perjury, suborning perjury, and witness intimidation is pending.

Parking Tickets Leads to Murder Arrest

Last night at 22:05, an officers assigned to District 13 responded to a report of a vehicle double parked preventing a legally parked car to move. The officer ran the illegally parked vehicle’s registration and discovered the owner was wanted on a Parole warrant for Murder. The officer arrested Israel Cruz, 52, of Jamaica Plain.

Suspect arrested After Armed Robbery on State Street

Officers arrested Francis Nearis, 34, of Malden last night in the Aquarium MBTA station after robbing the Store 24 on State Street. According to witness’, the suspect entered the store at 19:27 and robbed it at gun point. Police recovered a silvered colored pistol-cigarette lighter and U.S. Currency. Nearis will be arraigned this morning in the Boston Municipal Court.

Suspect Arrested with Firearm in Jamaica Plain

Members of the Youth Violence Strike Force arrested Riccardo Knight, 19, of Roxbury last night at 279 Centre Street in Jamaica Plain. At about 17:20, officers heard a gun shot, and observed the suspect flee. The suspect was charged with Trespassing, Resisting Arrest, Unlawful Possession of a Firearm, Unlawful Possession of Ammunition, and Possession of a Firearm with obliterated serial numbers. He will be arraigned today.

Juvenile Stabbed and Juvenile Arrested in Jamaica Plain

A 15-year-old male from Mattapan suffered a non-life threatening stab wound after a 13-year-old male from Charlestown stabbed him with a piece of glass. The 13-year-old was placed under arrest and will be arraigned this morning. The incident occurred last night at about 19:49 on Metcalf Street in Jamaica Plain.

Firearm Found on Street in Dorchester

This morning at 06:15, a witness entered District 11 and turned in a firearm he found at Hallet Street and Gallivan Boulevard. The witness stated while getting his morning coffee, he observed the gun in the middle of the street. The firearm was found to be loaded with an obliterated serial number.

One Arrested after Motor Vehicle Stop

Members of the Youth Violence Strike Force conducted a motor vehicle stop last night at 21:55 at 14 Wayland Street in Roxbury. Officers discovered the 19-year-old driver was not licensed to operate a vehicle in Massachusetts. He will be summons into the Roxbury District Court for that violation. A passenger of the vehicle was arrested after being found to be in possession of a loaded firearm. Police arrested 17-year-old Antonio Llamas, of Malden. He will be arraigned in the Roxbury District court on Tuesday morning.

Laundry Robbed at Gunpoint

An unknown white male entered “Harry’s Laundry” located at 1866 Dorchester Avenue yesterday afternoon at about 16:46. The suspect, armed with a firearm, robed the victim of an undisclosed amount of U.S. Currency before fleeing on foot toward the Ashmont M.B.T.A. station.

Teen Arrested in Downtown Crossing

Officers from District 1 were approached by an employee of the Champs Sports Store yesterday at about 13:30 to report an incident that had just occurred at 425 Washington Street. The witness states that three males were purchasing items on a credit card. A 16-year-old male from Roxbury signed the credit card receipt and when the witness asked for identification, all three males fled the store. The suspects were later found in another store and the 16-year-old was arrested for Forgery of Records.

Puritan Ave Shooting Leaves Two Injured

Shortly after 6pm on January 1st, officers from District 11 responded to 17 Puritan Ave in Roxbury for two people shot. Two victims, a 54-year-old b/m from Dorchester suffering from a gunshot wound the right leg, and a 40-year-old b/m from Dorchester suffering from a graze wound to the right side, were taken to Boston Medical Center and treated for non-life threatening injuries. No arrests have been made in connection with this shooting. The investigation in ongoing.

Boston Police Incidents for January 1, 2006

South End Armed Robbery

A 31-year-old male from the South End reported to police that at 17:40 on Saturday night a black male asked him for a cigarette in the area of 128 Pembroke Street. The suspect then threatened to shot the victim. Before he fled, the suspect robbed the victim of an undisclosed amount of United States Currency.

Two Teenager Shot on Morton Street

Two 14-year-old males from Dorchester and Mattapan report that while walking in the area of 749 Morton Street at about 20:25 an unknown vehicle drove by and shot at them. Both victims sustained non-life threatening gunshot wounds to their leg area. The victims were transported to the Boston Medical Center. No arrests have been made in connection to this incident.

Four Arrested for Assault and Battery at Beacon and Joy Streets

Twenty minutes before the New Year, members of the Boston and State Police along with ATF Agents observed a group of males punching and kicking a 19-year-old male, from Hanover, at Beacon and Joy Streets. The victim was transported to the Massachusetts General Hospital bleeding from the face in a semi-conscious state. Several witnesses reported to police that these four individuals were walking through the Boston Common randomly punching people. Police located the four in the Common near the visitor’s booth. When the officers approached the suspects they all fled in different direction. Three suspects were apprehended with the assistance of officers working the First Night festivities. A Boston Police Captain apprehended one after a lengthy foot chase. The following will be arraigned in the Boston Municipal Court on Tuesday: Michael Cotrone, 18; Sean Lynch, 17; Nicholas Stephens, 18; and Andrew Baird, 18, all of the suspects are from West Roxbury.

Two Shot Outside Party in Roxbury

At about 01:38, officers from District 2 responded to a report of two people shot at 131 East Cottage Street. On arrival, officers found a 16-year-old male from Roxbury and a 20-year-old from Dorchester suffering from non-life threatening gunshot wounds to their legs. Both victims’ were transported to the Boston Medical Center. No arrests were made.

Griggs Place Party Ends with Four Arrests

After receiving repeated 9-1-1 calls, officers from District 14 responded to 17 Griggs Place in Brighton for a loud party at 02:51. Officers ordered resident to end the party and were met with belligerent and hostile guests. After numerous orders to end the party, the following people were placed under arrest: Kenneth Harvey, 23; Sean Egan, 24; Adam Nation-Ames, 24 all of Allston, and John Friedl, 23, of Sudbury. A 24-year-old female will be summons into Brighton District Court. All arrested will be arraigned Tuesday morning.

Suspect Arrested Hiding Under His Bed in Roslindale

Officers from District 5 responded to a robbery in progress at Kittredge Street and Metropolitan Avenue in Roslindale at about 03:05. On arrival officers found an 18-year-old male from Jamaica Plain who stated Sean Gosse, 17, of Roslindale just attempted to rob him, then beat and kicked him. Victim was transported to the Faulkner Hospital where he was treated for a possible concussion, fractured cheekbone, broken nose, chipped tooth and lacerations around his mouth. The suspect fled from police but was later found hiding under his bed. He will be arraigned in West Roxbury District Court.

Victim Shot in Hand in Dorchester

District 3 officers responded to 2 Thane Street for a report of a person shot. The third shooting on the year occurred at 05:14. Officers found a 23-year-old male suffering from a gunshot wound to his hand. The victim reports while walking on Whitfield Street he was approached by two black males who shot him. The victim was transported to the Brigham and Woman’s Hospital. No arrests have been made.
