Commissioner's Memo re: Public Journal Logs

Number: CM 05-048
Date: 11/17/05
Post/Mention: Indefinite

SUBJECT: PUBLIC JOURNAL LOGS

Please be advised that pursuant to G.L. c. 41 § 98F, police department journal logs are deemed public record, and must be made available to the public.

The public logs are to be made available without redaction, with the exception of:

Information regarding sexual assaults, and

Identifying information regarding juvenile arrests.

(Note: The public journal log now available through the intranet has safeguards to prevent the above noted information from appearing on the public journal log.)

Effective immediately, each district station must do the following:

Print out the public journal log daily, and post it on a clipboard in the station, where it is accessible to the public.

The District will maintain and post two clipboards; one containing the previous month’s public logs, and the other containing the current month’s public logs. Both clipboards will be posted in a place accessible to the public.

In addition to providing access to the public log, upon request, an individual may receive a copy of the public journal log.

ALL requests for incident reports (1.1's) must go through Field Reports at Headquarters. Incident reports are not to be given out at district stations.

Kathleen M. O’Toole
Police Commissioner
